Laramie Municipal Code Section 15.24.000.D requires a permit before any work begins on a permitted project, and Section 15.24.000.E requires the contractor performing that work to hold the license required under Chapter 15.24 (see contractor_registration_required). The City's Building Permits and Informational Bulletins page lists the residential permit exceptions in full -- detached accessory sheds under 200 square feet, fences 7 feet or under, retaining walls 4 feet or under, small unattached decks, and painting or papering -- and roofing is not among them. All permit applications, including for roofing, are submitted through the City of Laramie's Civic Access web portal; estimated plan review is three weeks from submittal. Building permit fees are set by the valuation-based schedule in Informational Bulletin #25 (effective January 1, 2006), which carries no minimum-valuation exemption for residential repair work.

Laramie Municipal Code Section 15.24.010 adopts the International Residential, Building, Existing Building, Mechanical, Plumbing, Fuel Gas and Energy Conservation Codes by a floating clause covering "the most recently issued editions ... as published by the International Code Council," together with the most recently issued National Electrical Code, codified through Ordinance No. 1881 (May 19, 2026). The City's own Informational Bulletin #30 (Roof Assemblies), dated May 2026, states that roof assemblies comply with the "International Residential Code (2024)" and the "International Building Code (2024)," and the City's "ICC 2024 Building Codes" page links the same 2024-cycle texts (IRC, IBC, IPC, IEBC, IFGC, IPMC, IFC, IECC) plus the 2023 NEC as the codes it references. That page's own wording ("all 2024 Codes that will be adopted by the City") is disclosed here because it reads as future tense; the City's dated bulletin and its own currently codified, floating-adoption ordinance text resolve it in favor of the 2024 suite being the code the City currently enforces.

Required — The City's Informational Bulletin #30 (Roof Assemblies, May 2026) states plainly that "Drip edge is required on the eave and the rake" and quotes IRC Section R905.2.8.5 in full. The City's enacted IRC amendment list (Section 15.24.010.A) does not amend Section R905.2.8.5, so the base 2024 IRC drip-edge requirement is in force as written and confirmed by the City's own bulletin. Not required — Chapter 15.24 of the Laramie Municipal Code (Buildings and Construction), which contains the City's complete, currently codified list of amendments to the adopted International Residential and International Building Codes, was read in full: no provision amends IRC Section R905.2.4 or imposes a Class 4, UL 2218 or other impact-resistant roof-covering requirement. The City's own Informational Bulletins on roof assemblies and on adopted codes and design criteria likewise contain no impact-resistance, hail-rating or Class 4 language.

Laramie Municipal Code Section 15.24.010.A.3 amends IRC Table R301.2 to set "Wind speed = 115 mph (3-second gust)," "Topographic effects = Exposure C," "Special wind region = No" and "Wind-borne debris zone = No," alongside a ground and roof snow load of 30 psf. Section 15.24.010.B.10-11 separately amends IBC Sections 1608.1 and 1608.2 to set the same 30 psf minimum roof and ground snow load for commercial construction.

Laramie Municipal Code Section 15.24.010.A adopts the International Residential Code by a floating clause ("the most recently issued editions ... adopted as published"), and the City's own numbered list of IRC amendments (items 1 through 8) touches only Section R101.1, the administration sections generally, Table R301.2, Sections R309.1, R309.2, R310.3, R325.5 and R608.8.2 -- none of it reaches Chapter 9. The 2024 IRC's R908.4 Roof recover Exceptions therefore governs unmodified: a new roof covering over an existing one is barred where "the existing roof has two or more applications of any type of roof covering," so one existing layer of asphalt shingles may be recovered but a second existing layer forces a tear-off. The City's own Informational Bulletin #30 (Roof Assemblies, dated May 2026) states the same governing edition ("International Residential Code (2024) Chapter 9 Roof Assemblies"), quotes this same Exceptions condition verbatim, and separately states "Maximum layers of asphalt shingles: one" -- confirming rather than contradicting the base-code reading.

The City's enacted IRC amendment list (Laramie Municipal Code Section 15.24.010.A) does not amend any provision of IRC Chapter 8, Roof-Ceiling Construction, so the base 2024 IRC roof-sheathing requirements apply unmodified in Laramie. The City's own Informational Bulletin #30 (Roof Assemblies, May 2026) states that asphalt shingles are fastened to wood structural panels or solid lumber sheathing and specifies minimum fastener penetration into the sheathing, consistent with that unmodified base code.

5% total sales/use tax in Albany County (4% state + 1% general purpose county option), per the Wyoming Department of Revenue Excise Tax Division's rate chart effective 07/01/2026. That rate is set to rise to 6% (adding a 1% specific purpose county option) effective 10/01/2026, per the Department's own next-effective chart, which shades the Albany County row as a rate change from the prior chart. Wyoming has no municipal sales-tax add-on, so the Albany County rate applies uniformly within Laramie.
