Adopted code
The building permitting authority for the City of Provo, Utah, Utah County's largest city and the state's fourth-largest by population, administered through the Development Services department's Building Division. Utah's construction codes are adopted by the Legislature in statute (Utah Code 15A-2-103) as a uniform state code with a statutory ceiling (15A-1-204(8)): a political subdivision must follow the State Construction Code and, except as expressly provided in state law, may not adopt or enforce anything more restrictive on a subject the Code addresses. The only local IRC roof-covering amendments the Legislature has ever authorized anywhere in Utah (Title 15A, Chapter 4, Part 2) are for Park City and Sandy City, both wildfire wood-roof provisions, and neither names Provo. Provo's own building-code FAQ independently confirms "Utah State and Provo City have adopted the following building codes as of July 1, 2021," naming the 2021 International Residential Code among them, and the Building Division's own Design Criteria page publishes its own plan-review table for wind, snow, seismic, soils and ice-barrier underlayment, cited below. This record also carries Utah's 2026-effective duty (Utah Code 65A-8-203(9)(a), enacted by HB 48, Chapter 74, Laws of Utah 2025) for every municipality to adopt and enforce the 2006 Utah Wildland Urban Interface Code in any area it designates as wildland-urban interface; nothing self-executes, no statewide registry of adopting jurisdictions exists, and this record does not establish whether Provo has declared a WUI zone under UWUIC Section 301. Provo's own Municipal Code, which would be needed to confirm whether any further local building-code amendment exists on top of the state code, was not independently reachable this session: its code host, provo.municipal.codes, returned a 403 response rather than content, Provo is not a Municode client, and the City's own site search returned no result for it. roofing_permit_required, repair_permit_threshold, midroof_inspection_required and deck_sheathing_requirements are OMITTED for the same reason: the 2021 IRC's own permit-exemption list (R105.2) and Chapter 8 sheathing provisions have not been opened by this project, and Provo's own Municipal Code could not be read this session.

- state_level: A roofing contractor in Utah must hold a state specialty contractor license before engaging in that trade anywhere in the state. Utah Code 58-55-301(1)(a): "A person engaged in the construction trades licensed under this chapter, as a contractor regulated under this chapter ... shall become licensed under this chapter before engaging in that trade or contracting activity in this state unless specifically exempted." Utah Admin. Code R156-55a-301ai defines the "S280 - Roofing Contractor" specialty classification, covering the application and installation of "asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate," any material attached to the roof, and roof conversion; a B100 General Building Contractor or R100 Residential and Small Commercial Contractor may also self-perform this scope. A person doing alteration, repair, remodeling or addition work valued under $7,000, including both labor and materials, is exempt from licensure (58-55-305(1)(h)(i)); above $3,000 in total project value, an unlicensed exempt person must first file a one-time affirmation with the Division that they carry liability (and, if applicable, workers' compensation) insurance (58-55-305(1)(h)(ii)(H)). Roofing is not among the trade categories Utah law carves out of licensure (electrical, plumbing, gas appliances, water-based fire protection, alarms, HVAC and radon are the named exclusions).
- city_level: Utah law closes this layer by statute. 58-55-301(1)(b)-(c): the state license "and the business license issued by the local jurisdiction ... shall be the only licenses required," and "[n]either the state nor any of its political subdivisions may require of a licensee any additional business licenses, registrations, certifications." Utah Code 15A-2-103(1): "the following construction codes are incorporated by reference ... (a) the 2024 edition of the International Building Code ... (b) the 2021 edition of the International Residential Code." Utah Code 15A-1-204(1)(a): "The State Construction Code is the construction codes ... that the state and each political subdivision of the state shall follow." Provo's own building-code FAQ states plainly: "Utah State and Provo City have adopted the following building codes as of July 1, 2021: ... International Residential Code 2021 Edition ... International Building Code 2021 Edition," alongside the 2020 National Electric Code and 2021 editions of the other adopted I-Codes. The only codified local IRC Chapter 9 amendments the Legislature has authorized anywhere in Utah (Title 15A, Chapter 4, Part 2) apply to Park City and Sandy City only, both wildfire wood-roof or ignition-resistant construction provisions, and neither names Provo. Whether Provo's own Municipal Code layers any further local building requirement on top of the state code was not independently reachable this session: its code host, provo.municipal.codes, returned a 403 response, and Provo is not a Municode client. Per the Utah State Tax Commission's quarterly "Combined Sales and Use Tax Rates" chart (rates in effect as of July 1, 2026): State Sales & Use Tax 4.85%, Local Sales & Use Tax 1.00%, County Option Sales Tax 0.25%, Mass Transit Tax 0.25%, Mass Transit Fixed Guideway Tax 0.30%, County Airport, Highway, Public Transit Tax 0.25%, Transportation Infrastructure Tax 0.25%, County Public Transit Tax 0.20%, and Botanical, Cultural, Zoo Tax 0.10%, totaling 7.45%. Under Utah Admin. Code R865-19S-58(2), a roofing contractor performing a furnish-and-install (repair or replacement) contract is the consumer of the materials and owes sales tax on the contractor's own purchase of them; the charge to the homeowner for the completed job, and the roofer's labor, is not itself taxed. R865-19S-58(2)(a): "The contractor or repairman who converts the personal property to real property is the consumer of tangible personal property regardless of the type of contract." Utah treats repair and replacement alike for this purpose; there is no repair/replacement split in the tax rule.
