  • license: The City of Casper has no dedicated roofing-contractor license class; roofing work falls under the General and Sub Contractor license ladder, scoped by project size rather than trade. CLASS I "authorizes the contractor to construct, repair, or alter any structure" (minimum eight years of experience, residential and commercial, plus testing). CLASS IIA covers residential and commercial construction, alteration or repair up to 12,000 square feet of building footprint (six years' experience plus testing). CLASS IIB covers residential structures up to and including four-unit apartment buildings (six years' experience plus testing). CLASS III "authorizes the contractor to repair, remodel, or alter single-family residences up to twenty five percent of the total square footage of the residence" (four years' experience plus testing). CLASS IV is a maintenance-only license and expressly includes, as a Building Component: "Roofing shingle repair which does not exceed one percent of the existing roof area" (two years' experience; the city offers its own in-house exam for this class). So a full roof replacement or any repair beyond 1% of the roof area requires a tested, experience-gated Class I, IIA, IIB or III general contractor's license; only very minor shingle repair may be performed under the Class IV maintenance license.
Permit process note
The Building Inspection Division's Permit Information page states: "Permits must be obtained before the construction of a new building or addition, or the remodel, alteration, or repair of any existing structure within the City of Casper," and recommends submitting permits and inspection requests through the city's CSS Portal. Permits can be issued to a licensed contractor, a homeowner working on their primary residence, or a commercial building owner or lessee, and fees are based on the value of materials and labor per the city's Fee Schedule. A permit is valid for 180 days once issued. The Division separately lists "Residential single family roofing and re-roofing" among the specific Building Guides it publishes for common homeowner projects.

The page states that amendments and exceptions to the adopted codes are in Title 15 of the City of Casper's Municipal Code.

Not required — The Building Inspection Division's own Engineering and Climatic Design Criteria page states, verbatim: "Ice shield: Not required unless there is a history of ice damning/water damage present (typically at eaves and valleys)" [quoted as published; "damning" appears to be the city's own typo for "damming"]. Repair permit threshold
No dollar-value or square-footage threshold is stated for roofing work. The Permit Information page's full list of permit exceptions is limited to five specific items unrelated to roofing: one-story unheated detached accessory buildings under 120 square feet, fences not over 6 feet, certain retaining walls not over 4 feet, non-elevated flatwork such as walkways and driveways, and finish work such as painting and flooring. Roof repair and replacement are not among them, so a permit is required regardless of job value. Wind design criteria
The Building Inspection Division's Engineering and Climatic Design Criteria page states minimum requirements for Casper as: "Wind speeds: Exposure 'C' -- 1 & 2 Family Dwellings - equivalent basic wind speed table 93 mph fastest mile Vfm and 115 mph, 3 second gust V3s. All other structures - 2024 IBC, Chapter 16, Section 1609 wind speed conversion tables and maps." The same page lists Ground and roof snow loads as 30 psf for all structures, Seismic Design Category "B" and Climate Zone 6B.
