City of North Platte - Building & Inspection Department

No — North Platte, NE does not require a permit for like-for-like roof replacement (City of North Platte - Building & Inspection Department). Permits are issued by Building & Inspection at 211 W 3rd Street, entrance on Sycamore Street; 308-535-6724, [email protected]. Dave Hahn is the Building Official; Linda Bickford is the permit clerk and also takes inspection questions. Residential applications are paper forms downloaded from the department's Residential Construction Forms page and returned to the permit clerk. The department states: "Please Note: Submission of an application does not guarantee approval of a permit. All supporting documentation must be received and verified prior to the issuance of any permit." Every application form carries the notice that a permit "expires within 180 days after issuance if no construction activity has taken place." None of this reaches an ordinary shingle job, which the department lists as not requiring a permit; it applies to residential work that is not on that exemption list.

Inspection requirements
The department states: "Construction or building work that requires a permit must obtain an inspection and receive approval from a city building inspector. Inspections are needed for both commercial and residential projects." It publishes no stage-by-stage inspection schedule and names no roofing inspection. The fee schedule prices a re-inspection on the third visit at $60, an inspection outside business hours at $110 per hour, and a building inspection at an hourly rate of $75.
Adopted code
North Platte adopts the International Codes by reference in Chapter 150 of its Code of Ordinances, within Title XV: Land Usage. The building code is adopted at Section 150.030 and the International Residential Code at Section 150.035, "International Residential Code (IRC) Adopted by Reference"; a residential roofing question in North Platte runs to Section 150.035. Two adopting instruments are on the record. Ordinance No. 4017, passed on third reading and signed December 3, 2019 and effective December 18, 2019, amended Sections 150.030, 150.031, 150.032, 150.034, 150.035 and 150.036 for the adoption of the updated International Building Code, Mechanical Code, Plumbing Code, International Existing Building Code, International Residential Code and International Fuel Gas Code. Ordinance No. 4243, adopted January 20, 2026, then revised Section 150.035 to add an entry to Table R301.2(1). Neither instrument as published by the City states the edition year of the residential code, and the codified text of Section 150.035 is published only through the City's code publisher, so the edition in force should be confirmed with the Building Official before it is relied on. For context, Nebraska sets a floor rather than a ceiling here: Neb. Rev. Stat. 71-6403 adopts the 2018 International Residential Code as the state building code except section R313 and chapters 25 through 33; 71-6406(3)(a) provides that a local code does not conform generally with the state code if it "Includes a prior edition" of a component of it; and under 71-6404(2)(c) and 71-6406(1)(b) the state code applies in a city that has not adopted its own within two years after a state update, except for construction on a farm or for farm purposes.
Ice & water shield
Required — Ordinance No. 4243 of the City of North Platte, adopted January 20, 2026, revised Chapter 150, Section 150.035, "International Residential Code (IRC) Adopted by Reference", by adding an entry to Part III, Chapter 3, Table R301.2(1) Climatic and Geographic Design Criteria. In that entry the column "Ice Barrier Underlayment Required" reads "Yes"; the ordinance strikes through the previous "No" and inserts "Yes" in its place. The City Attorney's staff summary for the ordinance records the reason: "The Building Department has approved the proposed revision to Section 150.035 relating to the ice and water shield. The Building Department was approached by contractors who requested this change based upon interactions with insurance companies." The Council waived the remaining readings and adopted the ordinance the same evening on a unanimous roll call. The ordinance sets the requirement in the climatic-criteria table only; how far up the roof the membrane must run is governed by the adopted residential code, which is not restated in the ordinance. Repair permit threshold
The Building & Inspection Department's permit page answers this on its face. Under the heading "WHEN IS A PERMIT REQUIRED?" it states: "A permit is required for projects including but not limited to: new construction, additions, remodels and repairs, plumbing and gas systems, sidewalks, driveways, etc. If you are unsure if your project requires a permit, please contact the Building Department." Under the heading "WHEN IS A PERMIT NOT REQUIRED" it lists: "ACCESSORY STRUCTURES LESS THAN 200 SQ. FEET, NON-COVERED DECKS, CONCRETE ON PRIVATE PROPERTY, SHINGLES, SIDING, POOLS (above or in-ground) PARKING LOT REPLACEMENT". Two things to read carefully. The exempt term is shingles, not roofing generally, so a change of roof system is not covered by it. And the exemption carries no dollar figure, no square-foot figure and no limit on the extent of the work, unlike the 200-square-foot line the same list draws for accessory structures. Anything beyond the covering itself - sheathing replacement, framing repair, a structural change - is not addressed either way on that page, so confirm the scope with the department before starting. The building fee schedule carries no re-roof line item; the general minimum permit fee is $60, and starting work without a permit doubles the fee.
Wind design criteria
From the Table R301.2(1) entry added to Chapter 150, Section 150.035 by City of North Platte Ordinance No. 4243, adopted January 20, 2026: Wind Design Speed 90 MPH, Topographic Effects "No", Seismic Design Category A. The same entry gives Ground Snow Load 25 PSF, Roof Live Load 30 PSF, Weathering "Severe", Frost Line Depth 36 inches, a design temperature of -5 degrees F, Flood Hazard 11/1/1979, Air Freezing Index 1500 and Mean Annual Temp 48.7 degrees F. Read the wind figure with care: the ordinance does not say whether 90 MPH is a nominal (allowable stress design) wind speed or an ultimate design wind speed, and the two bases differ by roughly the square root of 0.6, so 90 MPH nominal corresponds to about 115 MPH ultimate for the same loading. Applying a figure to a design method that expects the other basis misstates the load in either direction. Confirm which basis governs with the Building Official before designing to it.

The permitting authority for the City of North Platte, the county seat of Lincoln County in west-central Nebraska. Building & Inspection runs its own Building Official, two building inspectors and a permit clerk from City Hall at 211 W 3rd Street, with the department entrance on Sycamore Street. The unusual thing for a roofer is that the department's own published permit list names shingles as work that does not require a permit, while remodels and repairs generally do. In January 2026 the City Council amended the residential climatic-criteria table so that ice barrier underlayment is now required, a change the department says local contractors asked for.
