Registration details
- state_level: STATEWIDE, AND INDEPENDENT OF WHAT YORK REQUIRES. Neb. Rev. Stat. 48-2104(1), in the Contractor Registration Act: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. A roofer is inside the definitions rather than at their edge: "Construction" means "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs" (48-2103(2)), and "Contractor" means a person or firm "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings ... and every other type of structure" (48-2103(3)). Two exemptions, both in 48-2104(1): work on one's own property, and "any person who earns less than five thousand dollars annually for construction services."
- city_level: REQUIRED OF EVERYONE, INCLUDING SUBCONTRACTORS. York Municipal Code Section 12-2, re-enacted by Ordinance No. 2385 (March 6, 2025) and Ordinance No. 2434 (April 16, 2026): "Each general contractor, construction contractor or sub-contractor doing business within the city is required to register with the city clerk and obtain a license each year prior to January 1, which license shall be in force and effect from January 1 through December 31. The applicant shall pay the registration fee at the time of registration." The section names no trade, so it reaches roofing along with everything else, and it reaches subcontractors in their own right rather than covering them under the main contractor. Separately, every permit applicant must file insurance with the city clerk. Under the City's amended Section 109.2.2, the applicant must present "evidence with the city clerk that such person has an insurance policy providing public liability and property damage insurance for the general public in the amount of $300,000.00 public liability and $100,000.00 property damage, such coverage shall name the city as an additional insured", the cover must extend to all work done by that person or under their supervision in the city and within two miles of it, and the insurer must give the city clerk 30 days' written notice of expiry or proposed cancellation. Where the permit holder is a corporation, firm or partnership, the certificate must also name the employee or partner shown on that entity's certificate of registration. Register with the city clerk before January 1 and file the certificate before applying for the permit.
Permit process note
Contractor registration and the certificate of insurance both go to the city clerk; the building code and its amendments sit in Chapter 12 of the municipal code, and one copy of the adopted code is kept on file in the clerk's office. Building permit fees are $25.00 on a total valuation of $1.00 to $2,000.00 and $3.00 per $1,000.00 or part of $1,000.00 above that, and the building permit fee covers all other permit and inspection fees on the project except re-inspection fees. Appeals go to the city council, which sits as the board of appeals under the City's amendments to both the residential and the commercial code. Violating the adopted code is a misdemeanour under Section 12-25, and each day a violation continues is a separate offence. Note that the code applies to the city and to the area within two miles of it, so a job outside the corporate limits may still be inside York's building jurisdiction.
Adopted code
York is on the 2018 International Residential Code. Municipal Code Section 12-21 adopts "The International Building Code, 2018 edition, including appendix chapters B, C, H and I, and the International Residential Code for One- and Two-Family Dwellings, 2018 edition, as published by the International Code Council, Inc., one copy of which is on file in the office of the city clerk", most recently by Ordinance No. 2305, section 1, adopted November 18, 2021. Section 12-23 extends the adopted code beyond the city limits: wherever the code says "municipality" or "city" it "shall be construed to mean the City of York, Nebraska, and the area within two miles thereof." Section 12-22 sets the order of precedence - where the adopted code and the City's own ordinances, rules or regulations conflict, the City's ordinances and state law prevail. York's codified ordinances are current through Ordinance No. 2434, enacted April 16, 2026.
Drip edge
Required — Required by the code York has adopted, with no local change. The City adopts the 2018 International Residential Code at Municipal Code Section 12-21, and its complete list of residential code amendments at Section 12-26 was read in full: it amends Section R105.2 (work exempt from permit), Section R108.2 (the fee schedule), Section R112.1 (making the board of appeals the city council), repeals Section R112.3, amends Section R114.4 (violation penalties) and Section 114, and deletes Part VIII, electrical. Nothing in Chapter 9, Roof Assemblies, is touched. The base 2018 IRC drip-edge provision for asphalt shingles, Section R905.2.8.5, therefore applies in York unmodified.
About drip edge
Impact-resistant roofing
Not required — No impact-resistance requirement applies in York. Chapter 12 of the municipal code, Buildings and Building Regulations, was read in full across all eight articles and contains no UL 2218, Class 4, Class IV or FM 4473 reference, and no roofing provision of any kind. The City adopts the 2018 International Residential Code and amends nothing in its roofing chapter. Nebraska supplies no impact requirement either. Note one thing that is easy to misread in York's code: Section 12-24 deletes "chapter 9, fire protection systems, of the International Building Code." That is the commercial code's fire-protection chapter - sprinklers, standpipes and alarms - and has nothing to do with the residential code's Chapter 9 on roof assemblies, which York leaves in force. Hail-resistant roofing is commonly an insurance-discount question rather than a code question, and an insurer's requirement is not a building-code requirement.
Repair permit threshold
York publishes no roofing-specific permit rule and no exempt valuation band, and what it does publish points towards a permit rather than away from one. The City amends the residential code's work-exempt-from-permit section at Municipal Code Section 12-26, and its own printed changes are narrow: item 1 is replaced with "One story detached playhouses and similar uses, provided the floor area does not exceed 120 square feet (11.15m)", item 5 is replaced with "Sidewalks and driveways not in the public right-of-way", and items 2, 6 and 10 are "Deleted." It makes the parallel change on the commercial side at Section 12-24, replacing item 1 and deleting items 2, 6 and 12. Roofing appears nowhere in what the City enumerates. Note that the City prints only its changes, not the whole exemption list, so a roofer should confirm the specific job with the Building Inspector rather than assuming either way. On the fee side there is no floor at all: the City's amended fee schedule runs "$1.00 - $2,000.00 / $25.00" and "$2,000.00 and up / $3.00 per $1,000.00, including any fraction thereof", so the smallest job is priced rather than exempted. One helpful rule: "The building permit fee shall cover all additional permit and inspection fees except reinspection fees that may otherwise be required to be paid to the City for work to be performed on the project covered by the building permit."
Roof layer limit / recover
York states no layer cap of its own. Chapter 12 of its municipal code, Buildings and Building Regulations, was read in full across all eight articles - in general, building code, electricity, minimum lighting and thermal efficiency standards, heating ventilating and cooling, plumbing, property maintenance code and moving buildings - and it contains no provision on roof assemblies at all. Its amendments to the 2018 International Residential Code, at Section 12-26, reach only Chapter 1, administration - the exempt-work list, the fee schedule, the board of appeals, the violation penalties - and delete Part VIII, electrical. Nothing in Chapter 9 is touched. The base 2018 IRC roof-recover rule at Section R908.3.1.1 therefore governs a York re-roof unmodified. That section is what decides whether an existing roof may be covered over or has to come off, and it is the provision to read before quoting an overlay.
Deck & sheathing requirements
York writes no roof-deck or sheathing rule of its own. Chapter 12 of the municipal code was read in full and contains no roofing provision, and the City's amendments to the 2018 International Residential Code are confined to Chapter 1 administration and the deletion of the electrical part, so the sheathing and deck requirements of the adopted 2018 IRC apply unmodified.
Sales & use tax
7.5% combined (.075) = Nebraska state rate 5.5% + City of York local-option rate 2.0%, effective July 1, 2026, per the Nebraska Department of Revenue's Local Sales and Use Tax Rates schedule. York sits at the top local-option tier. York County levies no county sales tax - Dakota County is the only Nebraska county on that schedule with a county rate. Nebraska's local sales tax is state-administered rather than self-collected by the city, and no separate construction or use tax deposit is taken at building-permit issuance. Note that the City's adopted building code reaches two miles beyond the corporate limits, so a job can be inside York's building jurisdiction and outside its sales-tax boundary.
