The City's own page states staff review the submission after receipt and contact the applicant about any deficiencies and payment due.

Utah adopts its residential code by statute, not local ordinance. Utah Code 15A-2-103(1)(b) (Effective 7/1/2026, unchanged in the 1/1/2027 version) incorporates "the 2021 edition of the International Residential Code" statewide; 15A-2-103(1)(a) separately incorporates the 2024 IBC for commercial work -- the two are different editions. Utah Code 15A-1-204(1)(a) makes the State Construction Code what "the state and each political subdivision of the state shall follow," and 15A-1-204(8) bars a political subdivision from adopting or enforcing anything "more restrictive than, the State Construction Code" on a subject the Code addresses, except as expressly provided in state law. The one express local-amendment mechanism for the residential code is codified in Title 15A, Chapter 4, Part 2, and it names only two jurisdictions: Park City (15A-4-206) and Sandy City (15A-4-207). Sandy City's own amendment, 15A-4-207, adds a new IRC Section R324, "Ignition Resistant Construction," requiring that buildings "constructed in areas designated as Wildland-Urban Interface Areas by Sandy City" be built to ignition-resistant standards under Section 502 and Chapter 5 of the 2006 International Wildland-Urban Interface Code, as determined by the Fire Marshal. This is a wildfire provision, not an impact-resistance or layer-count rule (see impact_resistant_required). Separately, Utah Code 65A-8-203(9)(a) (added by H.B. 48, 2025 General Session, Chapter 74, effective 2026-01-01) requires every municipality to "adopt and enforce" the 2006 Utah Wildland Urban Interface Code that 15A-2-103(2) makes available for local adoption, where the code applies to areas the municipality itself designates; nothing self-executes, and the sole stated consequence of non-adoption is that the state "may choose to not pay costs" under a cooperative agreement (65A-8-203(9)(b)), not invalidity of local practice. Sandy City's own "Wildland Urban Interface" page (sandy.utah.gov, read 2026-09-19) carries only a page title and no ordinance, resolution, adoption date, or declared zone map, and no adopting ordinance or WUI zone declaration for Sandy was located elsewhere. This record does not assert that Sandy has or has not adopted the 2006 UWUIC or declared a WUI zone under its Section 301. Where that code does apply, its Section 507 requires a replaced roof covering to meet new-construction standards once 25% or more of the roof is replaced in a 12-month period -- disclosed here as a conditional trigger, not as Sandy's current law. Independently, the City's own Building Permits page (sandy.utah.gov, read 2026-09-19) lists its "Applicable Building Codes" as "2021 IRC" and "2024 IBC," consistent with the statewide editions above.

Not required — Neither the statewide IRC amendment packet nor Sandy City's own codified amendment imposes an impact-resistance (hail) requirement. Utah Code Title 15A, Chapter 3, Part 2 ("Statewide Amendments to International Residential Code," all six sections, 48,780 characters counted in full) contains zero occurrences of "Chapter 9," "R908," "UL 2218," "Class 4," "Class IV," "impact," or "hail." The enrolled act that most recently amended these provisions, H.B. 65 (2026 General Session, 253,370 characters counted), likewise has zero occurrences of those terms in any IRC-related section; its four "impact" hits concern attack-resistant window glazing (ASTM F3561), not roofing. Sandy City's own local amendment, 15A-4-207, is limited to wildfire ignition-resistant construction; counted against the 2006 International Wildland-Urban Interface Code that the state's WUI framework references (118,402 characters), UL 2218, FM 4473, Class 4, Class IV, and hail are each zero. No impact-resistant roof-covering requirement was found at the state or Sandy City level.

Sandy City's own Building Permits page lists "Residential Exterior Finish/Windows/Doors/ Reroof" as one of its named residential permit categories, and states generally that a permit is required "when any owner or authorized agent" undertakes to "construct, enlarge, alter, repair, move, demolish" a building or structure, per the adopted IBC/IRC. The same page's list of "Projects Not Requiring a Permit" (fences under 7 feet, small detached accessory structures, finish work such as painting and flooring, small above-ground pools, low retaining walls, sidewalks and driveways) does not include roofing or reroofing work of any size or value, and no dollar-value exemption for roof repair or replacement was found on the City's own pages.

Sandy City's own codified local amendment, 15A-4-207, is limited to a new wildfire-related Section R324 and does not touch the reroofing or layer-count provisions of Chapter 9. This record does not classify Sandy's roof-layer limit against the base 2021 IRC reroofing section.

Utah's statewide IRC amendment packet (Title 15A, Chapter 3, Part 2, all six sections, 48,780 characters counted in full) amends nothing in IRC Chapter 8 (Roof-Ceiling Construction); its single "sheathing" occurrence is an unrelated energy-code air-barrier table entry ("floor insulation in contact with sheathing/lid below"), not a roof-deck provision. Sandy City's own codified local amendment, 15A-4-207, is limited to wildfire ignition-resistant construction (a new Section R324) and does not touch Chapter 8. Because Utah Code 15A-1-204(8) bars Sandy from enforcing any building requirement more restrictive than the State Construction Code on a subject the Code specifically addresses outside the two-jurisdiction registry in Chapter 4, the base 2021 IRC deck-sheathing provisions apply in Sandy without local modification.

The Utah State Tax Commission's own Combined Sales and Use Tax Rates chart for the quarter beginning July 1, 2026 ("Combined Rates 2026-07," the chart in effect as of this record's verification date) lists Sandy (Salt Lake County, county-city code 18-131) at a 7.45% combined rate, applicable to a roofing contract's taxable materials and any taxable labor. The chart breaks the rate into: 4.70% state sales and use tax, 0.15% state food tax rate (not applicable to construction materials), 1.00% state Medicaid expansion rate, 0.25% local option sales tax, 0.10% county option sales tax, 0.10% additional transit district rate, 0.05% additional transit local rate, 0.05% additional transit county rate, 0.10% public transit county rate, 0.05% public transit district rate, 0.25% public transit local rate, 0.30% municipal mass transit rate, 0.25% mass transit tax rate, and 0.10% municipal hospital tax rate. A separate "Sandy HTRZ" (Housing and Transit Reinvestment Zone) location code carries the same 7.45% total.
