The 2021 edition of the International Residential Code applies statewide by force of Utah Code 15A-2-103(1)(b); the IBC adopted alongside it is a different edition, the 2024 IBC -- the two should not be conflated. 15A-1-204(1)(a) requires "the state and each political subdivision of the state" to follow the State Construction Code, and 15A-1-204(8) bars a political subdivision from adopting or enforcing anything "more restrictive than, the State Construction Code" on a subject it addresses, except as expressly provided in state law. What is expressly provided for Park City is Utah Code 15A-4-206, the only codified local IRC amendment in the entire state naming Park City: it deletes and replaces IRC Section R905.7 (Wood shingles) and R905.8 (Wood shakes) with a wildfire hazard-severity rating scale -- "Wood roof covering is prohibited in areas with a combined rating of more than 11" -- and separately adopts "Appendix P, of the 2006 IRC" and Appendix K. That is a wildfire/material-prohibition rule, not an impact-resistance or layer-count rule, and it is stated here as the statute states it: Appendix P is frozen to the 2006 IRC even though the state's general residential base is the 2021 IRC; this record does not reconcile that gap (Utah Code 15A-1-204(9) grandfathers only pre-2015 local rules and does not address it either). Separately, Park City Municipal Code Chapter 11-21 (Ordinance 2016-31, adopted June 30, 2016, as amended by Ordinance 2020-35, adopted July 9, 2020) adopts "The 2006 Utah Wildland-Urban Interface Code, as adopted by the State of Utah," applying to "all the lands within the city limits of Park City designated by the Utah Division of Forestry, Fire and State Lands as Wildland-Urban Interface," with compliance triggered for new construction, additions, and remodels valued over $50,000. The ordinance itself requires new buildings and qualifying remodels in that area to use a Class A roof covering and prohibits wood shingle or shake materials -- a fire rating, not an impact rating. Since 2026-01-01, Utah Code 65A-8-203(9)(a) (enacted by 2025's HB 48) makes adoption and enforcement of a state-authorized WUI code a duty for every Utah municipality; Park City's 2016/2020 ordinance already satisfies that duty. Dated change, read 2026-09-23 in the enrolled bill and in the codified Title 15A Chapter 2: H.B. 41 (2026 General Session, Laws of Utah 2026 Chapter 386) will take effect on January 1, 2027 for Utah Code 15A-2-103, whose Subsection (2) then reads "the Legislature adopts the 2024 edition of the International Wildland-Urban Interface Code, issued by the International Code Council" in place of the 2006 Utah Wildland Urban Interface Code "that may be adopted by a local compliance agency by local ordinance or other similar action as a local amendment". The same act enacts Section 15A-3-1101, which amends that code's Section 302.1 and deletes its Section 602. Section 65A-8-203(9)(c), in its current codified text, provides that where "the state adopts a different wildland urban interface building standard", a county or municipality "has two years from the date the state adopts the different wildland urban interface building standard to adopt the appropriate wildland urban interface building standard." This record does not decide how Subsection (9)(a), which still speaks of an edition of the Utah Wildland Urban Interface Code, reads against the 2027 text, or what the 2024 code requires of a reroof. The 2006 Utah Wildland-Urban Interface Code's own Section 507 separately provides that a roof covering with 25 percent or more replaced in a 12-month period must meet the ignition-resistant standard required for new construction; this record discloses that model trigger without reconciling it against Park City's own stated $50,000 remodel-value threshold, which is a different test. This record also does not decide whether tying WUI applicability to the state's own Division of Forestry, Fire and State Lands hazard designation, rather than a separately declared and clerk-filed City zone map, satisfies the WUI code's own requirement that the legislative body itself declare the wildland-urban interface area.

  • state_level: Utah Code 58-55-301(1)(a) requires a person engaged in a licensed construction trade to hold a state contractor license before engaging in that trade in Utah. Roofing is its own specialty classification, S280 Roofing Contractor, under Utah Admin. Code R156-55a-301ai, covering the application and installation of asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate, any material attached to the roof, and roof conversion; the B100 General Building Contractor and R100 Residential and Small Commercial Contractor classifications may also self-perform roofing. Utah Code 58-55-305(1)(h)(i) exempts alteration, repair, remodeling, or improvement work with a contracted or agreed value under $7,000 (labor and materials combined) from licensure; 58-55-305(1)(h)(ii)(H) requires an unlicensed person doing work over $3,000 to file a one-time affirmation of liability (and, if applicable, workers' compensation) insurance. No trade-category exemption names roofing. Utah Code 58-55-301(1)(c) separately bars the state and every political subdivision from requiring a licensee to hold any additional business license, registration, or certification beyond the state license and the licensee's own local business license, except a fee for that license.
