Two exemptions, both in 48-2104(1): work on one's own property, and "any person who earns less than five thousand dollars annually for construction services." Sidney requires proof of it: "State of NE Contractor Certification" is a listed attachment on its own roofing licence application.

Repair permit threshold
Sidney sets a very short exemption list and roofing is not on it. Sidney publishes its design criteria in one sentence on its own FAQ, and the sentence carries the City's own typographical errors, which are reproduced here as printed rather than corrected: buildings "must meet these codes as well as a Class C Exposer, Maximum wind gust of 90 MPH, and 20 pound groud snow weight." Read as intended that is exposure category C, a 90 mph maximum wind gust and a 20 pounds-per-square-foot ground snow load. Two cautions. First, the City describes 90 mph as a maximum wind gust and states no code basis for it - it does not say whether that is a nominal (allowable-stress) or an ultimate (strength-design) speed - and the two are not interchangeable, so confirm the basis with the Chief Building Official before using the figure in a design method that expects one or the other, and do not convert between them. A 90 mph figure sitting alongside a neighbouring jurisdiction's 115 mph is usually one loading expressed in two bases rather than a genuine disagreement. Second, the same FAQ answer states the 2012 code editions while the City's current permit form states the 2018 editions, so the sentence containing these figures is itself part of the edition question. Sidney publishes no filled-in Table R301.2(1) that this record could open, so no ice-barrier, frost-line, seismic or air-freezing figure is stated here.
