The building permitting authority for the unincorporated area of Natrona County, Wyoming (the City of Casper runs its own separate building department for work inside city limits). The Building Department conducts plan review, permit issuance and inspections, and it works in conjunction with the Natrona County Planning Department and Natrona County Code Enforcement.

  • license: Roofing falls under the county's "Roof Contractor" license classification (Contractor Licensing Rules and Regulations, Resolution 30-26, Section 6.32): "The right and privilege to repair, alter and install roofs, roofing material and related decking material. A roof contractor's license shall be issued to the applicant upon successful review by the Building Official and payment of the license fee." Section 4 makes licensing mandatory for anyone performing permitted contractor work: "No person shall perform work as a contractor or be issued a permit to do work in the County for which a permit is required, who has not met the qualifications for licensing in the County to perform the duties of the trade for which they have applied, and received a license so to act." The Building Fee Schedule prices a Roof Contractor license at $150.00 initial / $75.00 renewal, and the county publishes an annual Roof Contractor List of licensees. A property owner performing work on their own primary residence (not for resale or rent within a year) is exempt from the licensing requirement, but a permit is still needed (Section 5.A.1-2).
Permit process note
Resolution 90-24 (adopting the 2024 IRC as the "Residential Code of Natrona County," effective on filing with the County Clerk on 12/30/2024) adds IRC Subsection 105.0.1, making it unlawful to "erect, construct, enlarge, alter, repair, move, improve, remove, convert, demolish, equip, use, occupy, or maintain any building or other structure" in the unincorporated county without complying with the code, and 105.0.2, requiring a permit from the Development Department for residential work. A property owner may perform work on their own single-family dwelling without hiring a licensed contractor, but the permit requirement still applies. The resolution's amendment list does not touch base IRC Section R105.2 (work exempt from permit). Permits are applied for online at natronacountywy.viewpointcloud.com; permit fees are valuation-based per Resolution 90-24 Subsection 108.3, which sets minimum valuations of $0.55 per square foot for finished area, $0.35 for unfinished area and $0.14 for accessory structures.
Adopted code
2024 International Residential Code plus Appendix E, adopted for the unincorporated area as the "Residential Code of Natrona County" by Resolution 90-24, filed with the County Clerk 12/30/2024 (repealing prior Resolution 27-24). Companion 2024-edition resolutions on the same page: International Building Code (Resolution 84-24), International Existing Building Code (85-24), International Fire Code (86-24), International Fuel Gas Code (87-24), International Mechanical Code (88-24) and International Plumbing Code (89-24), plus the 2026 National Electrical Code (Resolution 29-26). Wyoming has no statewide residential code of its own -- the state's adopted 2024 I-Codes reach only government, public and commercial buildings under W.S. 35-9-108(a), never a one- or two-family dwelling -- so this county resolution is the entire operative code for a house in unincorporated Natrona County.
Drip edge
Required — Required by IRC Section R905.2.8.5 (drip edge at eaves and rakes of shingle roofs) under the 2024 International Residential Code adopted by Resolution 90-24. The resolution's amendment list touches the roof covering chapter only at the new Subsection 905.2.9 (asphalt shingle overlay ban) and leaves the drip-edge provision in force as written. Impact-resistant roofing
Not required — Resolution 90-24's complete list of 2024 IRC amendments (subsections a. through s.) was read in full: none amends IRC Section R905.2.4 or imposes any impact-resistance, Class 4 or UL 2218 shingle requirement. The only roof-covering amendment is the Subsection 905.2.9 asphalt overlay ban, which addresses layer count, not impact resistance.
Repair permit threshold
Natrona County's Contractor Licensing Rules and Regulations (Resolution 30-26) exempt "routine maintenance, and which does not involve the structural soundness of the building" from needing either a licensed contractor or a permit (Section 5.A.4), but that is a general standard rather than a stated dollar value or square footage. Separately, the county's "General Contractor, Class IV" maintenance-and-repair license classification is authorized to perform, among other small jobs, "roofing shingle repair not to exceed one percent of the existing roof area" without needing to hold a higher-tier General Contractor license (Section 6) -- that is a boundary between license classes, not a permit-exemption threshold, and the work still needs a permit and a license at that Class IV tier. Neither instrument states a repair-value or square-footage figure that exempts roofing work from a permit outright.
Wind design criteria
Resolution 90-24 amends IRC Table 301.2 (Climatic and Geographic Design Criteria) for the unincorporated county: WIND SPEED 105 mph (3-second gust), with no special wind region and no wind-borne debris zone; SEISMIC DESIGN CATEGORY B for Risk Category I and II; GROUND SNOW LOAD 100 lbs for structures above 6,000' elevation or 30 lbs at 6,000' and under (the unincorporated county spans both elevation bands, so both figures are given rather than one chosen); WEATHERING Severe; FROST LINE DEPTH 42"; TERMITE "None to slight"; WINTER DESIGN TEMP -10 F.
Roof layer limit / recover
Resolution 90-24 adds IRC Subsection 905.2.9, "Asphalt Shingle Application," which is not present in the base 2024 IRC: "More than one overlay of asphalt shingles applied over an existing asphalt shingle roof is prohibited." Re-roofing over an existing asphalt-shingle roof requires full tear-off in unincorporated Natrona County.
Deck & sheathing requirements
Natrona County adopts the 2024 IRC (Resolution 90-24). The resolution's full amendment list (subsections a. through s.) touches Table 302.6 and Section 302.7's gypsum-board fire-separation requirements but amends nothing in Chapter 8's roof sheathing provisions (IRC Section R803), so the base 2024 IRC roof sheathing requirements apply unmodified in the unincorporated county.
Sales & use tax
5% total sales/use tax in Natrona County (4% state + 1% general-purpose county option), per the Wyoming Department of Revenue Excise Tax Division rate chart effective 07/01/2026 and unchanged on the 10/01/2026 chart. Wyoming has no municipal sales tax add-on, so the same 5% applies inside Casper as in the rest of the county.
