City Code Article 7-1, Section 7-105(a) reads: "Required for Building, Construction, Alteration, Repair, Removal or Excavation. No person, association, or corporation shall within this City, erect a building or structure of any kind, or add to, or enlarge, or extend, alter, repair, or remove any building or structure ... without first obtaining a permit from the Building Official." Roof repair and replacement fall within "repair" and "alter" of a building or structure. No dollar-value or square-footage exemption for minor roof repairs was found in Article 7-1 as read; Section 7-105(d) sets only a $250 minimum investigation fee where work is commenced without a permit, which is a penalty, not an exemption threshold.

2024 International Residential Code, 2024 International Building Code, 2024 International Mechanical Code, 2024 International Plumbing Code, 2024 International Fuel Gas Code and 2024 International Existing Building Code, each with the city's own amendments, plus the 2023 National Electrical Code, all adopted by City Code Article 7-1, Section 7-108.4 (most recently amended by Ord. 2024-01, 2-20-24).

Required — City Code Article 7-1's amendments to the 2024 IRC do not touch Section R905.2.8.5 (drip edge), so the base code requirement applies unmodified. The Building Inspection Office's own "Detail Sheet - Roof" standard details handout, distributed with the building permit documents, titles one sheet "ROOF - DRIP EDGE DETAIL, IRC Section 905.2.8.5" and depicts drip edge lapped a minimum of 2 inches, installed under the ice & water shield at eaves and over it at rakes, with fasteners at a maximum of 12 inches on center. Required — City Code Article 7-1, Section 7-108.4, Amendment (d) amends IRC Section R-905.1.2: "In areas where there has been a history of ice forming along the eaves causing a backup of water as designated in Table R301.2(1), an ice barrier shall be installed for asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and slate-type shingles, wood shingles and wood shakes. The ice barrier shall consist of not fewer than two layers of underlayment cemented together, or a self-adhering polymer-modified bitumen sheet ... and extend from the edges of all roof surfaces to a point not less than 24 inches (610 mm) inside all exterior wall lines of the building. On roofs with slope equal to or greater than 8 units vertical in 12 units horizontal, the ice barrier shall also be applied not less than 36 inches (914 mm) measured along the roof slope from the eave edge." Detached accessory structures without conditioned floor area are excepted. The same amendment fills in Table R301.2(1) with "ICE BARRIER UNDERLAYMENT REQUIRED: Yes." Not required — City Code Article 7-1's complete amendment lists for the adopted 2024 International Building Code (Amendment (a)) and 2024 International Residential Code (Amendment (d)) were read in full; neither amends any roof-covering provision to require an impact-resistant, Class 4 or UL 2218-rated covering, and neither mentions hail exposure.

City Code Article 7-1, Section 7-108.4, Amendment (d) fills in IRC Table R301.2(1) with WIND DESIGN Speed 115 mph (Vult), no topographic effects, no special wind region, no wind-borne debris zone; GROUND SNOW LOAD 30 lb; SEISMIC DESIGN CATEGORY B. The 2024 International Building Code amendment (Amendment (a)) separately states "Ultimate Design wind speed is 115 mph with an exposure rating of (c)" -- Exposure C. The city's Building Ordinances page states the same figures as its general minimum design loads: "Ultimate wind speeds 115-mph exposure C," "Snow load 30 psf," and a minimum frost depth of 42 inches.

City Code Article 7-1, Section 7-108.4, Amendment (d) adopts the 2024 International Residential Code and amends only R317.1 (garage floors), R-905.1.2 (ice barrier) and Table R301.2(1); it does not touch Section R908, so the base 2024 IRC roof-recover rule governs unmodified. R908.4 Roof recover, Exceptions, bars a recover -- and requires full tear-off -- where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second forces removal.

City Code Article 7-1's complete list of amendments to the adopted 2024 International Residential Code (Section 7-108.4, Amendment (d)) was read in full and contains no amendment to Chapter 8 or Section R803 (roof sheathing); the base 2024 IRC sheathing provisions apply unmodified in Rock Springs.
