Do you need a permit to replace a roof in Republic, MO?
Adopted code
City of Republic BUILDS Department
Building permits in the City of Republic, Missouri, in Greene County, are handled by the City's BUILDS Department (Community Development) at 4221 S Wilson's Creek Blvd. Missouri leaves residential building codes to local adoption, so Republic's roofing rules are its own. The City's Adopted Building Codes page lists the 2018 International Residential Code with named appendices, adopted "with certain changes and exceptions," and the City publishes a residential roofs guideline that states when a roof permit is required. This listing covers the office's contact details, the City's own statements on code and roof permits, and the state's sales-tax treatment of roofing materials.

Permit process note
The City's Residential Roofs guideline says new roof coverings are not to be installed "without first removing all existing layers of roof coverings" where "the existing roof has two or more applications of any type of roof covering," among other conditions. The guideline carries a revision date of January 2017 and cites 2012 IRC section numbers, so its section references predate the 2018 edition the City now lists as adopted.
Adopted code
THE 2018 INTERNATIONAL RESIDENTIAL CODE, PER THE CITY'S OWN ADOPTED BUILDING CODES PAGE. The page lists "2018 Edition International Building Codes (IBC)" and "International Residential Codes (IRC), Including Appendices A, B, C, D, E, G, H, J, K, N, O, and Q., and Replacing Chapter 11 "Energy Efficiency" with the IRC 2006 Chapter 11 "Energy Efficiency"," and states "The City of Republic has adopted the above codes with certain changes and exceptions." The changes are codified in Chapter 500 of the City Code, which is hosted on a code publisher's site that this record did not read, so it does not state whether the City has amended the IRC's roof provisions or which ordinance adopted the 2018 editions. Missouri law leaves building codes to local adoption: RSMo 67.280 provides that a community "may adopt or repeal an ordinance which incorporates by reference the provisions of any code."
Repair permit threshold
THE CITY SETS A 50 PERCENT REPLACEMENT TRIGGER FOR A ROOF PERMIT. The City's Residential Roofs guideline (revision date January 2017, which cites the 2012 IRC) says "A residential roof permit is required for new roofs and for replacement roofs when the replacement area is equal or greater than 50% of the total roof size." It adds that permits and approved plans are required for residential roofs involving structural elements, including "roof sheathing."
Sales & use tax
Missouri taxes the roofer on materials, not the homeowner on the job, and the combined rate is not keyed to the Republic job address in this record. The Department of Revenue's Contractors Tax Matrix lists "Tangible personal property to be sold as an attachment to real property" as Taxable on purchases by contractors, so a roofing contractor pays sales or use tax on shingles and underlayment when buying them. The Department states that "The state use tax rate is 4.225%" and that "Cities and counties may impose an additional local use tax," with the amount due depending on "the combined (local and state) use tax rate in effect at the Missouri location where the tangible personal property is stored, used or consumed." The rate in effect at a given address, including any special district rates, is on the Department of Revenue's Sales and Use Tax Rate Chart, which this record does not reproduce.
