The permitting authority for the City of Ogallala, the Keith County seat on the South Platte River in the Nebraska Panhandle. The Planning/Zoning, Permits & Building Department issues building permits for the City; its Building Inspector and Zoning Administrator is Brandon Scott, who carries a City email address and a City Hall address. Some City permit paperwork prints "KEITH COUNTY" as a location line on the letterhead beneath "City of Ogallala" - Ogallala is the county seat - but every first-party document this record read (the City's own Planning & Zoning department page, its Building Permit Process guidelines, and the permit application itself) names only the City as the issuing and administering authority, with no county co-administration disclosed anywhere.   • state_level: STATEWIDE, AND INDEPENDENT OF WHATEVER OGALLALA REQUIRES. Neb. Rev. Stat. 48-2104(1), in the Contractor Registration Act: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. A roofer is inside the definitions rather than at their edge: "Construction" means "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs" (48-2103(2)), and "Contractor" means a person or firm "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings... and every other type of structure" (48-2103(3)). Two exemptions, both in 48-2104(1): a person who performs work, or has work performed, on his or her own property; and "any person who earns less than five thousand dollars annually for construction services." That threshold is annual earnings for construction services, not the value of one job, so it will rarely reach a working roofer.
  • city_level: Ogallala licenses a short, named list of trades and roofing is not on it. The City's Contractor License application page offers exactly three: R.O.W. Contractor, Appliance Installer, and Plumbing Contractor. Its own "Contractor Licenses 2025-2026" list carries the same shape from the licensee side - Gas Fitters, Master Plumbers, Journeyman Plumber, R.O.W. Contractors, and Sewer Contractors - with no roofing or general-contractor category anywhere on it. The City's Building Permit Application states the local licensing rule directly: "The city requires a license for all contractors to perform any residential or commercial plumbing, sewer repairs or new sewer service lines, sewer taps, water taps, residential or commercial gas piping, installation of appliances and any work performed in a city right-of-way. A $1000.00 is required for these licenses." Roofing does not appear on that list, so a roofer working only on roofs is not required to hold a City of Ogallala contractor license - the statewide Contractor Registration Act above is the credential that reaches roofing here.
Permit process note
Permit and licence forms are printed from the City's "Apply for a Permit" page. The Construction Permit application is a combined document: page one carries the requirements summary and an inspection checklist the applicant signs, and the following pages are the Permit Application itself, covering Building, Sewer Service, Right of Way, Plumbing, Water Service, Gas Piping, Building Moving, Mobile Home Placement, and Special Parking as checkbox categories, plus an "Other" box. Under Municipal Code 150.01(A)(1), an applicant files a written application with the City Clerk; the Planning and Zoning Administrator checks the application, plans and specifications against the code before authorizing the Clerk to issue the permit. The City Building Inspector and Zoning Administrator is Brandon Scott, reachable at 308-284-6723 ext. 215 or [email protected]. City Hall is at 411 East 2nd Street. A 24-hour notice is recommended for inspections; none are made on weekends or City holidays, and after-hours inspections are at the Building Inspector's discretion. The cost of a permit doubles if work commences before the permit is issued.

Ogallala Municipal Code Chapter 150 adopts the 2018 editions of the International Building and Residential Codes by two parallel sections, both read in full. Section 150.15(A): "To provide certain minimum standards, provisions, and requirements for safe and stable design, methods of construction, and uses of materials in buildings hereafter erected, constructed, enlarged, altered, repaired, relocated, and converted, the 2018 Edition of the International Building Code... is hereby incorporated by reference in addition to all amendments as though printed in full herein." Section 150.19(A)/(B) does the same for "the 2018 Edition of the International Residential Code," then lists what is NOT adopted: "Part III Chapter 3 Section R 309.5 and Section 313 Automatic Fire Sprinkler Systems. Part VIII Chapters 34 through 41 Electrical (inclusive). Chapter 3 Section 302.13 Floors, Gen. F.P. Chapter 26 General Plumbing Requirements." None of those four exclusions reaches Chapter 8 (Roof-Ceiling Construction) or Chapter 9 (Roof Assemblies), and the ordinance amends nothing else in the residential code - the whole of Chapter 150.15 through 150.19 was read to confirm it. Section 150.19(B) also inserts the City's own filled-in Table R301.2(1) directly into the ordinance text (see wind_design_criteria). The City also adopts the 2021 Uniform Plumbing Code (150.16), the National Electrical Code per the Nebraska State Electrical Act (150.17), and the 2000 edition of NFPA 101 Life Safety Code (150.18). The City's own Building Permit Application confirms the same package in summary: "The City of Ogallala uses and enforces the 2018 International Building Code (2018 IBC), 2018 Residential Building Code (2018 IRC) and the 2021 Uniform Plumbing Code (2021 UPC)."
Drip edge
Required — Sourced to the base 2018 International Residential Code, not to any Ogallala-specific text. Mid-roof inspection
Not required — Not required on a re-roof of an existing structure, on the City's own qualifier rather than on an absence. The City's Building Permit Application Requirements & Inspection Checklist lists a single roofing-specific inspection line: "Roofing Inspection (on new construction only)". The City limits that inspection to new construction itself, in its own document, so a roofing inspection is not called for on the repair or replacement of a roof on an existing structure. The same checklist's other inspections (footing, foundation, framing, rough plumbing, insulation, final) are general building-permit inspections rather than roofing-specific ones.
Impact-resistant roofing
Not required — No impact-resistance requirement applies in Ogallala. The full 487-page codified Municipal Code was searched and carries no occurrence of "impact" (in a roofing sense), "hail," "UL 2218," "UL2218," "FM 4473," or "Class 4"/"Class IV" in a roofing sense - the only "Class IV" hits are misdemeanor-classification language, unrelated to roofing. Municipal Code 150.19, the ordinance adopting the 2018 IRC, was read in full and imposes no impact-rating amendment. Nebraska supplies no statewide impact-resistance mandate either. Hail-resistant roofing is commonly an insurance-discount question in this part of Nebraska rather than a building-code question, and an insurer's requirement is not a code requirement.
Wind design criteria
Take these from Ogallala's own Table R301.2(1), inserted directly into the codified ordinance at Section 150.19(B) rather than published as a separate handout. Reading the table by column: Ground Snow Load 25 PSF; Roof Live Load 30 PSF; Wind Design Speed 90 MPH; Topographic effects No; Seismic Design Category A; Weathering Severe; Frost Line Depth 36 inches; Termite Moderate to Heavy; Winter Design Temp -5 Degrees F; Ice Barrier Underlayment Required Yes; Flood Hazard date 09-30-1987; Air Freezing Index 1500; Mean Annual Temp 50 Degrees F. CHECK THE BASIS BEFORE YOU APPLY THE WIND NUMBER. The ordinance prints 90 MPH under a column headed only "Speed" within "Wind Design" and states no basis for it in the table itself - it does not say whether that is a nominal (allowable-stress) or an ultimate (strength-design) wind speed, and the two are not interchangeable, so confirm the basis with the Building Inspector before using the figure in a design method that expects one or the other. Two things this table does NOT carry, unlike the model IRC table and unlike some peer Nebraska jurisdictions' local tables: it has no "Special wind region" column and no "Windborne debris zone" column at all - the City's added entry simply omits them rather than answering them. A companion table on the same ordinance page gives HVAC design data (Elevation 3222, Latitude 41 degrees, Winter heating -4, Summer cooling 92, Altitude correction factor 0.900, Indoor design temperature 70 F, Design temperature cooling 75 F, Heating temperature difference 74 F, Cooling temperature difference 17 F, Wind velocity heating 15 MPH, Wind velocity cooling 7.5 MPH, Coincident wet bulb 70 F, Daily range High, Winter humidity 30%, Summer humidity 50%), which is not roofing-specific beyond the wind velocity figures.
Roof layer limit / recover
Ogallala Municipal Code 150.19, read in full, amends nothing in the 2018 IRC's Chapter 9. Its exclusion list reaches only Section R309.5, Section 313, Section 302.13 and Chapters 26 and 34-41 - none of them a roofing provision - so the base 2018 IRC roof-recover rule governs unmodified. Section R908.3.1.1, Roof recover not allowed, reads: "A roof recover shall not be permitted where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer requires tear-off to the deck. This is a Chapter 9 roof-recover rule and does not depend on whether a permit is required for the work, which is addressed separately.
Deck & sheathing requirements
Ogallala Municipal Code 150.19 was read in full and searched for "sheathing," "sheath," and "decking": zero occurrences anywhere in it, and zero occurrences anywhere in the 487-page codified Municipal Code as a whole. The City states no local sheathing thickness, span, fastening or overlay-condition rule of its own. So the base 2018 IRC roof sheathing provisions (Sections R802 and R803) apply in Ogallala unmodified, and no local text exists for a roofer to rely on in place of them.
Sales & use tax
7.0% combined (.07) = Nebraska state rate 5.5% + City of Ogallala local-option rate 1.5%, effective July 1, 2026, per the Nebraska Department of Revenue's Local Sales and Use Tax Rates schedule. Keith County levies no separate county sales tax - the schedule's only county-level rate anywhere in the document belongs to Dakota County (0.5%, and only outside a municipality that imposes its own local tax), and Keith County does not appear on that list at all. Nebraska's local sales tax is state-administered rather than self-collected by the city, and no separate construction or use tax deposit is taken at building-permit issuance in Ogallala.
