West Valley City issues its own building permits from its Building Inspection Division rather than contracting to the county or a regional authority. Utah applies the 2021 International Residential Code statewide by force of state law, with a statutory ceiling that bars a political subdivision from a more stringent or more detailed local building-code amendment, and a codified registry of the only two jurisdictions in the state with a lawful local IRC roof-assembly amendment; West Valley City is not one of them.

  • state_level: Licensed statewide as a contractor under Utah Code 58-55-301(1)(a): "A person engaged in the construction trades licensed under this chapter ... shall become licensed under this chapter before engaging in that trade or contracting activity in this state." Roofing is its own specialty classification, R156-55a-301ai, "S280 - Roofing Contractor," whose scope covers a licensee who may "apply and install asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate, and any other material" used as a waterproof or weathertight roof covering (general B100 and R100 contractors may also self-perform this scope). Two statutory carve-outs are stated rather than resolved for a given job: 58-55-305(1)(h)(i) exempts "the alteration, repair, remodeling, or addition to or improvement of a building with a contracted or agreed value of less than $7,000, including both labor and materials"; and 58-55-305(1)(h)(ii)(H) requires that, once the contracted value exceeds $3,000, the exempt person file a one-time affirmation with the Division that they carry public liability insurance (and workers' compensation insurance, if applicable) before starting work. This record does not decide whether a given West Valley City reroof falls inside the $7,000 exemption.
  • city_level: Closed by state statute; West Valley City may not add its own roofing registration on top of the state licence. Utah Code 58-55-301(1)(c) provides that "neither the state nor any of its political subdivisions may require of a licensee any additional business licenses, registrations, certifications, contributions, donations, or anything else established for the purpose of qualifying a licensee ... to do business in that local jurisdiction," apart from a fee. The City's own Building Inspections FAQ corroborates that the state credential is what the City checks at permit issuance for a reroof: "we need to make sure your roofing contractor has a current State contractor license."

THE STATE-MANDATED 2021 IRC, CONFIRMED BY THE CITY'S OWN CURRENT DESIGN-CRITERIA SHEET. Utah Code 15A-2-103(1)(b) incorporates "the 2021 edition of the International Residential Code" by reference, and 15A-1-204(1)(a) provides that "the State Construction Code is the construction codes ... that the state and each political subdivision of the state shall follow" -- no local adoption ordinance is needed for the IRC to apply here. West Valley City's own Building Inspections Division publishes a "Design Criteria" sheet, effective April 18, 2026, that names the same edition and adds the rest of the adopted suite: "2021 International Residential Code (2021 IRC Chpt 11 - per State Amendments)," "2024 International Building Code," "2024 International Mechanical Code," "2024 International Fuel Gas Code," "2024 International Energy Conservation Code," "ASHRAE Standard 90.1-2016 (Energy)," "2023 National Electrical Code," "2009 ICC A117.1 Accessibility," and "2024 International Fire Code" and "2024 International Plumbing Code." The IBC and the trade codes carry a NEWER edition (2024) than the IRC (2021); the two are not the same edition and this record does not conflate them. Utah's Title 15A Chapter 4 Part 2 is the state's own codified, closed registry of every jurisdiction with a lawful local amendment to the IRC roof-assembly provisions, and it lists exactly two cities, Park City and Sandy City; West Valley City is not among them, so no lawful local IRC Chapter 8 or Chapter 9 variation exists here. Separately, Utah Code 65A-8-203(9)(a) (HB 48, 2025 General Session, effective 2026-01-01) requires a municipality to adopt and enforce the 2006 Urban Wildland Interface Code (UWUIC) in any area it has declared wildland-urban interface under that code's own Section 301; this record found no West Valley City ordinance or map declaring such a zone, and does not assert either way whether the UWUIC applies here. Where the UWUIC does apply, its Section 507 pulls a roof covering replacement of 25 percent or more of the roof surface within a 12-month period into the same class of covering required for new construction.

Impact-resistant roofing
Not required — NOT REQUIRED BY THE STATE CODE OR BY WEST VALLEY CITY. West Valley City's own Design Criteria sheet lists no impact-resistance requirement. Utah's Title 15A Chapter 4 Part 2, the closed registry of every jurisdiction with a lawful local IRC amendment, names only Park City and Sandy City, and both of their listed amendments are wildfire wood-roof-covering rules, not UL 2218, Class 4, or any hail-impact standard. Separately, where Utah Code 65A-8-203(9)(a) requires adoption of the 2006 Urban Wildland Interface Code in a declared WUI area, that code names no roof-covering impact-resistance standard at all: its Class A/B/C references are fire ratings drawn from the IBC. This record found no West Valley City requirement for an impact-rated roof covering.
Repair permit threshold
NO DOLLAR OR SQUARE-FOOTAGE FLOOR FOR ROOF WORK; THE CITY NAMES A DEDICATED REROOFING PERMIT AND FEE. The Building Inspections FAQ states plainly: "Is a building permit required to re-roof your home? Either re-shingle, re-tar, or tar and gravel? Yes. Reroofing requires a building permit and must comply with section R907 of the International Residential Code ... The cost of a reroofing permit for a single family dwelling is $53.00." The City's Permit Costs & Fees page lists three distinct roofing fee lines: "Roof re-shingle: $53," "Roof conversion: $105 + 1.05 + 5.25 = $111.30," and "Roof - Commercial re-roof: $500 + 5 + 25 = $530." The City's own "Repairs Not Requiring Permits" page, read in full, lists specific permit-free work -- a low deck or platform, a small detached accessory structure, a fence under six feet, like-for-like plumbing and electrical fixture swaps, and "small siding repairs with like for like materials" -- and does not include any roof-covering item; its one roof-adjacent line reads "Driveways and patios without roof coverings are exempt from permit requirements," which by its own terms treats a roof covering as the reason a permit is needed. So an ordinary residential reroof in West Valley City needs a permit regardless of job size or cost.
Wind design criteria
THE CITY'S OWN PUBLISHED DESIGN-CRITERIA TABLE. West Valley City's Building Inspections Division publishes "TABLE R301.2(1) CLIMATIC AND GEOGRAPHIC DESIGN CRITERIA," effective April 18, 2026: Ground Snow Load "IBC Chapter 16" (the City does not print a fixed psf figure and instead points to the IBC's own snow-load provisions and maps); Wind Speed "103 MPH" for Category II structures; Seismic Design Category "D"; Winter Design Temp "8 F"; Ice Shield Underlayment Required "Yes"; Air Freezing Index "<1000"; and Mean Annual Temperature "53 F." The same sheet rates the city "Severe" for weathering, a 30-inch frost line, "Slight" termite exposure, and "None to Slight" decay exposure, and notes flood-hazard entry into the NFIP effective 1980 and an "Overpressure Zone" that "may apply to new structures in the southwest corner of the city" under City Code 7-10.
Roof layer limit / recover
THE STATE'S OWN AMENDMENT INSTRUMENT TOUCHES NOTHING IN THE REROOFING SECTION, AND WEST VALLEY CITY CARRIES NO LAWFUL LOCAL VARIANT. Utah's Title 15A Chapter 4 Part 2, the state's closed, codified registry of every jurisdiction with a lawful local IRC amendment, lists only Park City and Sandy City, and both of their amendments are wildfire wood-roof-covering provisions, not a layer count. West Valley City is not in that registry. This record's own read of West Valley City's municipal code chapter was blocked (the city's code host returns HTTP 403 to a scripted fetch), so it does not independently confirm the city has adopted no purported local layer rule of its own; the registry closure is the basis stated here, not a direct read of the city's own building chapter. This record does not classify a layer count pending further research into whether Utah Code 15A-1-204(8)'s ceiling on local building-code content would itself resolve that question.

West Valley City is not in that registry, so it has no lawful local amendment to the IRC's roof-sheathing provisions, and this record found no West Valley City ordinance purporting to establish one. This record's own read of West Valley City's municipal code chapter was blocked (the city's code host returns HTTP 403 to a scripted fetch); the registry closure, not a direct read of the city's own chapter, is the basis for this absence. A West Valley City roofer therefore follows Chapter 8 of the 2021 IRC (panel identification, span ratings, fastening and sheathing gaps) as ICC publishes it.
Sales & use tax
7.45% COMBINED, AND THE ROOFER (NOT THE HOMEOWNER) OWES IT ON MATERIALS ONLY. The Utah State Tax Commission's quarterly "Combined Sales and Use Tax Rates" chart lists West Valley City at location code 18-167, combined rate 7.45%, built from a 4.85% state rate plus a 1.00% local sales and use tax, 0.25% county option, 0.30% mass transit, 0.25% additional mass transit, 0.25% county option transportation, 0.25% transportation infrastructure, 0.20% county public transit, and 0.10% botanical/cultural/zoo tax; the same 7.45% figure is unchanged between the chart in effect July 1, 2026 and the chart already published for October 1, 2026. Utah Admin. Code R865-19S-58(2) governs how it applies to a reroof: "The sale of real property is not subject to sales tax, nor is the labor performed on real property," and "(a) the contractor or repairman who converts the personal property to real property is the consumer of tangible personal property regardless of the type of contract" -- lump sum, time-and-materials, or cost-plus. The Tax Commission's Publication 42 states the same rule in furnish-and-install terms: the roofing contractor "must pay sales tax on the purchase of the building materials," the charge from the contractor to the homeowner "is not taxable," and the contractor "may not collect sales tax on the transaction" or show a tax amount as a separate invoice line. Repair and full replacement are treated identically; there is no lower rate or exemption for a partial reroof.
