Not required — The City of Edmond's Code of Ordinances, Title 16, Chapter 16.06 "Residential Code" (codified through Ordinance No. 4046, enacted July 27, 2025) adopts the International Residential Code, 2018 Edition, at Section 16.06.010, and separately adopts the Oklahoma Uniform Building Code Commission's rules under 59 O.S. Section 1000.23 at Section 16.06.020. Sections 16.06.100 through 16.06.675 (all local amendments, insertions, and deletions to the IRC in this chapter) were read in full. The chapter's only Chapter 9 amendment is Section 16.06.580, which adds IRC Section R902.3 "Roof covering materials" requiring "Class A, B or C roofing," a fire classification under ASTM E108/UL 790, not an impact-resistance standard. No UL 2218, Class 4, or hail-impact provision appears anywhere in the chapter. The Oklahoma Uniform Building Code Commission's IRC 2018 Permanent Rule (OAC Title 748, Ch. 20, Subch. 5-6, Section 748:20-6-14, 13 Chapter 9 modifications), which Edmond expressly incorporates, likewise contains no impact-resistance provision.

It depends, as this requirement comes from a change in shingle manufacturers' installation instructions. Some, not all, shingle manufacturers now state (in their instructions) that their product cannot be installed on solid lumber sheathing wider than a 1x6. This is due to the possibility for expansion/contraction of the deck boards wider than a 1x6. The code does state that new roof covering material (shingles) must be installed in accordance with the manufacturers' installation instructions. These instructions may also address the gap between boards and may require an overlay of OSB or plywood if the gaps are too wide." The FAQ separately confirms: "The 2018 International Residential Code (IRC) does not require you to remove the existing deck material prior to installation of a new sheathing substrate except in very unusual circumstances where the existing roof framing is inadequate."
