The Village adopts the 2021 International Codes (Building, Existing Building, Fire, Fuel Gas, Mechanical, named parts of the Plumbing Code, Property Maintenance, Residential, and Swimming Pool and Spa Codes) and the 2020 National Electrical Code by ordinance, per Schaumburg Municipal Code Section 153.02(a)-(b), all amendments to Chapter 153 effective December 1, 2022 (Ord. No. 18-032, passed 3-13-2018; Am. Ord. 22-084, passed 10-25-2022). Local amendments to the adopted ICC codes are cataloged in Section 153.03; none of the 20 sections comprising Chapter 153 (all read in full this session) amends the International Residential Code's Chapter 9, Roof Assemblies. Section 153.03(M) does fill in Table R301.2(1), Climatic and Geographic Design Criteria, for the 2021 IRC, and Section 153.03(Q) adds a local roof sheathing requirement at new Section R803.2.1.3.

Not required — Chapter 153 (all 20 sections read in full) contains no impact-resistance requirement for roof coverings: it has no occurrence of UL 2218, Class 4, Class IV, or hail. Its only "impact" provisions are vehicle impact protection devices (Section 153.12) and an impact insulation class rating for floor/ceiling sound transmission (Section 153.03(U)), neither of which concerns a roof covering.

Section 153.03.4 exempts a repair or replacement from the permit requirement where either of two tests is met: the original material and labor value of the work is less than $500.00 (and it also complies with the size and location requirements of Chapter 154), or the area of repair or replacement is less than one hundred (100) square feet, an exemption the ordinance itself illustrates with the parenthetical "(i.e., siding or roofing)," provided in either case that the repairs are not life-safety related and involve no mechanical, electrical, plumbing, or fire-alarm work. An ordinary residential reroof, covering far more than 100 square feet, falls outside this exemption and needs a permit; Section 153.03.4.1(b) confirms this by listing "reroofs" among the single-family residential permit types valid for 180 days.

Section 153.03(M) fills in the 2021 IRC's Table R301.2(1), Climatic and Geographic Design Criteria, for Schaumburg: Ground Snow Load 25 pounds per square foot; Wind Speed 115 mph, 3-second gust (Topographic Effects: No; Special Wind Region: No; Wind-Borne Debris Zone: No); Seismic Design Category B; Weathering: Severe; Frost Line Depth 42 inches; Termite: Moderate to heavy; Winter Design Temperature -4 degrees Fahrenheit; Ice Barrier Underlayment Required: Yes; Air Freezing Index 2000; Mean Annual Temperature 50 degrees Fahrenheit.

The Village's local amendments to the adopted 2021 IRC (Municipal Code Section 153.03, all 20 sections of Chapter 153 read in full) touch roof sheathing and the climatic design table but amend nothing in Chapter 9's reroofing provisions, so the unamended base 2021 IRC governs. 2021 IRC Section R908.3.1.1, Roof recover not allowed, bars a recover "where the existing roof has two or more applications of any type of roof covering," among other conditions, so a third or later layer over an existing two-layer roof is not permitted.

Section 153.03(Q) adds new Section R803.2.1.3 to the 2021 IRC: seven-sixteenths inch (7/16") or one-half inch (1/2") nominal wood structural panels are the minimum sheathing material for roof applications; on structures over 120 square feet, wood structural panels less than five-eighths inch (5/8") nominal, with rafter spacing greater than sixteen inches (16"), must have all sheathing edges blocked or galvanized metal ply clips installed, centered between roof truss systems, roof joists, or rafters, except where the sheathing is tongue and groove.

Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Schaumburg job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property ... incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 86 Ill. Adm. Code 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The state rate has been 6.25% since January 1, 1990 (86 Ill. Adm. Code 130.101(c)(1)). The combined rate that actually lands on materials is the rate at the supply house's counter, or at the contractor's own place of business if self-assessed (86 Ill. Adm.
