Ogden's own codified Municipal Code 16-2-2, "Codes Adopted" (Ord. 2017-17, 4-18-2017; amd. Ord. 2023-64, 11-14-2023), quoted: "The State Construction Code, as defined in section 15A-1-204, Utah Code Annotated, as amended or superseded, and the State Fire Code ... as amended or superseded, are hereby adopted." It enumerates twelve components including "The International Residential Code (IRC)" (item 8) and "The Utah Wildland Urban Interface Code (UWUI)" (item 10), and closes at item 13 by sweeping in "all currently applicable editions, amendments or appendices to the above codes promulgated or adopted by the Utah State Legislature, the Utah Fire Prevention Board, and by the Utah Uniform Building Code Commission and the Utah Division of Occupational and Professional Licensing." This is a floating adoption: Ogden tracks whatever edition the Legislature currently sets, without a new city ordinance, so the 2021 IRC and 2024 IBC that Utah Code 15A-2-103(1) currently names apply in Ogden without a Case B doubt. Title 16, Chapter 2 has only four sections (16-2-1 Definitions, 16-2-2 Codes Adopted, 16-2-3 Appointment and Removal, 16-2-4 Property Maintenance Code), none of which independently amends any IRC provision, so Ogden's own instrument supplies no local amendment to the state code. Separately, and because item 10 already adopts the Utah Wildland Urban Interface Code by name, the 2026 duty in Utah Code 65A-8-203(9)(a) (from 2025 House Bill 48) for every municipality to adopt and enforce that code is satisfied in Ogden. The 2006 UWUIC's own Section 507 requires a roof covering replaced, or "25 percent or more replaced in a 12-month period," to meet the ignition-resistant construction standard of Section 503, in areas designated wildland-urban interface under that code. Whether Ogden has separately declared and filed a WUI zone map under the code's own Section 301 procedure, the step the code needs before it has anything to apply to, was not established this session.

The only two codified local IRC amendments anywhere in Utah, both outside Ogden (Park City and Sandy City), are wildfire wood-roof-covering restrictions, not impact-rating requirements, and neither names a hail or UL 2218 standard. A roofing contractor operating in Ogden is the consumer of the materials it buys under a furnish-and-install contract, not a retailer of the finished job: Utah Admin. Code R865-19S-58(2) states, "The sale of real property is not subject to sales tax, nor is the labor performed on real property," and (2)(a) makes "the contractor or repairman who converts the personal property to real property" the taxable "consumer of tangible personal property." The contractor pays sales tax on its purchase of materials; the amount charged to the homeowner is not itself taxable, and repair work is treated exactly like replacement, since both convert personal property to real property.
