Permit process note
Chapter 500 of the Municipal Code says anyone who intends to "construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure" must "first make application to the Community Development Department and obtain the required permit," and that permits are not required for work listed in IRC Section R105.2, Work Exempt from Permit. The City's Development Permits page says "Building permit applications are now available online."
Adopted code
Parkville Municipal Code Section 500.010, as set out in the city's 2024 Code Update, designates as the Building Code of the City of Parkville, among other codes, "The 2024 International Residential Code for One- and Two-Family Dwellings, as amended." Exhibit D of the same instrument states that the 2024 International Residential Code, "and all appendices unless otherwise noted below, is adopted by Ordinance No. 3290, effective January 20, 2026, and later amended by Ordinance No. 3302, effective August 4, 2026, subject to the following amendments." The Development Permits page states: "In January 2026, the City adopted the 2024 International Family of Building Codes and designated appendices via 2024 Code Update".
Drip edge
Required — Drip edge is required at eaves and rake edges of shingle roofs (IRC R905.2.8.5). The City adopted the 2024 International Residential Code via Ordinance No. 3290, as amended by Ordinance No. 3302; Exhibit D of the city's 2024 Code Update, which sets out every amendment to that code, read in full (pages 1 to 6: Table R301.2, R302.5.1, R309, Chapter 11 energy provisions, G2414.3, G2417.4.1, P2503.5.1, P2603.5, P2603.5.1, P2902.5.3, P2904, P3008, the E3600 and E3900 electrical sections, R304.1.1, R318.3.2, R507.9.2, R602.10.4 and the appendix lists), does not amend R905.2.8.5, so the code's drip-edge requirement stands as enacted local law.

Ice & water shield
Required — Exhibit D of the city's 2024 Code Update amends IRC Table R301.2, Climatic and Geographic Design Criteria, for Parkville; the amended table (printed as an image on page 1 of Exhibit D and read from that image) enters Yes under Ice Barrier Underlayment Required.

Impact-resistant roofing
Not required — The city's 2024 Code Update (Exhibits A to K, 29 pages: the amended Chapter 500 Building Code and the amendments to each adopted code, including Exhibit D for the 2024 International Residential Code) was read in full. Its text layer contains no occurrence of "UL 2218", "Class 4" or "hail", and its one occurrence of "impact" is the phrase "no impact home-based business" in the business licence provisions. The amended Table R301.2 in Exhibit D is printed as an image; read from that image, it has no impact or hail entry. No impact-resistant roof covering requirement is enacted.
Wind design criteria
115 mph wind speed; topographic effects No; special wind region No; windborne debris zone No; seismic design category A; ground snow load 20 psf. (IRC Table R301.2 as amended by Exhibit D of the city's 2024 Code Update, Ordinance No. 3290 as amended by Ordinance No. 3302; the table is printed as an image and was read from that image.)
Roof layer limit / recover
Base-code rule, read at 2024 International Residential Code Section R908.4, Roof recover, Exceptions, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck. The City's amendments to the 2024 IRC (Exhibit D of its 2024 Code Update, adopted by Ordinance No. 3290 and amended by Ordinance No. 3302) do not touch Sections R907 or R908.
Sales & use tax
Parkville's combined sales tax rate is 7.975% (use tax the same), jurisdiction code 56288-165-000, per the Missouri Department of Revenue's Jurisdiction and Total Rate Database for the fourth quarter of 2026. The same table lists 6 smaller rate areas inside the city where special taxing districts (community improvement and transportation development districts among them) add tax, at a combined sales rate of 8.975% to 9.975%. Missouri's own state rate is 4.225%; the rest is local. For a re-roof, 12 CSR 10-112.010(1) provides that "a contractor is the final user and consumer of the materials and supplies used and consumed in fulfilling a construction contract and which become part of a completed real property improvement," so the roofer pays tax when it buys the materials. Under 12 CSR 10-112.010(2)(A), "In general, title passes after installation is complete," and where title passes after attachment the contractor "does not collect tax on its transfer of ownership or title of the item."
