  • state_level: STATEWIDE AND UNAVOIDABLE. Neb. Rev. Stat. 48-2104(1), in the Contractor Registration Act, provides that "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. A roofer sits well inside the statutory definitions rather than at their edge. "Construction" means "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs" under 48-2103(2), and "Contractor" means a person or firm "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings ... and every other type of structure" under 48-2103(3). There are two exemptions and both are in 48-2104(1) - work on one's own property, and "any person who earns less than five thousand dollars annually for construction services." Registration is with the State and is what the boolean on this record turns on.
  • city_level: NO SEPARATE CITY ROOFING REGISTRATION WAS ESTABLISHED, AND THE TRADE SYRACUSE DOES DEFER ON IS NAMED. Chapter 6 of the Code of Ordinances was read in full for this record and it sets up no registration, licensing, bonding or listing scheme for roofers or for general building contractors. Section 6-70 asks for the contractor's name on the permit application, which is an identification requirement rather than a credential. The one trade the chapter treats specially it sends to the State rather than to City Hall: section 6-167 provides that "All new electrical services and additions to or modification of existing electrical systems shall require a permit from the State of Nebraska, Electrical Division", exempting routine maintenance where no wiring is changed, and the City's own permit page lists a State Electrical Inspector alongside its own Zoning and Building Inspector. This is a statement about what the City's building chapter contains, not a statement by the City that a roofer needs nothing local, and other chapters of the Code carry occupation-tax and business provisions that a contractor may still fall under. Permit process note
Syracuse runs permits over the City Hall counter rather than through a portal, and it publishes the sequence. Its Permits and Forms page sets out four steps - "Pick up a permit application at City Hall or print off one below"; "Complete application and worksheet and return to City Hall along with permit fee"; "Wait for approval by Building Inspector. Please allow 7 business days for processing of permit"; and "Pick up approved permit before starting the project. Permit must be displayed at site." The display requirement is backed by the Code: section 6-45 requires the building and zoning official to furnish a distinctively coloured permit card carrying the nature of the work, the location, the permit number and the date of issue, to be "prominently displayed on the principal frontage of the building site" until the final inspection is made. The City asks the applicant to drive the inspections rather than the other way round - "Contact City Hall after each step is completed in order to ensure project is moving along properly. These steps include footings, foundations, framing, wiring, plumbing, heating and insulation, as well as completion of project" - and section 6-46 makes it unlawful "to do work, or cause work to be done, beyond the point indicated in each successive inspection without the written approval of the building and zoning official." A building permit fee can now be paid online where the amount is already known. Fees are set by resolution of the city council rather than in the Code, so ask City Hall for the current schedule. Residential work has its own worksheet, the Residential Home Build / Alteration Worksheet, which is filed with the application. Appeals from the building and zoning official go to a board of appeals created by section 6-105.
Adopted code
Syracuse adopts its technical codes by reference at section 6-139 of the Code of Ordinances, in Chapter 6, Buildings and Building Regulations. The section provides that "The following provisions are hereby adopted by reference", and the list runs to seven items. The two that decide a roof are the first two - "The International Building Code, 2018 edition, except section 113, published by the International Code Council" and "The International Residential Code, 2018 edition, except sections R112.1, R112.2 and R313, published by the International Code Council." The three excepted residential sections are the two board-of-appeals sections and the fire-sprinkler section, none of which touches a roof, so a house reroof in Syracuse runs on the 2018 International Residential Code as published. The rest of the list is the 2018 International Existing Building Code except section 112, the 2018 International Mechanical Code except section 109, the 2018 International Energy Conservation Code except section C109, the 2018 International Property Management Code except section 111, and the 2018 International Swimming Pool and Spa Code except section 108. Subsection (b) states where those codes bite: "One copy of such codes is on file at the office of the municipal clerk and is available for public inspection at any reasonable time. The provisions of such codes shall be controlling throughout the municipality and throughout its extraterritorial zoning jurisdiction." So the same rules reach work outside the city limits within the City's zoning jurisdiction. Subsection (c) adds that "The minimum standards for radon resistant new construction stated in R.R.S. section 76-3504 are also adopted." The adopting trail runs Ord. No. 950 of 4-14-2014, Ord. No. 955 and Ord. No. 956 of 6-11-2014, and Ord. No. 1085 of 11-18-2020, so the 2018 editions came in by the 2020 ordinance. Separate sections in the same chapter carry the plumbing code and the electrical requirements.
Drip edge
Required — Required by the code Syracuse adopted, not by anything the City wrote itself. Section 6-139 adopts the 2018 International Residential Code, excepting only sections R112.1 and R112.2, which are board-of-appeals sections, and R313, the fire-sprinkler section. Impact-resistant roofing
Not required — Syracuse requires no impact-rated or Class 4 roof covering. Chapter 6 of the Code of Ordinances, the City's whole building chapter, was read in full for this record and contains no impact-resistance provision, no reference to UL 2218 or FM 4473, and no Class 4 or Class IV impact classification. The City adopts the 2018 International Residential Code and the 2018 International Building Code at section 6-139, taking out only appeal and fire-sprinkler sections, and writes no technical amendments to either, so there is no local layer in which such a requirement could sit. Nebraska imposes none either: the State Building Code sets an edition floor rather than a content floor, and a Nebraska city may amend, modify or delete portions of the code it adopts. Note that a Class 4 rating measures impact resistance under UL 2218 and is a different thing from the Class A, B or C fire ratings that appear in roofing sections, and different again from the wind ratings under ASTM D3161 and D7158. Southeast Nebraska takes hail and an insurer may discount a premium for an impact-rated roof, but an insurance discount is not a code requirement and Syracuse has not made it one.

One clause in the same section decides which text a roofer should read on the permit question, and it points at the City rather than the model code: section 6-70(c) closes "Whenever there is a discrepancy between permit application procedures contained herein and those contained in any building code adopted by reference, the provisions contained herein shall govern." 6.5% combined, made up of the Nebraska state rate of 5.5% and a City of Syracuse local-option rate of 1.0%, effective July 1, 2026, per the Nebraska Department of Revenue's Local Sales and Use Tax Rates schedule. Otoe County levies no county sales tax. Dakota County is the only Nebraska county carrying a county rate on that schedule, and its 0.5% applies only outside a municipality that imposes its own local tax, so it never reaches a Syracuse job.
