Registration details
- state_level: A STATE ROOFING LICENSE, AS THE VILLAGE STATES IT. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it regulates and links the Illinois Roofing Industry Licensing Act (225 ILCS 335). The Village's 2026 Single Family Re-Roof Handout says "State of Illinois roofing license required" and asks for "a copy of signed contract with state roofing license number or homeowner written scope of work (If owner performing work)." It also says "DBA's must be listed on State of Illinois Roofing License."
- city_level: VILLAGE REGISTRATION AND BOND, ON TOP OF THE STATE LICENSE. The 2026 Single Family Re-Roof Handout says "All contractors must be registered and bonded with the Village" and "All contracts, registration and bonds must match." Where a subcontractor does the work, the handout requires a property owner letter on the general contractor's letterhead giving "the company name, address, phone number and state license number of the subcontractor actually performing the work." The handout does not state the bond amount.
Adopted code
THE 2021 INTERNATIONAL RESIDENTIAL CODE, WITH VILLAGE AMENDMENTS. Sec. 6-1.1(a) of the Palatine Code of Ordinances says "The following list of codes and Palatine amendments are hereby adopted by reference" and lists "(1) International Residential Code, 2021 Edition (with amendments)," with the history note "Ord. No. 0-69-11, §1, 6/20/11, effect. 7/18/11; Ord. O-93-18, 08/13/18 eff. 01/01/19; Ord. O-72-19, 08/12/19; Ord. No. O-111-24, 12/2/2024." Sec. 6-2 says "The International Residential Code, 2021 Edition is hereby adopted with the following amendments." The same list adopts the International Existing Building Code, 2021 Edition, and Sec. 6-12.1 deletes its "Chapter 1, Part 2 Administration and Enforcement." The Village's Building Code Information page lists "International Residential Code, 2021 Edition (with amendments)," and the 2026 Single Family Re-Roof Handout says "Re-roofing shall be done in conformance with section R908 of the 2021 International Residential Code." Chapter 6 was read in full, Secs. 6-1.1 through 6-93. Its IRC amendments cover permits and administration (R105.1, R105.2, R105.3.2, R105.5, R106, R108, R109, R110, R112), the climatic table (R301.2(1)), garages and fire-resistant construction (R302), sprinklers (R313), smoke alarms (R314.6), wood foundations, concrete floors (R506), exterior decks (R507.2.4), duct construction (M1601.1.1), and the plumbing and electrical parts. None of them touches the IRC roof-assemblies chapter.
Drip edge
Required — REQUIRED IN THE VILLAGE'S OWN WORDS. The 2026 Single Family Re-Roof Handout says "A drip edge shall be provided at eave & rake edges per R905.2.8.5" and that "All existing edge, base and/or counter flashing that is damaged, deteriorated, in disrepair and/or installed improperly shall be replaced with new as required by the International Residential Code." Chapter 6 of the Code of Ordinances, read in full, makes no amendment to the 2021 IRC roof-covering sections.
About drip edge
Ice & water shield
Required — REQUIRED BY THE VILLAGE'S OWN CLIMATIC TABLE. Sec. 6-2.2 of the Code of Ordinances amends 2021 IRC Table R301.2(1) (Ord. No. O-111-24, 12/02/2024), and the inserted table answers "YES" in its "Ice Barrier Underlayment Required" column. The 2026 Single Family Re-Roof Handout states the rule for re-roofs: "Ice protection. An ice barrier that consists of at least two layers of underlayment cemented together or of a self-adhering polymer modified bitumen sheet, shall be used in lieu of normal underlayment and extend from the eave's edge to a point at least 24 inches inside the exterior wall line of the building." The handout also says "Roof slopes from 2:12 to 4:12 slopes shall have double underlayment applied in accordance with table R905.1.1(2) of the 2021 International Residential Code."
About ice & water barrier
Impact-resistant roofing
Not required — NOT REQUIRED BY THE VILLAGE'S ADOPTED CODE OR ITS AMENDMENTS. Neither Sec. 6-1.1 (adopting the 2021 IRC) nor the Village's IRC amendments in Secs. 6-1.4 through 6-2.11 amend Chapter 9's impact-rating provisions; no UL 2218 or Class 4 impact requirement appears in Chapter 6 of the Code of Ordinances, read in full, or in the Village's 2026 Single Family Re-Roof Handout. The Illinois Capital Development Board says the State has not adopted a building code for repairs to existing single family residences. An insurer's premium discount for an impact-rated shingle is not a code mandate.
Repair permit threshold
THE VILLAGE PAGE LISTS NO AREA OR DOLLAR THRESHOLD FOR ROOF WORK. The Village's "When a Building Permit is Required" page lists "Building or replacing a deck, shed or roof" among the work that requires a permit. Sec. 6-1.5(f) of the Code of Ordinances provides a flat permit fee "For individual residential unit owners applying for express permits" and lists "Residential tear-off roof and reroof installation" among those express permit types; the Village's 2026 Single Family Re-Roof Handout says "The permit fee is $103.00." Sec. 6-1.4.5 amends the 2021 IRC's Section R105.2 "Work exempt from permit" through subsections (a) to (g): it rewrites the lines on sheds, storable pools and retaining walls, deletes lines two, five and ten under Building, and adds lines on tents, zoning setbacks and window replacements. None of those amended or added lines names roof work. Work started without a required permit costs more: Sec. 6-1.5(h) provides that "the building permit fee within the overall schedule of permit fees shall be increased by 50%, but a total amount for said fee shall not exceed $500." The handout adds that "Replacement of structural members requires a full building permit."
Wind design criteria
SET BY THE VILLAGE'S OWN CLIMATIC TABLE. Sec. 6-2.2 of the Code of Ordinances amends 2021 IRC Table R301.2(1) (Ord. No. O-111-24, 12/02/2024) and prints these values: Ground Snow Load 30; Wind Design Speed (mph) 115, Topographic Effects No, Special Wind Region No, Windborne Debris Zone No; Weathering Severe; Frost Line Depth 42 inches; Termite Severe; Ice Barrier Underlayment Required YES; Flood Hazard "See maps"; Air Freezing Index 2000; Mean Annual Temp 50. The seismic design category cell is blank in the codified table.
Deck & sheathing requirements
THE VILLAGE'S RE-ROOF HANDOUT STATES THE SHEATHING RULES; THE VILLAGE'S IRC AMENDMENTS DO NOT TOUCH ROOF SHEATHING. The 2026 Single Family Re-Roof Handout says "Asphalt shingles shall be applied only to solidly sheathed roofs" and "Replace any deteriorated roof sheathing, rafters, trim, or fascia with new material. Replacement of structural members requires a full building permit." It also says an active re-roof inspection "is only required when roof sheathing in excess of one full 4'x8' sheet is being replaced or repaired." Chapter 6 of the Code of Ordinances (Building Codes and Regulations) was read in full, Secs. 6-1.1 through 6-93; its IRC amendments in Secs. 6-1.4 through 6-2.11 name no R803 section and no roof-sheathing provision, so the base 2021 IRC roof sheathing provisions apply unmodified. This record points to that chapter rather than restating its figures.
