- state_level: STATEWIDE, AND INDEPENDENT OF WHAT SEWARD REQUIRES. Neb. Rev. Stat. 48-2104(1), in the Contractor Registration Act: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. A roofer is inside the definitions rather than at their edge: "Construction" means "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs" (48-2103(2)), and "Contractor" means a person or firm "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings ... and every other type of structure" (48-2103(3)). Two exemptions, both in 48-2104(1): a person who performs work, or has work performed, on his or her own property; and "any person who earns less than five thousand dollars annually for construction services." That threshold is annual earnings for construction services, not the value of one job, so it will rarely reach a working roofer.

Inspection requirements
Seward publishes an inspection record card with the residential permit rather than a numbered list. It runs: foundations and footings; underground electrical, water and sewer, with the instruction "DO NOT PLACE FLOOR UNTIL ABOVE HAS BEEN SIGNED"; then rough-in, which the general contractor requests when all trades are ready and which covers rough-in grading, rough-in mechanicals, rough electrical by the State Electrical Inspector, rough plumbing, rough heating and ventilation, rough gas and rough framing, with the instruction "DO NOT COVER WORK UNTIL ABOVE HAS BEEN SIGNED"; and final, again requested when all trades are ready, covering grading, the State Electrical Inspector, electrical, plumbing, heating and ventilation and framing. The card closes: "Owner shall not occupy or use the structure prior to the Certificate of Occupancy being issued." All inspections need 24 hours' notice. No roof-covering or mid-roof stage appears on the card, which is a card for new residential construction; what the City inspects on a standalone re-roof permit is not published and should be confirmed when the permit is taken out.

Seward is on the 2018 International Residential Code. The City's Building & Inspection page lists the codes it works to as the 2018 International Building Code, the 2018 International Residential Code, the 2012 International Property Maintenance Code, the 2012 International Plumbing Code and the 2012 International Mechanical Code, alongside the 2017 Nebraska Engineers & Architect Regulation Act, the current Nebraska Life Safety Code from the State Fire Marshal, the current Americans with Disabilities Act and the City's Unified Land Development Ordinance. The residential figure is confirmed on the City's own Residential Plan Correction List, which states that it is issued "Per City of Seward Building Code, based upon the 2018 International Residential Code (IRC), 2017 National Electrical Code (NEC), City of Seward Ordinances and ULDO", and the correction items cite 2018 IRC section numbers directly. The building permit application puts the same list on the applicant: "All projects are subject to the requirements of all applicable codes which include but not limited to: IRC, NE A&E, ADA, NEC, NE Life Safety, ULDO." IMPORTANT CAVEAT. The City separately publishes "City of Seward Ordinance #2024-23 Exceptions to the 2018 International Codes", which is the instrument that would state any local change to the code - including anything touching the roofing chapter. Repair permit threshold
Seward treats a re-roof as its own permit type. Its Building Permit Application prints "Re-roof" as line item 403 in the fee block, beside Residential 201, Commercial 202, Garage 203 and Deck 204, and its Building Permit Fee Schedule prices it under Accessory Permit Fees as "6. Reroof Permit $50.00" - a flat charge rather than a valuation-based one. There is a dollar floor in the same fee schedule and a roofer should ask how it applies to a re-roof. In the valuation table, against the "$ 0.00 to $ 2000.00" band, the City prints: "$ 25.00 Minimum permit fee regardless of valuation. (No permit is required if work has a valuation of less than $ 500.00)." That parenthesis is the only permit-exemption figure Seward publishes. Because the Reroof Permit is priced separately from the valuation table at a flat $50.00, the fee schedule does not say on its face whether the $500.00 floor reaches a re-roof, and this record does not decide it - confirm with the Building & Inspection Department before treating a small repair as exempt. Two further conditions apply to every permit. The application states that "PERMITS ARE REQUIRED PRIOR TO BEGINING CONSTRUCTION. 1st offense will result in a Written Warning, 2nd offense will result in DOUBLE PERMIT FEE", and that fees are due when the application is submitted. And the permit "becomes null and void if work or construction authorized is not commenced within 180 days, or if construction or work is suspended or abandoned for a period of 180 days at any time after work is commenced."
Roof layer limit / recover
Not settled from what Seward publishes, and this record will not guess it. The City works to the 2018 International Residential Code, whose Section R908.3.1.1 is the provision that decides whether an existing roof may be covered over or has to come off. Whether that provision applies in Seward as published turns on Ordinance #2024-23, "Exceptions to the 2018 International Codes", which the City links from its own Building & Inspection page but serves only through a third-party code platform that refused every request made in preparing this record. Because that exceptions ordinance is the one instrument that could change the answer, no layer limit is stated here.
