Both are fire classifications and material standards. Nothing in the chapter amends Section R908, the reroofing section, so the base 2021 IRC reroofing rule governs unmodified. The reroofing rule that governs in Lone Tree is therefore the base 2021 IRC provision, unamended. That provision is Section R908.3.1.1, "Roof recover not allowed", which reads: "A roof recover shall not be permitted where any of the following conditions occur:" and lists three: an existing roof or roof covering that is water soaked or has deteriorated to the point that it is not adequate as a base for additional roofing; an existing covering of slate, clay, cement or asbestos-cement tile; and "Where the existing roof has two or more applications of any type of roof covering." So a roof with one existing layer may be recovered once, a roof that already has two may not, and the first two conditions require a tear-off whatever the layer count. The City roofing guidelines add a rule that bites on partial work: where the entire roof is not being replaced, the area replaced must terminate at a natural break such as a valley, eave or ridge, and materials or ages of material may not be mixed on the same roof slope unless the product manufacturer allows and warranties it.
