City of Wahoo - Building and Inspection

No — Wahoo, NE does not require a permit for like-for-like roof replacement (City of Wahoo - Building and Inspection). Where a permit is needed, the form is the City's Building Permit Application, Jurisdiction of Wahoo, NE, printed from the Building and Inspection Permits page and filed at City Hall, 608 N Linden Street, Suite B, PO Box 398, Wahoo, NE 68066, on 402-443-3222. Section I asks for the job address, legal description, owner, contractor, architect or engineer, the plumbing, heating and electrical contractors, the class of work - "NEW ADDITION REPAIR ALTERATION MOVE REMOVE" - a description of the work, the valuation, and whether plans and a site plan are submitted; the form carries the note that "Plumbing, HVAC, and Electrical contractors must obtain City of Wahoo license to work within Wahoo zoning jurisdiction." Fees come from Attachment 8 to the City's Master Fee Schedule, adopted by Resolution No. 2022-28: a building permit issuance administrative fee of $30.00 plus a valuation fee starting at $20.00 for $1.00 to $500.00 and stepping up by bracket, with remodeling of a residence, garage or commercial building valued on "contractor's estimated cost". New construction also carries a refundable Certificate of Occupancy deposit - note that the City's own documents state that deposit as $500.00 in the fee schedule and the permit application, and as $250.00 in section III of the same resolution, so confirm the figure at the counter. The application expires "within ninety (90) days if the work described in the permit has not begun" and within one year if the work has not been completed, unless the Building Inspector grants a written extension. A permit application becomes a construction permit "only after being validated by the Building Inspector's signature." Call Diggers Hotline of Nebraska on 811 two working days before any digging.

Registration details
  • state_level: STATEWIDE, AND IT IS THE ONLY CREDENTIAL A WAHOO ROOFER NEEDS. Neb. Rev. Stat. 48-2104(1), in the Contractor Registration Act: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. A roofer is inside the definitions rather than at their edge: "Construction" means "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs" (48-2103(2)), and "Contractor" means a person or firm "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings ... and every other type of structure" (48-2103(3)). Two exemptions, both in 48-2104(1): a person who performs work, or has work performed, on his or her own property; and "any person who earns less than five thousand dollars annually for construction services." That threshold is annual earnings for construction services, not the value of one job, so it will rarely reach a working roofer.
  • city_level: NOT REQUIRED, AND WAHOO SAYS SO IN TERMS. Its Licenses page states: "Contractors performing plumbing, electrical, or mechanical (heating, ventilation, and air conditioning) work within the City's territorial jurisdiction must be licensed with the City of Wahoo. License requirements include filing a bond or proof of insurance, proof of proficiency and certification, and payment of annual fee. General contractors are not currently required to have a license with the City." So the three named trades are licensed and roofing is not, and the City publishes application forms only for electricians, plumbers, mechanical contractors, tree contractors and sprinkler installers. Two cautions. First, the City's own wording is "not currently", so confirm before a first job rather than assuming it has held. Second, and more likely to catch a roofer working the area rather than the city: the same page warns that "Saunders County Building and Zoning has separate licensing requirements for contractors working within their jurisdiction." Wahoo's own jurisdiction is the city limits plus a one-mile extraterritorial ring; beyond that ring the County's rules govern and this record does not state them. Wahoo separately licenses commercial tree services, on proof of insurance or a surety bond plus an annual fee.
Permit process note
Inspection requirements
A re-roof that is exempt from permit in Wahoo draws no City inspection, because inspection follows the permit. Where a permit is required, the City says: "Contact the Building Inspector to schedule inspections at least 24 hours prior to the requested inspection. Inspections are required on setbacks, footings, groundwork, rough-in, and framing, among others. No Occupancy Certificate can be issued without proper permits and inspections." The inspection card printed on the back of the City's building permit form carries a "MISCELLANEOUS" block whose first line is "Roofing", alongside sewer, refrigeration and electrical underground; the other blocks run through setback, trench, reinforcing, foundation wall and weatherproofing, concrete slab floor groundwork, rough electrical, plumbing, gas piping and heating and ventilation, framing, interior and exterior lath and plaster, and the final trades. The card also carries the hold points a roofer must respect on a structural job: "Pour no concrete until above has been signed", "Do not pour floor until above has been signed", and "Cover no work until above has been signed" against the framing line. Bookings are on 402-443-3222 with 24 hours notice. The City also warns that "Additional inspections and approval may be required by the State Electrical Division, State Fire Marshal's Office, State Health Department, or other entities and authorities, depending on the type of project."
Repair permit threshold
Wahoo exempts the roof covering and permits the roof structure, and the whole test is published on the City's Permits page in two lists. Under "Permits are required for:", one of the eleven entries is: "roof structure repair or replacement (decking or trusses) or change of roof line". Under "Building permits are NOT required for:", the first of three entries is: "maintenance or repair of existing conforming buildings and structures and associated electrical wiring, plumbing, and sanitary sewer - this includes replacement of roofing, shingles, siding, storm windows, windows, steps, decks, or porches where existing structure is not being expanded, enlarged, or structurally changed, and sidewalks and driveways where grade is not changed". Read those two together and plan the job accordingly. A tear-off and re-cover on sound decking needs no City building permit in Wahoo, and neither does the siding or the gutters that often go with it. The moment the crew replaces decking or a truss, or the roof line changes, the job is inside the first list and a permit is required - and that discovery is usually made after the old covering is off. Decide in advance who calls the City if bad sheathing turns up. There is no square-footage, dollar or percentage threshold in either list; the test is covering versus structure. Note also that separate permits are required for plumbing, mechanical and electrical work, and that electrical permits are issued by the State Electrical Division rather than by the City. If a permit is required and the work starts first, the City's fee resolution is blunt: "If construction or work is begun prior to obtaining of the permit, the City of Wahoo shall charge and collect double the amount of fee otherwise specified."
Wind design criteria
Wahoo publishes no basic wind speed, and a roofer should not infer one. What the City does publish, on its New Regulations/Special Requirements page under the heading that "The following requirements have been adopted for building construction within the city limits of Wahoo and the one-mile extraterritorial jurisdiction", are two wind-uplift provisions for roof assemblies, each attributed by the City to the 2003 International Residential Code. The first, headed "R802.10.5 Truss-to-Wall Connection", reads: "Trusses shall be connected to wall plates by the use of approved connectors having a resistance to uplift of not less than 175 pounds (79.45 kg) and shall be installed in accordance with the manufacturer's specifications. For roof assemblies subject to wind uplift pressures of 20 pounds per square foot (0.958 kN/m2) or greater, as established in Table R301.2(2), adjusted for height and exposure per Table R301.2(3), see section R802.11". The second, headed "R802.11.1 Uplift Resistance", reads: "Roof assemblies which are subject to wind uplift pressures of 20 pounds per square foot (0.958kN/m2 or greater shall have roof rafters or trusses attached to their supporting wall assemblies by connections capable of providing the resistance required in Table R802.11. Wind uplift pressures shall be determined using an effective wind area of 100 square feet (9.3 m2) and Zone 1 in Table R301.2(2), as adjusted for height and exposure per Table R301.2(3). A continuous load path shall be provided to transmit the uplift forces from the rafter or truss ties to the foundation." Both are quoted as the City prints them, including the unclosed bracket in the second. These bear on a re-roof only where the structure is being touched - which in Wahoo is also the point at which a permit becomes necessary - but they are the City's own published wind criteria and a truss-to-wall connector below 175 pounds of uplift resistance will not pass. For the basic wind speed, the exposure category and the Table R301.2(2) values these provisions depend on, ask the Building Inspector on 402-443-3222; the City does not publish a filled-in climatic and geographic design criteria table on the pages read for this record.
Sales & use tax
7.5% combined (.075) = Nebraska state rate 5.5% + City of Wahoo local-option rate 2.0%, effective July 1, 2026, per the Nebraska Department of Revenue's Local Sales and Use Tax Rates schedule. Wahoo sits at the top local-option tier, and the boundary matters here in a specific way: the City's building jurisdiction runs a mile past the corporate limits, so a job can be inside Wahoo's inspection area and outside its sales tax. Saunders County levies no county sales tax - Dakota County is the only Nebraska county on that schedule with a county rate, and its 0.5% applies only outside a municipality that imposes its own local tax - so a job in the extraterritorial ring is at the state rate alone unless it falls inside another municipality's boundary. Nebraska's local sales tax is state-administered rather than self-collected by the city, and no separate construction or use tax deposit is taken at building-permit issuance in Wahoo.

The permitting authority for the City of Wahoo, the Saunders County seat about thirty miles northwest of Omaha. The City runs its own Building and Inspection department and its jurisdiction reaches the city limits plus a one-mile extraterritorial ring. Wahoo is worth reading carefully before a re-roof, because it draws the permit line in an unusual place and states it plainly on its own page: replacing the roof covering needs no building permit, while touching the roof structure - decking, trusses or the roof line - does. That is a line a crew can cross halfway through a tear-off, so it is a planning question rather than a paperwork question.
