- license: Town Code Chapter 15.36 (Contractor Licensing and Certification): Section 15.36.031.A makes it "unlawful for any person to undertake any of the types of work regulated by this Chapter within the Town without first obtaining a Certificate of Qualification," and Section 15.36.031.B requires firms and corporations to hold a License, which "shall serve as the business license required by Title 5 of this Code." Section 15.36.040.A sets four License classes covering construction, alteration or repair of structures: General Contractor (Class A), Building Contractor (Class B), Building Contractor-Restricted (Class Br, one- and two-family residences and accessory buildings), and Residential Contractor (Class C, one- and two-family residences and accessory buildings) - there is no separate named roofing class, but residential repair work, which includes reroofing, falls within these classes' stated scope. Section 15.36.050.B requires passing "the then current International Code Council National Contractor/Trades Examination." Wyoming has no state contractor licence of any kind (Title 33 contains 49 professional-licensing chapters and none covers construction or general contracting), so this credential is a purely local requirement.
Permit process note
Applications for one- and two-family homes and their accessory buildings use the "One and Two Family Building Permit Application" (type of application options include New, Addition, Alteration and Repair), signed and emailed to
[email protected]. Permit fees are calculated from total valuation on the schedule in Town Code Section 15.04.090 (Resolution 26-11, Appendix A, effective July 1, 2026), with a plan review fee of 65% of the building permit fee. Right-of-way permits are handled separately by the Engineering Division at Public Works, not the Building Department.
Adopted code
2024 International Residential Code, adopted by Town Code Section 15.17.010 for all applications to construct one- and two-family dwellings "from and after January 1, 2025," specifically including Appendix AF, as amended by 32 numbered local amendments through Ord. No. 1447, Section I, 2025 (Code of Ordinances codified through Ord. No. 1460, enacted May 18, 2026). The Town's 2024 International Building Code (Chapter 15.04) is adopted in the same Title 15.
Drip edge
Required — Required under the base 2024 International Residential Code Section R905.2.8.5 (drip edge at eaves and rakes of shingle roofs), adopted by Town Code Section 15.17.010. The Town's complete IRC amendment list (Section 15.17.010.B, 32 numbered items) does not touch Section R905.2.8.5, so the provision stands in force as written.

Required — Town Code Section 15.17.010.B, item 7, amends IRC Table R301.2(1), Climatic and Geographic Design Criteria, to state "Ice shield underlayment required: Yes" for the Town of Jackson. The same amended table lists WEATHERING: Severe and FROST LINE DEPTH: 34 inches.

Impact-resistant roofing
Not required — The Town's complete 2024 IRC amendment list (Town Code Section 15.17.010.B, 32 numbered items, as amended through Ord. No. 1447, Section I, 2025) was read in full: none amends Chapter 9's impact-rating provisions; no UL 2218 or Class 4 impact requirement appears in the Town's adopted code or its amendments. Wyoming has no statewide residential building code reaching one- and two-family dwellings, so no state impact-resistance requirement exists either. Teton County designates the area as Wildland Urban Interface, which is a fire-code classification and imposes no impact/hail-rating requirement on roof covering.
Repair permit threshold
The Town of Jackson Building Department's own FAQ states: "A building permit is required if sheathing or framing, or a cold roof is being modified or constructed. A replacement of underlayment or shingles does not require a permit. Regardless of whether or not your roofing project requires a building permit through the Town, roofs must comply with WUI guidelines. Contact Jackson Hole Fire/EMS at 307.733.4732 to ensure WUI compliance." So a straight, like-for-like reshingle or underlayment replacement is not permit-triggering locally, while any work touching the roof sheathing, framing or a cold-roof assembly is. The FAQ is undated; if unsure, the Building Department's stated practice is to email
[email protected] with a description of the proposed work for a determination.
Wind design criteria
Town Code Section 15.17.010.B, item 7, amends IRC Table R301.2(1) to set "Wind speed: 105 mph" and "Seismic design category: D" for the Town of Jackson. The same amended table states the ground snow load as "Varies, please reference 2024 IRC R301.2.3 and 2024 IBC Section 1608" rather than a single figure, and lists Weathering: Severe, Frost line depth: 34 inches, Winter design temperature: 30 degrees F, Air freezing index: 2531, and Mean annual temperature: 38 degrees.
Roof layer limit / recover
Jackson imposes no roof-recover or layer-count rule of its own, established by reading the Town's own adopting instrument rather than by failing to find one. Town Code Chapter 15.17 (International Residential Code - Adoption by reference) adopts the 2024 International Residential Code for all one- and two-family dwellings from and after January 1, 2025, and lists 32 numbered local amendments in full (touching permit fees, fire sprinklers, garage separation, frost protection, energy provisions, and several mechanical, plumbing and fuel-gas sections, among others). None of the 32 items amends Chapter 9 (Roof Assemblies) or any roof-covering, recover or overlay provision. So how many roof-covering layers a house in Jackson may carry is whatever the 2024 International Residential Code itself provides in its roof-assemblies chapter, unmodified by the Town.
Deck & sheathing requirements
Jackson's Chapter 15.17 amendment list (32 items, read in full) does not touch roof sheathing or decking, so the base 2024 International Residential Code's sheathing provisions apply unmodified in the Town. Separately, the Building Department's own FAQ states a procedural distinction at the permit stage: "A building permit is required if sheathing or framing, or a cold roof is being modified or constructed," while "a replacement of underlayment or shingles does not require a permit" - so replacing roof decking itself, unlike a straight reshingle, is treated locally as permit-triggering work.
Sales & use tax
7% total sales/use tax in Teton County (4% state + 1% general purpose county option + 2% specific purpose county option), per the Wyoming Department of Revenue Excise Tax Division's "Sale/Use and Lodging Tax Rates by Locality" chart effective 10/01/2026. The Town of Jackson itself is not inside either of Teton County's two Resort Districts (Teton Village Resort District, Grand Targhee Resort District), which carry an additional 2% Resort District Tax; Wyoming has no municipal sales-tax layer.
