Adopted code

A Utah local district that issues building permits and performs inspections for six named unincorporated Salt Lake County communities plus the unincorporated remainder, replacing what would otherwise be several separate city records. The District's own Building Services page states it, and its own Communities page and Codes and Design Criteria page name the same six: Magna (a metro township the District calls "Magna City," population 29,251), the City of Kearns (a metro township, 36,723), White City (5,522), Emigration Canyon (a township, roughly 1,700 residents), Copperton (a township), and the Town of Brighton (a small resort community in Big Cottonwood Canyon), plus unincorporated Salt Lake County outside those six. Each community keeps its own fee schedule and its own numbered municipal code (for example, White City's own Titles 18-19), but the District applies one set of adopted construction codes, set by the State of Utah, across all of them.

  • state_level: Utah requires a state contractor licence before performing roofing work anywhere in the state. Utah Code 58-55-301(1)(a): "A person engaged in the construction trades licensed under this chapter ... shall become licensed under this chapter before engaging in that trade or contracting activity in this state." Roofing is its own specialty classification, Utah Admin. Code R156-55a-301ai, "S280 - Roofing Contractor," covering the application and installation of asphalt, tar, felt, shakes, shingles, roof tile, slate, and any material attached to the roof; a general building contractor (B100) or residential/small-commercial contractor (R100) licence also covers roofing work, since neither excludes it. A person doing alteration, repair, remodeling, or improvement work valued under $7,000 (labor and materials combined) is exempt from licensure under 58-55-305(1)(h)(i); above $3,000, an unlicensed person must still file a one-time affirmation of liability insurance under 58-55-305(1)(h)(ii)(H). No trade-category exemption in state law names roofing.
  • local_level: Utah Code 58-55-301(1)(c) bars the District's own communities from requiring any additional licence, registration, certification, or similar credential beyond the state S280 licence and a local business licence; only a business licence and its fee may be required locally. The District's own Business Licensing and Inspections page addresses a general business licence, not a roofing-specific credential, consistent with that bar.
Permit process note
The District uses an online portal called CityWorks for building permit applications, printing permits, downloading District-stamped drawings, scheduling inspections, and printing a Certificate of Occupancy. Adopted code
THE STATE'S CODE, NOT A DISTRICT ORDINANCE, GOVERNS EVERY COMMUNITY THIS DISTRICT SERVES. Utah Code 15A-1-204(1)(a) makes the State Construction Code the code "the state and each political subdivision of the state shall follow," and 15A-2-103(1)(b) sets the residential edition at the 2021 International Residential Code (the IBC is a different edition, 2024). The District's own Codes and Design Criteria page states its adopted codes "Effective July 1, 2023" match that state edition exactly: the 2021 IRC including Appendix AQ (except the residential provisions of Chapter 11, Energy Efficiency, which the District applies as the 2015 IECC residential instead), the 2021 IBC, 2021 IPC, 2021 IMC, 2021 IFGC, the 2020 National Electrical Code, the 2021 IECC (commercial), the 2021 International Existing Building Code, and the 2021 International Swimming Pool and Spa Code. Utah Code Title 15A, Chapter 4, Part 2 (the state's own closed registry of every local IRC amendment in the state) names only two jurisdictions this District does not serve, Park City and Sandy City, so none of the District's own communities carries a codified local IRC amendment. SEPARATELY, the District's own Codes and Design Criteria page also lists the 2006 Utah Wildland Urban Interface Code among its adopted codes, which is the code Utah Code 65A-8-203(9)(a) (2025 H.B. 48, effective 2026-01-01) now requires every Utah county and municipality to adopt and enforce. Adopting the code and having it reach a given parcel are two different things: the 2006 UWUIC only applies inside a wildland-urban interface area that the jurisdiction has itself declared and mapped under the code's own Section 301, and no such declared zone or map for any of this District's communities was found in the District's own materials, Salt Lake County's own materials, or the Unified Fire Authority's own materials this session -- so whether the UWUIC currently reaches a given roof in Emigration Canyon, Brighton, or elsewhere in the District is NOT established here. Where it does apply, UWUIC Section 507 pulls in any roof covering replacement of 25 percent or more of the roof surface in a 12-month period, requiring the ignition-resistant covering used for new construction under Section 503 -- and that covering requirement is a FIRE rating, not an impact rating (see impact_resistant_required).
Drip edge
Required — The District's own Codes and Design Criteria page adopts the 2021 IRC with only a named exception for the residential Chapter 11 energy provisions; it states no exception or amendment touching drip edge. Utah's own statewide IRC amendment packages (Utah Code Title 15A, Chapter 3, Part 2), read and counted in full, contain zero occurrences of "drip edge" and amend nothing in Chapter 9. Required — The District's own Codes and Design Criteria page states its Table R301.2(1) entry for "Ice Shield Underlayment" as "Yes" for every community it serves, alongside "Weathering: Severe," "Winter Design Temp: 8 F," "Air Freezing Index: <=1500," and "Mean Annual Temp: 45 F." Impact-resistant roofing
Not required — Counted across every layer of Utah law that could reach a roof in this District: Utah's statewide IRC amendment packages (48,780 characters, Title 15A Chapter 3 Part 2), the enrolled 2026 construction-code amendment act (253,370 characters), the state's closed registry of local IRC amendments (Title 15A Chapter 4 Part 2, naming only Park City and Sandy City), and the 2006 Utah Wildland Urban Interface Code that Utah Code 65A-8-203(9)(a) requires this District's communities to adopt where a wildland-urban interface zone is declared (118,402 characters) -- "UL 2218," "FM 4473," "Class 4," "Class IV," and "hail" are each ZERO across all four documents. The handful of "impact" hits that do appear are unrelated: the enrolled act's are attack-resistant glazing standards (ASTM F3561), and the UWUIC's are about wildfire-response and land-use impact, not impact-resistant roofing. No community this District serves has been shown to impose its own impact-resistant roofing requirement.
Repair permit threshold
NO MINIMUM SIZE OR DOLLAR THRESHOLD IS STATED FOR A ROOF. The District's own "Do I Need a Building Permit?" page lists "Reroof or reshingle" among the projects for which "A building permit MUST BE purchased from the Greater Salt Lake Municipal Services District," with no square-footage or dollar exception attached to that item (the 200-square-foot exemption on that same page applies only to detached accessory structures, not to roofing). So on the District's own published list, any reroof or reshingle job needs a permit.
Wind design criteria
The District's own Codes and Design Criteria page fills in Table R301.2(1) for every community it serves: wind speed 105 mph (residential, 3-second gust at 33 feet above ground; commercial risk categories range 100-115 mph), exposure category site-specific and typically B or C, Seismic Design Category D2 residential (D commercial), ground snow load a minimum of 28 psf at or below 4,239 feet elevation (higher elevations use the Utah Snow Load Study at utahsnowload.usu.edu), frost depth 30 inches, and 100-year flood provisions under IRC R322 where applicable.
Roof layer limit / recover
NO CLASSIFICATION IS SET HERE. The 2021 IRC applies to every community this District serves by force of Utah Code 15A-2-103(1)(b), and Utah's statewide IRC amendment packages (Title 15A, Chapter 3, Part 2), read and counted in full, contain zero occurrences of "R908," "Chapter 9," or any provision numbered in the R9xx range, so they amend nothing in the reroofing chapter. Utah Code Title 15A, Chapter 4, Part 2, the state's own closed registry of every local IRC amendment, names only Park City and Sandy City, and neither of those amendments touches the layer-count provision. No community this District serves has been shown to carry its own local amendment to it.
Deck & sheathing requirements
NO AMENDMENT FOUND, SO THE BASE 2021 IRC GOVERNS. The District's own Codes and Design Criteria page adopts the 2021 IRC with no stated exception touching Chapter 8, and Utah's statewide IRC amendment packages (Title 15A, Chapter 3, Part 2), read and counted in full, contain a single occurrence of "sheathing" and it is a wall energy air-barrier line about floor insulation, not a roof-deck provision. No community this District serves carries its own codified IRC amendment (Title 15A, Chapter 4, Part 2 names only Park City and Sandy City). This record does not restate the base code's own sheathing requirements.
Sales & use tax
TWO RATES, DEPENDING ON WHICH COMMUNITY. Utah's combined sales and use tax rate for Magna, Kearns, White City, Copperton, Emigration Canyon, and unincorporated Salt Lake County generally is 7.45% (location code 18-000/18-401/18-402/18-403/18-404/18-405), per the Utah State Tax Commission's own quarterly Combined Sales and Use Tax Rates chart, rates in effect July 1, 2026. The Town of Brighton (location code 18-010) is 8.55%, because Brighton levies the additional 1.1% Resort Communities Tax on top of the same base. On the treatment: Utah Admin. Code R865-19S-58(2) makes the roofing contractor, not the homeowner, the taxable "consumer" of materials under an ordinary furnish-and-install contract -- "The sale of real property is not subject to sales tax, nor is the labor performed on real property" -- so the contractor pays sales tax on its own material purchases and may not separately charge the homeowner sales tax on the job. Utah treats a repair the same as a replacement for this purpose; there is no repair/replacement split in the rule.
