- state_level: STATEWIDE. Neb. Rev. Stat. 48-2104(1), in the Contractor Registration Act: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. A roofer is inside the definitions rather than at their edge: "Construction" means "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs" (48-2103(2)), and "Contractor" means a person or firm "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings ... and every other type of structure" (48-2103(3)). Two exemptions, both in 48-2104(1): a person who performs work, or has work performed, on his or her own property; and "any person who earns less than five thousand dollars annually for construction services." That threshold is annual earnings for construction services, not the value of one job, so it will rarely reach a working roofer.

The City's own ROOFING REQUIREMENTS sheet, on Plattsmouth City Inspector letterhead and dated August 15, 2023, opens: "Plattsmouth uses the 2018 IRC, IBC", and states under its ventilation heading: "Plattsmouth follows all 2018 building codes. 2018 International residential code Chapter R806 governs roof ventilation and will be followed in the Plattsmouth Building Jurisdiction." Its ice-barrier section repeats the point - the requirement applies "as we currently are following the 2018 IRC/IBC codes." What this record does NOT establish is the adopting ordinance or any local amendment to the residential code. The City publishes its Land Development Ordinance and Subdivision Ordinance on its Building & Zoning page, but not a building-code chapter, and no codified municipal code is linked from that page, so the instrument that adopts the 2018 editions and any amendments to Chapter 9 have not been read here. The City's ROOFING REQUIREMENTS sheet, dated August 15, 2023, reads under the heading "Ice and Water Shield": "Ice and Water shield is required in the Plattsmouth Building Jurisdiction as we currently are following the 2018 IRC/IBC codes. Ice and Water shield is required to be at a minimum 24 inches up from the finished wall of the structure." Read the 24 inches the way the City words it - measured up from the finished wall of the structure, not from the eave edge - and note that the requirement is stated for the whole Plattsmouth Building Jurisdiction, so it reaches jobs outside the corporate limits but inside the City's zoning jurisdiction. The City reinforces that roofing is regulated work by publishing a standalone ROOFING REQUIREMENTS sheet from the City Inspector, which states its rules apply "in the Plattsmouth Building Jurisdiction" - the City's zoning jurisdiction, not only the corporate limits. No square-footage, dollar or percentage floor below which a roof permit is not required appears on the City's Building & Zoning page, on the permit application, or on the Roofing Requirements sheet. State plainly what has not been read: the City does not publish a codified building-code chapter on that page, so a code-level list of work exempt from permit has not been seen for this record. If a repair is small enough that the permit looks arguable, ask the Building Inspector before starting rather than after - the application's own terms bind the applicant to conform to "all applicable codes, laws, and ordinances of the City of Plattsmouth". Fees are not on the form: it states "ALL FEES ARE LISTED ON ORDINANCE 2008", with plumbing and mechanical priced at "$30 plus $5 per fixture". Deck & sheathing requirements
Plattsmouth publishes its own sheathing rules, and the part a roofer needs is the local allowance for existing plank decking. From the City's ROOFING REQUIREMENTS sheet, under "Roof Sheeting", which first quotes the code section it is applying - "R905.2.1 Sheathing requirements / Asphalt shingles shall be fastened to solidly sheathed decks." - and then states the City's own gloss: "Gaps smaller than 1/8th of an inch are considered solid in the Plattsmouth Building Jurisdiction. If the existing plank decking is not being torn off and is less than 1/2 inch, you can sheet over with 3/8" to be considered solid; nails must penetrate through the entire decking per code. If the gaps are larger than 1/2", you must sheet per code. Removal of existing plank is at the discretion of the homeowner and contractor." And on new sheeting: "Sheeting cannot be any thinner than 7/16" with edge clips unless the roof falls under the above. Edge clips required on all sheeting less than 1/2" in accordance with Table R503.1.1." Three practical points. First, on an older Plattsmouth house with plank decking, overlaying 3/8-inch sheathing is an accepted route to a solid deck and the planks do not have to come off - that is a City decision, not a code default, and it is the difference between a straightforward re-roof and a tear-off to the rafters. Second, fasteners still have to go through the whole assembly, planks included. Third, the sheet uses 1/2 inch twice for different things - once as a plank thickness and once as a gap width - so read each sentence for which measurement it is talking about. The City also states that 2018 IRC Chapter R806 governs roof ventilation in the Plattsmouth Building Jurisdiction.
Sales & use tax
7.0% combined (.07) = Nebraska state rate 5.5% + City of Plattsmouth local-option rate 1.5%, effective July 1, 2026, per the Nebraska Department of Revenue's Local Sales and Use Tax Rates schedule. The boundary matters here because the City's building rules run to the Plattsmouth Building Jurisdiction, which is wider than the corporate limits: a job can be under the City Inspector and outside the City's sales tax. Cass County levies no county sales tax - Dakota County is the only Nebraska county on that schedule with a county rate, and its 0.5% applies only outside a municipality that imposes its own local tax - so a job in the zoning jurisdiction outside the city limits is at the state rate alone unless it falls inside another municipality's boundary.
