North Platte adopts the International Codes by reference in Chapter 150 of its Code of Ordinances, within Title XV: Land Usage. The building code is adopted at Section 150.030 and the International Residential Code at Section 150.035, "International Residential Code (IRC) Adopted by Reference"; a residential roofing question in North Platte runs to Section 150.035. Two adopting instruments are on the record. Ordinance No. 4017, passed on third reading and signed December 3, 2019 and effective December 18, 2019, amended Sections 150.030, 150.031, 150.032, 150.034, 150.035 and 150.036 for the adoption of the updated International Building Code, Mechanical Code, Plumbing Code, International Existing Building Code, International Residential Code and International Fuel Gas Code. Ordinance No. 4243, adopted January 20, 2026, then revised Section 150.035 to add an entry to Table R301.2(1). Neither instrument as published by the City states the edition year of the residential code, and the codified text of Section 150.035 is published only through the City's code publisher, so the edition in force should be confirmed with the Building Official before it is relied on. For context, Nebraska sets a floor rather than a ceiling here: Neb. Rev. Stat. 71-6403 adopts the 2018 International Residential Code as the state building code except section R313 and chapters 25 through 33; 71-6406(3)(a) provides that a local code does not conform generally with the state code if it "Includes a prior edition" of a component of it; and under 71-6404(2)(c) and 71-6406(1)(b) the state code applies in a city that has not adopted its own within two years after a state update, except for construction on a farm or for farm purposes.

Permits are issued by Building & Inspection at 211 W 3rd Street, entrance on Sycamore Street; 308-535-6724, [email protected]. Dave Hahn is the Building Official; Linda Bickford is the permit clerk and also takes inspection questions. Residential applications are paper forms downloaded from the department's Residential Construction Forms page and returned to the permit clerk. The department states: "Please Note: Submission of an application does not guarantee approval of a permit. All supporting documentation must be received and verified prior to the issuance of any permit." Every application form carries the notice that a permit "expires within 180 days after issuance if no construction activity has taken place." None of this reaches an ordinary shingle job, which the department lists as not requiring a permit; it applies to residential work that is not on that exemption list.

The department states: "Construction or building work that requires a permit must obtain an inspection and receive approval from a city building inspector. Inspections are needed for both commercial and residential projects." It publishes no stage-by-stage inspection schedule and names no roofing inspection. The fee schedule prices a re-inspection on the third visit at $60, an inspection outside business hours at $110 per hour, and a building inspection at an hourly rate of $75.
