The same chapter separately adopts the 2018 International Building Code (Article 1), the 2018 International Fire Code, 2018 International Fuel Gas Code, 2018 International Mechanical Code, and 2018 International Property Maintenance Code (all cross-referenced within Article 4's electrical/ plumbing/fire/mechanical sections), and the 2021 International Existing Building Code (Article 9). Electrical work follows the National Electrical Code as adopted by the South Dakota State Electrical Commission, and plumbing follows the Uniform Plumbing Code as adopted by the South Dakota State Plumbing Commission - both administered at the state level rather than adopted independently by the city. Context: this is a local adoption made under South Dakota's local-option framework (SDCL ch. 11-10; 11-10-12 for residential structures) - South Dakota has no single mandatory statewide residential building code, so the edition in force in Pierre is the city's own choice.

Building permit applications and status are managed through Pierre's online portal at pierresd.portal.opengov.com (linked from the city's Building Permits page). A homeowner may apply for a permit on an owner-occupied structure; otherwise the owner's representative or a licensed residential contractor applies with the property owner's approval. Working before a permit is obtained subjects the person to an additional penalty fee (a $50.00 minimum, up to double the permit fee), and possible legal or civil proceedings. Small projects may take 2-4 days for review; larger projects 1-4 weeks depending on complexity.

The city's Inspections page states it is the duty of the permit holder or their agent to notify the building official 24 hours in advance that work is ready for inspection, and the duty of the person requesting the inspection to provide access. Work may not proceed beyond the point covered by each successive inspection without the building official's approval, and any portion that does not comply must be corrected before it is covered or concealed.
