  • state_level: STATEWIDE, AND IT IS THE ONLY CREDENTIAL A WAHOO ROOFER NEEDS. Neb. Rev. Stat. 48-2104(1), in the Contractor Registration Act: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. A roofer is inside the definitions rather than at their edge: "Construction" means "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs" (48-2103(2)), and "Contractor" means a person or firm "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings ... and every other type of structure" (48-2103(3)). Two exemptions, both in 48-2104(1): a person who performs work, or has work performed, on his or her own property; and "any person who earns less than five thousand dollars annually for construction services." That threshold is annual earnings for construction services, not the value of one job, so it will rarely reach a working roofer.

Inspection requirements
A re-roof that is exempt from permit in Wahoo draws no City inspection, because inspection follows the permit. Repair permit threshold

Under "Permits are required for:", one of the eleven entries is: "roof structure repair or replacement (decking or trusses) or change of roof line". Under "Building permits are NOT required for:", the first of three entries is: "maintenance or repair of existing conforming buildings and structures and associated electrical wiring, plumbing, and sanitary sewer - this includes replacement of roofing, shingles, siding, storm windows, windows, steps, decks, or porches where existing structure is not being expanded, enlarged, or structurally changed, and sidewalks and driveways where grade is not changed". Read those two together and plan the job accordingly. A tear-off and re-cover on sound decking needs no City building permit in Wahoo, and neither does the siding or the gutters that often go with it. The moment the crew replaces decking or a truss, or the roof line changes, the job is inside the first list and a permit is required - and that discovery is usually made after the old covering is off. Wind design criteria
Wahoo publishes no basic wind speed, and a roofer should not infer one. What the City does publish, on its New Regulations/Special Requirements page under the heading that "The following requirements have been adopted for building construction within the city limits of Wahoo and the one-mile extraterritorial jurisdiction", are two wind-uplift provisions for roof assemblies, each attributed by the City to the 2003 International Residential Code. The first, headed "R802.10.5 Truss-to-Wall Connection", reads: "Trusses shall be connected to wall plates by the use of approved connectors having a resistance to uplift of not less than 175 pounds (79.45 kg) and shall be installed in accordance with the manufacturer's specifications. For roof assemblies subject to wind uplift pressures of 20 pounds per square foot (0.958 kN/m2) or greater, as established in Table R301.2(2), adjusted for height and exposure per Table R301.2(3), see section R802.11". The second, headed "R802.11.1 Uplift Resistance", reads: "Roof assemblies which are subject to wind uplift pressures of 20 pounds per square foot (0.958kN/m2 or greater shall have roof rafters or trusses attached to their supporting wall assemblies by connections capable of providing the resistance required in Table R802.11. Wind uplift pressures shall be determined using an effective wind area of 100 square feet (9.3 m2) and Zone 1 in Table R301.2(2), as adjusted for height and exposure per Table R301.2(3). A continuous load path shall be provided to transmit the uplift forces from the rafter or truss ties to the foundation." Both are quoted as the City prints them, including the unclosed bracket in the second. These bear on a re-roof only where the structure is being touched - which in Wahoo is also the point at which a permit becomes necessary - but they are the City's own published wind criteria and a truss-to-wall connector below 175 pounds of uplift resistance will not pass.
