Roofing permits & building code in Ogden City

Roofing permit and contractor-licensing rules in Ogden City are set locally by Ogden City Permits & Inspections Division. Utah licenses roofing contractors at the state level, issuing a dedicated S280 Roofing Contractor specialty licence under the Utah Construction Trades Licensing Act (Utah Code Title 58, Chapter 55), with an exemption for repair, remodelling and improvement work valued under $7,000 in labour and materials, and state law bars cities and counties from requiring any additional contractor licence or registration beyond the business licence where the contractor has its principal place of business, while the State Construction Code is the code the state and every city and county must follow, and a city may not adopt a new rule stricter than that code on a subject the code covers — always confirm the current requirements with the authority before starting work.

Ogden's own codified Municipal Code 16-2-2, "Codes Adopted" (Ord. 2017-17, 4-18-2017; amd. Ord. 2023-64, 11-14-2023), quoted: "The State Construction Code, as defined in section 15A-1-204, Utah Code Annotated, as amended or superseded, and the State Fire Code ... as amended or superseded, are hereby adopted." It enumerates twelve components including "The International Residential Code (IRC)" (item 8) and "The Utah Wildland Urban Interface Code (UWUI)" (item 10), and closes at item 13 by sweeping in, rather than naming a fixed edition, "all currently applicable editions, amendments or appendices to the above codes promulgated or adopted by the Utah State Legislature, the Utah Fire Prevention Board, and by the Utah Uniform Building Code Commission and the Utah Division of Occupational and Professional Licensing." This is a floating adoption: Ogden tracks whatever edition the Legislature sets from time to time, without a new city ordinance, so the 2021 IRC and 2024 IBC that Utah Code 15A-2-103(1) names, in both its current codified text and the text that takes effect January 1, 2027, apply in Ogden without a Case B doubt. The text of 16-2-2 adds no provision of its own to the state code. Title 16, Chapter 2 lists four sections (16-2-1 Definitions, 16-2-2 Codes Adopted, 16-2-3 Appointment and Removal, 16-2-4 Property Maintenance Code); only the text of 16-2-2 has been read, so this record does not state that the other three sections, or the rest of Title 16, add no local amendment. Separately, and because item 10 already adopts the Utah Wildland Urban Interface Code by name, the 2026 duty in Utah Code 65A-8-203(9)(a) (from 2025 House Bill 48) for every municipality to adopt and enforce that code is satisfied in Ogden. Dated change, read 2026-09-23 in the enrolled bill and in the codified Title 15A Chapter 2: H.B. 41 (2026 General Session, Laws of Utah 2026 Chapter 386) will take effect on January 1, 2027 for Utah Code 15A-2-103, whose Subsection (2) then reads "the Legislature adopts the 2024 edition of the International Wildland-Urban Interface Code, issued by the International Code Council" in place of the 2006 Utah Wildland Urban Interface Code "that may be adopted by a local compliance agency by local ordinance or other similar action as a local amendment". The same act enacts Section 15A-3-1101, which amends that code's Section 302.1 and deletes its Section 602. Section 65A-8-203(9)(c), in its current codified text, provides that where "the state adopts a different wildland urban interface building standard", a county or municipality "has two years from the date the state adopts the different wildland urban interface building standard to adopt the appropriate wildland urban interface building standard." This record does not decide how Subsection (9)(a), which still speaks of an edition of the Utah Wildland Urban Interface Code, reads against the 2027 text, or what the 2024 code requires of a reroof. The 2006 UWUIC's own Section 507 requires a roof covering replaced, or "25 percent or more replaced in a 12-month period," to meet the ignition-resistant construction standard of Section 503, in areas designated wildland-urban interface under that code. Whether Ogden has separately declared and filed a WUI zone map under the code's own Section 301 procedure, the step the code needs before it has anything to apply to, was not established this session.
Registration details
  • state_level: Utah Code 58-55-301(1)(a) requires a person "engaged in the construction trades licensed under this chapter" to "become licensed under this chapter before engaging in that trade or contracting activity in this state." Roofing is its own specialty classification, S280 Roofing Contractor (Utah Admin. Code R156-55a-301ai, under 58-55-301(2)(x)), covering "asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate," any material attached to the roof, roof conversion, and non-electrical skylight installation; a B100 General Building Contractor or R100 Residential and Small Commercial Contractor may also self-perform this scope, since neither excludes it. A person doing alteration, repair, remodeling or improvement work "with a contracted or agreed value of less than $7,000, including both labor and materials" is exempt from licensure (58-55-305(1)(h)(i)); above $3,000 in total project value, an unlicensed exempt person must first file a one-time affirmation with the Division of having public liability insurance, and workers' compensation insurance if applicable (58-55-305(1)(h)(ii)(H)). Utah Code 58-55-301(1)(c) bars Ogden, like every Utah political subdivision, from requiring "any additional business licenses, registrations, certifications, contributions, donations, or anything else" as a condition of doing business locally, beyond the state licence and the local business licence.
  • city_level: No Ogden-specific roofing registration or licence, beyond a general business licence, was found; Utah Code 58-55-301(1)(c) bars one from existing as a condition of practicing the S280 classification. Whether Ogden requires the state-licence holder to also carry a general Ogden business licence, and any fee for it, was not independently confirmed this session.
