The building permitting authority for portions of unincorporated Sheridan County, Wyoming. The County's Public Works Department includes a Building function that enforces and updates building codes, issues County building permits and letters of occupancy, and a separate Planning function that issues zoning permits. Public Works administers "Building Standards, Sheridan County, Wyoming" (adopted by the Board of County Commissioners May 16, 2023, filed with the County Clerk May 30, 2023), which by its own Article I, Section 3 applies only to structures within the area shown on its Appendix A Planning Map, specific subdivisions the County imposed building permitting and inspections on before December 5, 2006, all subdivisions the County approved after that date, and any structure built under a Conditional Use Permit -- not to every parcel in the unincorporated county. Farms and ranches of forty or more deeded acres, hospitals, mines, oil field and liquefied-petroleum-gas facilities, railway buildings and certain utility equipment are exempted outright. The City of Sheridan and the towns of Dayton, Ranchester and Clearmont are separately incorporated and are not covered by this record.

Article III, Section 1 of the Building Standards requires a building permit "prior to construction of any building or structure with a value in excess of $5,000.00" for "any new construction, remodeling, repair, additions or demolition projects," and states that "all construction regardless of value must conform to applicable codes." The County's own web pages are not consistent with each other on when a permit is needed: its "Building in the County" page describes permits as triggered by "construction, reconstruction, alteration, or change of use," while its "Required Permits" page describes the Building Permit trigger more narrowly as "new building, or addition to, or change of use of existing building" and tells applicants who are unsure to contact Public Works. This record follows the enacted instrument, which names "repair" expressly among the work requiring a permit above the stated valuation.

"Building Standards, Sheridan County, Wyoming" (filed with the County Clerk as instrument 2023-785780, May 30, 2023, following adoption by the Board of County Commissioners May 16, 2023; originally adopted November 18, 1991, and previously amended July 7, 1992, May 18, 1999, March 4, 2008, December 15, 2009 and March 20, 2018) adopts, for unincorporated Sheridan County: the 2021 International Building Code; 2021 International Residential Code, with named Appendices AA, AB, AC, AG, AH, AL, AN, AP, AQ, AR, AU and AW; 2021 International Mechanical Code; 2021 International Fuel Gas Code; 2021 International Plumbing Code; 2022 National Electrical Code; 2021 International Fire Code; and the 1997 Uniform Code for the Abatement of Dangerous Buildings. By the instrument's own Article I, Section 3, it applies only to structures within the area shown on its Appendix A Planning Map, specific subdivisions the County imposed building permitting and inspections on before December 5, 2006, all subdivisions the County approved after that date, and any structure built under a Conditional Use Permit; it exempts farms and ranches of forty or more deeded acres, hospitals, mines, oil field and liquefied-petroleum-gas facilities, railway buildings, and certain utility equipment. Wyoming has no statewide residential building code of its own -- the state's adopted I-Codes reach only government, public and commercial buildings under W.S. 35-9-108(a), never a one- or two-family dwelling -- so this county instrument, within its stated scope, is the entire operative building code for a house in unincorporated Sheridan County.

So the base 2021 IRC's drip edge requirement at Section R905.2.8.5 (drip edge required at eaves and rakes of shingle roofs) governs unincorporated Sheridan County unmodified, with no local text to quote in its place. Required — Sourced to the County's own filled-in copy of IRC Table R301.2(1), Climatic and Geographic Design Criteria, on file in the same Public Works document collection as the Building Standards instrument: the "Ice Barrier Underlayment Required" column reads "YES, Pitches less than 4:12 & Mountainous Areas." The same table gives Ground Snow Load 30 psf, Wind Speed 115 mph and Seismic Design Category B for the county. The document itself is captioned to a 2015 International Building Code printed page (page 97) rather than restamped to the County's current 2021 edition, though it was filed in the same document batch as the 2023 Building Standards revision; this record reports the filled-in values as published and does not assume the County has since revised them. Impact-resistant roofing
Not required — Sheridan County's complete list of its own amendments to the 2021 International Residential Code (Building Standards, Article IV, read in full) does not amend Section R905.2.4 or any other Chapter 9 provision, and imposes no impact-resistance, Class 4 or UL 2218 shingle requirement anywhere in the instrument.
Repair permit threshold
Sheridan County's Building Standards (Article III, Section 1) set $5,000.00 in construction value as the trigger for a building permit: "Prior to construction of any building or structure with a value in excess of $5,000.00, a property owner or his agent shall obtain a building permit ... for any new construction, remodeling, repair, additions or demolition projects. All construction regardless of value must conform to applicable codes ..." The instrument states no separate square-footage or percentage-of-roof-area threshold specific to roofing; $5,000 in value is the only figure given, and it applies to repair work generally rather than naming roofing on its own.

Roof layer limit / recover
Sheridan County adopts the 2021 International Residential Code (Building Standards, Article II, Section 2), and Article IV's complete list of the County's amendments to the 2021 IRC -- read in full -- does not touch Section R908 or any other roof-covering provision of Chapter 9. Under the unamended base 2021 IRC, Section R908.3.1.1, Roof recover not allowed, reads: "A roof recover shall not be permitted where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering." One existing layer of roof covering may be recovered; a second layer forces a full tear-off to the deck.
Deck & sheathing requirements
Sheridan County adopts the 2021 International Residential Code (Building Standards, Article II, Section 2), and Article IV's complete list of the County's amendments to the 2021 IRC -- read in full -- does not touch Section R802 or R803, the IRC's roof framing and roof sheathing provisions; the only sheathing-adjacent items anywhere in the amendment list are a gypsum-board thickness change (Section R302.6) and two foundation sections, neither of which reaches the roof deck. So the base 2021 IRC roof sheathing requirements apply in unincorporated Sheridan County unmodified, and the County's own instrument states no thickness, span or fastening schedule of its own for a roofer to rely on in place of the base code.
Sales & use tax
6% total sales/use tax in Sheridan County: the 4% statewide base rate plus two additional 1% increments approved by Sheridan County voters (a general purpose county option and a second county option), per the County's own published tax structure page. Wyoming has no municipal sales tax, so this rate applies uniformly across the county, including inside the City of Sheridan and the towns of Dayton, Ranchester and Clearmont.
