The building permitting authority for the City of Herriman, Utah, a Salt Lake County suburb. Utah's construction codes are adopted by the Legislature in statute (Utah Code 15A-2-103) as a uniform state code with a statutory ceiling (15A-1-204(8)): a political subdivision must follow the State Construction Code and, except as expressly provided in state law, may not adopt or enforce anything more restrictive on a subject the Code addresses. The only local IRC roof-covering amendments the state has ever authorized (Title 15A, Chapter 4, Part 2) are for Park City and Sandy City, both wildfire wood-roof provisions, and neither reaching Herriman. Herriman's own Building Codes and Design Criteria page independently confirms it enforces the same 2021 International Residential Code and 2024 International Building Code editions the state incorporates by reference, plus its own plan-review figures for wind, seismic, frost depth and ice barrier underlayment, and its own Re-Roofs and Building Department pages state directly that a maximum of two layers of shingles is allowed before a full tear-off is required, and that re-roofs typically require a mid-roof inspection (after shingles are removed and flashings and ice and water shields are in place) plus a final inspection. This record also carries Utah's 2026-effective duty (Utah Code 65A-8-203(9)(a), enacted by HB 48) for every municipality to adopt and enforce the 2006 Utah Wildland Urban Interface Code in any area it designates wildland-urban interface; nothing self-executes, no statewide registry of adopting jurisdictions exists, and Herriman's own Wildland-Urban Interface Program page describes the State's forthcoming high-risk fee map and the resulting County-billed fee in detail without describing a local adopting ordinance, a declared WUI zone, or a Section 507 reroof trigger. That page does state that "the City's local role relates to enforcing building and safety rules (WUI Code) in areas where those rules apply," which this record discloses as the City's own description and does not treat as an adoption or zone finding either way. deck_sheathing_requirements is OMITTED: Utah's statewide amendment packet does not touch IRC Chapter 8 sheathing provisions in a way this record can point to for Herriman specifically, and the City's own codified Title (Building Regulations), served by herriman.municipalcodeonline.com, returned a server error rather than content, and the same jurisdiction's Municode product record (client ID 13004) returns an empty "no published codification" response, both not reachable rather than a negative.   • state_level: A roofing contractor in Utah must hold a state specialty contractor license before engaging in that trade anywhere in the state. Utah Code 58-55-301(1)(a): "A person engaged in the construction trades licensed under this chapter, as a contractor regulated under this chapter ... shall become licensed under this chapter before engaging in that trade or contracting activity in this state unless specifically exempted." Utah Admin. Code R156-55a-301ai defines the "S280 - Roofing Contractor" specialty classification, covering the application and installation of "asphalt, pitch, tar, felt, flax, shakes, shingles, roof tile, slate," any material attached to the roof, and roof conversion; a B100 General Building Contractor or R100 Residential and Small Commercial Contractor may also self-perform this scope. A person doing repair, remodeling or addition work valued under $7,000 including both labor and materials is exempt from licensure (58-55-305(1)(h)(i)); above $3,000 in total project value, an unlicensed exempt person must first file a one-time affirmation with the Division that they carry liability (and, if applicable, workers' compensation) insurance (58-55-305(1)(h)(ii)(H)). Roofing is not among the trade categories Utah law carves out of licensure (electrical, plumbing, gas appliances, water-based fire protection, alarms, HVAC and radon are the named exclusions).
  • local_level: Utah law closes this layer by statute. 58-55-301(1)(b)-(c): the state license "and the business license issued by the local jurisdiction ... shall be the only licenses required," and "[n]either the state nor any of its political subdivisions may require of a licensee any additional business licenses, registrations, certifications." Consistent with that bar, Herriman's own Business Licensing page describes only a general business license required of "all businesses ... located within the corporate limits of Herriman City" and names no contractor-specific credential, registration or exam.
Permit process note
Applications for a re-roof permit are submitted through Herriman's online Permit Application Form, entering "Re-Roof" in the "Description of Work" field. Where solar panels will be removed and reinstalled exactly as they were, the applicant adds that detail to the description; where solar will be removed and altered or increased after the re-roof, the solar installer must separately apply for a Solar Panel Permit. Permit fees are invoiced after the application is received (see the three differing City-published fee figures under repair_permit_threshold) and may be paid by check payable to Herriman City, or by phone with a credit card; payments over $1,000 may also be made by electronic check. Inspections must be scheduled by calling 801-446-5327 before 4:00 p.m. for the following business day or after. A re-roof typically requires a timed mid-roof inspection (contractor must be on site) and an untimed final inspection, except that the final inspection becomes timed if solar panels in a fenced back yard require inspector access.

THE 2021 INTERNATIONAL RESIDENTIAL CODE (WITH THE 2024 INTERNATIONAL BUILDING CODE), MANDATORY STATEWIDE UNDER UTAH LAW -- NOT A LOCAL HERRIMAN ADOPTION, AND CONFIRMED BY THE CITY'S OWN CURRENT STATEMENT. Utah Code 15A-2-103(1): "the following construction codes are incorporated by reference ... (a) the 2024 edition of the International Building Code ... (b) the 2021 edition of the International Residential Code." Utah Code 15A-1-204(1)(a): "The State Construction Code is the construction codes ... that the state and each political subdivision of the state shall follow." 15A-1-204(1)(b)(ii)(A) reaches an existing building whose owner is "voluntarily engaged in ... the repair, renovation, remodeling, alteration, enlargement, rehabilitation, conservation, or reconstruction of the building." Herriman's own Building Codes and Design Criteria page independently states: "Applicable Building Codes in use in Herriman City: 2021 International Residential Code (IRC, including amendments to the 2021 Residential Energy Code and Appendix AE & AQ) ... 2024 International Building Code (IBC), including Appendix C & J ... Applicable Utah State Amendments." The only codified local IRC Chapter 9 amendments the Legislature has authorized anywhere in Utah (Title 15A, Chapter 4, Part 2) apply to Park City and Sandy City only, both wildfire wood-roof or ignition-resistant construction provisions, and neither names Herriman. Herriman's own codified building ordinance (which would independently confirm whether any local amendment layers on top of the state code) was not reachable this session: its code host, herriman.municipalcodeonline.com, returned a server error, and the same jurisdiction's Municode product record returns an empty "no published codification" response. Separately, Utah Code 65A-8-203(9)(a) (enacted by HB 48, effective 2026-01-01) requires every municipality to "adopt and enforce" the 2006 Utah Wildland Urban Interface Code (adopted at 15A-2-103(2)) in any area it designates wildland-urban interface; nothing self-executes and no statewide registry of adopting jurisdictions exists. Herriman's own Wildland-Urban Interface Program page describes the State's forthcoming "high-risk" wildfire fee map (to be published on the State's Utah Wildfire Risk Assessment Portal starting January 1, 2026) and a resulting fee billed by Salt Lake County, and states that "the City's local role relates to enforcing building and safety rules (WUI Code) in areas where those rules apply." That page does not name an adopting ordinance, a declared WUI zone under UWUIC Section 301, or the UWUIC Section 507 rule that pulls a roof covering replacement of 25 percent or more into the code. This record does not establish, and does not assert either way, whether Herriman has adopted the UWUIC or declared a WUI zone.
Drip edge
Required — Utah's statewide amendment packet to the 2021 IRC (Title 15A, Chapter 3, Part 2, all six sections, 48,780 characters swept) contains zero occurrences of "drip edge" and does not touch IRC Chapter 9's drip-edge provision (Section R905.2.8), so the base 2021 IRC requirement stands unmodified statewide; Herriman's own published design-criteria and re-roof pages (38,387 characters swept) likewise contain zero occurrences of "drip edge," and the only two local IRC Chapter 9 amendments the Legislature has authorized anywhere in Utah apply to Park City and Sandy City, not Herriman. Separately, the City's own Re-Roofs page states that a re-roof's required mid-roof inspection occurs "after all shingles are removed and flashings and ice and water shields are in place," confirming the membrane is a standard, checked element of a compliant Herriman re-roof rather than only a table entry. Mid-roof inspection
Required — Herriman's own Re-Roofs page states directly: "Re-Roofs typically require two inspections: A mid-roof inspection - after all shingles are removed and flashings and ice and water shields are in place. This will be a timed inspection (an hour in which the inspector will arrive) and the contractor must be on site. A final inspection - when the re-roof is complete." Impact-resistant roofing
Not required — Counted across the full statewide 2021 IRC amendment packet (48,780 characters) and the enrolled 2026 amending act (H.B. 65, 253,370 characters): "UL 2218" 0, "Class 4" 0, "Class IV" 0, "hail" 0; the act's four "impact" hits are all attack-resistant glazing standards (ASTM F3561), not roof coverings. The only codified local IRC Chapter 9 amendments authorized anywhere in Utah (Park City and Sandy City) are both wildfire wood-roof provisions and name no impact-rating standard, and neither reaches Herriman. Herriman's own published pages on this subject (design criteria, re-roofs, building permits, business licensing, and its Wildland-Urban Interface Program page, 38,387 characters swept) likewise contain zero occurrences of "UL 2218," "Class 4," "Class IV," "hail," or "impact." Separately, Utah's 2006 Wildland Urban Interface Code, which every municipality must now adopt and enforce in any area it designates wildland-urban interface (Utah Code 65A-8-203(9)(a)), is fire-only: counted across its full 118,402 characters, "UL 2218," "FM 4473," "Class 4," "Class IV" and "hail" are each zero. This record does not establish, and does not assert either way, whether Herriman has adopted the UWUIC or designated a WUI zone; its own program page describes only the State's forthcoming high-risk fee map and a County-billed fee, with no adopting ordinance or zone named. Repair permit threshold
NO PERMIT IS REQUIRED TO ADD ONE ADDITIONAL LAYER OF SHINGLES OVER AN EXISTING ROOF, UP TO A MAXIMUM OF TWO LAYERS TOTAL. Herriman's own Re-Roofs page: "If you are only adding a layer of shingles, a permit is not required. A maximum of two layers is allowed. Otherwise, you will need to remove all shingles down to the wood sheathing of the roof, which requires a building permit and inspections." The same page: "If you are repairing roof damage or remodeling the roof, you are required to submit for and obtain a Remodel Building Permit and inspections." The City's general Building Department page states the same threshold and gives a permit cost of $94.94 for the tear-off scenario, while the dedicated Re-Roofs page states a fee of $119.18, and the City's own 2026 Master Fee Schedule (adopted effective July 1, 2026) lists a "Re-Roof Permit" line at $118.00 per permit. This record reports all three City-published figures rather than resolving the discrepancy among them; the Master Fee Schedule is the most recently dated of the three. The Re-Roofs page adds that permit fees "will be invoiced after the application is received" and that a re-roof application's "Description of Work" field should read "Re-Roof."
Wind design criteria
HERRIMAN'S OWN PUBLISHED DESIGN-CRITERIA DOCUMENTS DISAGREE ON THE DESIGN WIND SPEED, AND BOTH FIGURES ARE REPORTED RATHER THAN RECONCILED. The City's Building Codes and Design Criteria page states in prose: "Wind Load: 115 mph, Exposure C," and separately, "Seismic Zone: D," "Frost Depth: 30 inches minimum from bottom of footing to finished grade," and directs ground snow load figures to the state's own tool at utahsnowload.usu.edu. The City's own Table R301.2(1), "Climatic and Geographic Design Criteria" (a City-published PDF, read by rendering the page as an image rather than by text extraction), instead prints a Wind Design "Speed (mph)" cell of "15," with "Topographic effects: No," "Special wind region: No," "Wind-borne debris zone: No," "Seismic Design Category: D," "Weathering: Severe," "Frost line depth: 30" (inches), "Termite: Yes," "Winter Design Temp: 8" (degrees F), "Ice Barrier Underlayment Required: Yes," "Flood Hazard: 2009," "Air Freezing Index: 1163," and "Mean Annual Temp: 50" (degrees F). This record does not resolve which of the two wind-speed figures the City intends; a design wind speed of 15 mph is well below any figure this project has found in any other Utah or Colorado jurisdiction, while 115 mph is consistent with neighboring Salt Lake County jurisdictions this project has recorded.
Roof layer limit / recover
Herriman's own Re-Roofs and Building Department pages state directly: "If you are only adding a layer of shingles, a permit is not required. A maximum of two layers is allowed," so an overlay that would make a third layer is not allowed, and a full removal and replacement requires a permit and inspections. Utah's statewide amendment packet to the 2021 IRC (48,780 characters swept across all six Chapter 3, Part 2 sections) contains zero occurrences of "R908," "Chapter 9," or "R9" section numbers, so the state amendments do not touch the base code's reroofing provision; Herriman's own stated two-layer figure agrees with, and does not exceed, the base 2021 IRC default. Herriman's own codified building ordinance, which would be needed to confirm whether any further local amendment exists, was not reachable this session (herriman.municipalcodeonline.com returned a server error; the jurisdiction's Municode product record returns an empty "no published codification" response). This record accordingly reports the City's own stated two-layer figure and the state-level absence without asserting a classification.

7.45% COMBINED, HERRIMAN LOCATION CODE 18-060 (SALT LAKE COUNTY). Per the Utah State Tax Commission's quarterly "Combined Sales and Use Tax Rates" chart (rates in effect as of July 1, 2026): State Sales & Use Tax 4.85%, Local Sales & Use Tax 1.00%, County Option Sales Tax 0.25%, Mass Transit Tax 0.30%, Additional Mass Transit Tax 0.25%, County Option Transportation 0.25%, Transportation Infrastructure 0.25%, County Public Transit 0.20%, and Botanical/Cultural/Zoo Tax 0.10%, totaling 7.45%. Under Utah Admin. Code R865-19S-58(2), a roofing contractor performing a furnish-and-install (repair or replacement) contract is the consumer of the materials and owes sales tax on the contractor's own purchase of them; the charge to the homeowner for the completed job, and the roofer's labor, is not itself taxed. R865-19S-58(2)(a): "The contractor or repairman who converts the personal property to real property is the consumer of tangible personal property regardless of the type of contract." Utah treats repair and replacement alike for this purpose; there is no repair/replacement split in the tax rule. A contractor may not separately state the tax it paid on materials as a line item on a customer invoice (Tax Commission Publication 42).
