Roofing permits & building code in Orem

Roofing permit and contractor-licensing rules in Orem are set locally by City of Orem Building Division. Utah licenses roofing contractors at the state level, issuing a dedicated S280 Roofing Contractor specialty licence under the Utah Construction Trades Licensing Act (Utah Code Title 58, Chapter 55), with an exemption for repair, remodelling and improvement work valued under $7,000 in labour and materials, and state law bars cities and counties from requiring any additional contractor licence or registration beyond the business licence where the contractor has its principal place of business, while the State Construction Code is the code the state and every city and county must follow, and a city may not adopt a new rule stricter than that code on a subject the code covers — always confirm the current requirements with the authority before starting work.

THE 2021 IRC (WITH THE 2024 IBC), REACHED THROUGH AN EXPRESS FLOATING LOCAL ADOPTION, PLUS A SEPARATE, CONDITIONAL WUI LAYER. City Code Sec. 7-1-1 (Ord. No. O-2023-0015, enacted 6/27/2023; Ord. No. O-2025-0016, amended 12/9/2025) reads: "The City hereby approves and adopts the State Construction Code, as defined in section 15A-2-103 and 104, Utah Code Annotated, as amended or superseded, the Utah Wildland Urban Interface Code as adopted by section 15A-2-103, Utah Code Annotated, as amended or superseded, and the State Fire Code, as defined in section 15A-1-403, Utah Code Annotated, as amended or superseded, are hereby adopted as the construction standards to be applied to the design, construction ... alteration, remodeling ... repair and other miscellaneous construction for existing buildings as well as new construction ... in the City of Orem." This is a floating reference to whatever edition the state carries from time to time rather than a dated local adoption, so there is no lagging-codification question (the state's current residential edition is the 2021 IRC under Utah Code 15A-2-103(1)(b); the IBC is the 2024 edition, a different code section). Utah Code 15A-1-204(1)(a) makes the State Construction Code binding on "the state and each political subdivision," and 15A-1-204(8) bars a political subdivision from adopting or enforcing anything "more restrictive" on a subject the Code addresses, except as expressly provided in state law. The complete codified list of local IRC amendments the Legislature has authorized (Utah Code Title 15A, Chapter 4, Part 2) names only Park City and Sandy City; Orem is not named there, and this record's own search of the whole of Orem's Code of Ordinances (Chapters 1 through 19, all articles) returns zero occurrences of "roofing," confirming no separate local roofing amendment exists outside Sec. 7-1-1. On the WUI layer: Utah Code 65A-8-203(9)(a) (HB 48, 2025 General Session Ch. 74, effective 2026-01-01) requires every municipality to "adopt and enforce" the state's Utah Wildland Urban Interface Code; Sec. 7-1-1's own text (amended 12/9/2025, shortly before that effective date) affirmatively adopts that code by the same floating reference. Dated change, read 2026-09-23 in the enrolled bill and in the codified Title 15A Chapter 2: H.B. 41 (2026 General Session, Laws of Utah 2026 Chapter 386) will take effect on January 1, 2027 for Utah Code 15A-2-103, whose Subsection (2) then reads "the Legislature adopts the 2024 edition of the International Wildland-Urban Interface Code, issued by the International Code Council" in place of the 2006 Utah Wildland Urban Interface Code "that may be adopted by a local compliance agency by local ordinance or other similar action as a local amendment". The same act enacts Section 15A-3-1101, which amends that code's Section 302.1 and deletes its Section 602. Section 65A-8-203(9)(c), in its current codified text, provides that where "the state adopts a different wildland urban interface building standard", a county or municipality "has two years from the date the state adopts the different wildland urban interface building standard to adopt the appropriate wildland urban interface building standard." This record does not decide how Subsection (9)(a), which still speaks of an edition of the Utah Wildland Urban Interface Code, reads against the 2027 text, or what the 2024 code requires of a reroof. This record did NOT find, in Orem's Code of Ordinances or on the City's Fire Department pages (including the Department's own "Wildland" page, which describes only wildland fire suppression operations, not a construction code), any ordinance or map declaring a wildland-urban interface zone under 2006 UWUIC Section 301. Adoption without a declared zone leaves the code with nothing to apply to, so this record does not assert that the UWUIC's roofing provisions (Section 507: a roof covering with 25 percent or more replaced in a 12-month period must meet new-construction standards) reach any parcel in Orem, either before or after the January 1, 2027 change.
Registration details
  • state_level: Licensed statewide under Utah Code 58-55-301(1)(a): "A person engaged in the construction trades licensed under this chapter ... shall become licensed under this chapter before engaging in that trade or contracting activity in this state unless specifically exempted." Utah Admin. Code R156-55a-301ai creates the "S280 - Roofing Contractor" specialty classification, covering the "apply and install [of] asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate," and related materials; a B100 General Building Contractor or R100 Residential and Small Commercial Contractor license also covers this scope by cross-reference. Utah Code 58-55-305(1)(h)(i) exempts work "with a contracted or agreed value of less than $7,000, including both labor and materials"; a project over $3,000 additionally requires the person to file a one-time insurance affirmation with the Division under 58-55-305(1)(h)(ii)(H). No trade-category exemption in 58-55-305 or 58-1-307 names roofing.
  • city_level: Closed by state statute; Orem may not require anything additional. Utah Code 58-55-301(1)(b)-(c): the state license "and the business license issued by the local jurisdiction ... shall be the only licenses required," and "[n]either the state nor any of its political subdivisions may require of a licensee any additional business licenses, registrations, certifications ... established for the purpose of qualifying a licensee ... to do business in that local jurisdiction," apart from the local business-license fee itself. This record's search of Orem's Code of Ordinances found zero occurrences of "roofing," confirming no separate Orem roofing credential exists.
