No, Nebraska City, NE does not require a permit for like-for-like roof replacement (City of Nebraska City - Building & Zoning). - state_level: STATEWIDE, AND IT IS THE REQUIREMENT THAT BITES HERE. Neb. Rev. Stat. 48-2104(1), in the Contractor Registration Act: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. A roofer is inside the definitions rather than at their edge: "Construction" means "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs" (48-2103(2)), and "Contractor" means a person or firm "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings ... and every other type of structure" (48-2103(3)). Two exemptions, both in 48-2104(1): a person who performs work, or has work performed, on his or her own property; and "any person who earns less than five thousand dollars annually for construction services." That threshold is annual earnings for construction services, not the value of one job, so it will rarely reach a working roofer. Registration is not waived because Nebraska City does not require a permit for the job - the two are separate obligations to different governments.
- city_level: NO CITY LICENCE FOR ROOFING. The City publishes its complete set of applications, permits and licences on its Permits & Licenses page, in four categories - Applications, Permits and Licenses, 44 documents; Business & Sales, 8; Building & Zoning, 24; Economic Development, 4. The only trade credentials in the whole set are an Electricians License and a Plumbers License. There is no roofing contractor licence, no general contractor licence and no contractor registration, and the Building & Zoning set of 24 documents contains no roofing permit form either. Chapter 9, BUILDING, of the Municipal Code was read in full and creates no contractor licensing scheme; its only licensing references are to a "duly licensed surveyor of the State of Nebraska" for lot surveys. A roofer working in Nebraska City therefore needs the state registration and, for a job that does not touch the structure, no city paperwork at all - but see the permit fields, because an addition or a structural change is a different job with a different answer.

Inspection requirements
Inspections in Nebraska City attach to permits, and the City's own amended inspection section says so in terms: "R109.1 Types of inspections. All construction or work for which a permit is required shall be subject to inspection by the building official and all such construction work shall remain accessible and exposed for inspection purposes until approved by the building official." Since shingling and residing are exempt from permit here, a like-for-like re-roof draws no City inspection; a job that does need a permit has its required inspections listed on the permit job card, which must be posted at the site, and inspections are booked with 24 to 48 hours notice. Two further rules from the same amended section are worth knowing. The applicant, not the City, carries the cost of exposing work for inspection: "It shall be the duty of the permit applicant to cause the work to remain accessible and exposed for inspection purposes. Neither the building official nor the city shall be liable for expense entailed in the removal or replacement of any material required to allow inspection." And a contractor who lets inspections slide can be shut out of new work: where a permit holder or its agent fails to request required inspections, or "shall have a backlog of one or more permits with no final inspections completed, the building official is authorized to withhold further issuance of any permit or perform any further inspections under this code to said permit holder or the permit holder's agent until required inspections have been completed as provided by this code." Note also the City's added completion rule, R105.10: where a permit is issued for new construction, addition, alteration, remodeling or relocation of a single-family or duplex dwelling and accessory buildings, "the roof and all exterior surfaces shall not be exposed for more than 12 months."
Adopted code
Two City sources name different editions, and a roofer should know both before relying on either. The City's own enacted and codified Municipal Code, Chapter 9 Article II, section 9-18, adopts "the International Residential Code, 2012 edition, including Appendix Chapter G, Swimming Pools, Spas, and Hot Tubs, as published by the International Code Council" as the Residential Code of the City of Nebraska City, "with additions, insertions, deletions and changes, if any, prescribed in section 9-19 of this article." The adopting history on that section is Ord. No. 2835-11, section 1, 2-21-11, and Ord. No. 3015-18, section 1, 5-7-18, and the codification is current through Ordinance No. 3122-24, enacted August 5, 2024. Section 9-17.5 adopts the 2012 International Building Code on the commercial side, and section 9-27 the 2012 International Plumbing Code. Against that, the City's own Building & Zoning page states: "Nebraska City follows the 2018 International Building Code and Residential Code". This record reports both and chooses neither - the codified text is the enacted instrument, the web page is the department's current statement, and no ordinance adopting a 2018 edition was located. Confirm the operative edition with the building official before designing to an edition-specific provision. Note separately that Nebraska has a statewide edition rule: Neb. Rev. Stat. 71-6406(3)(a) provides that a local code that "includes a prior edition" of the state code does not conform to the state building code, and 71-6406(2)(a) allows a locality to amend, modify or delete any portion of the code it adopts to reduce construction costs. What that means for a particular local adoption is a legal question this record does not answer.
Ice & water shield
Required — Required, and it is the City's own enacted answer rather than a default. In Municipal Code 9-19, under the heading "Table No. R301.2(1) Amended; Climatic and Geographic Design Criteria.", Nebraska City has filled in the residential code's climatic and geographic design criteria table with its own values. The row as printed gives, in the table's column order: ground snow load 25 psf; wind speed 90 mph; seismic design category A-B; weathering Severe; frost line depth 42 inches; termite moderate to heavy; winter design temperature -2 degrees F; ice barrier underlayment required Yes; and flood hazards 2011. The City also reproduces the table's own footnote h, which is what gives the answer its force: "In accordance with Sections R905.2.7.1, R905.4.3.1, R905.5.3.1, R905.6.3.1, R905.7.3.1 and R905.8.3.1, where there has been a history of local damage from the effects of ice damming, the jurisdiction shall fill in this part of the table with 'YES.' Otherwise, the jurisdiction shall fill in this part of the table with 'NO.'" Nebraska City filled it in with Yes. So an ice barrier is required on the roof coverings that footnote names - asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and slate-type shingles, wood shingles and wood shakes. The extent of the barrier is set by the base code section for the covering being installed, and this record does not state that figure because the governing edition is itself unsettled here; confirm it with the building official. Note also that the frost line depth of 42 inches and the winter design temperature of -2 degrees F are the City's own figures and are stated in the same table. About ice & water barrier
Impact-resistant roofing
Not required — No impact-resistance requirement applies in Nebraska City. Chapter 9, BUILDING, of the City's Municipal Code was pulled in full from the City's codification - all five articles, In General, Building Codes, House Moving, Solid Fuel Burning Appliances and Vacant Buildings - and read for impact-rating language. It contains no occurrence of UL 2218, FM 4473, Class 4 or Class IV, and no impact or hail rating of any kind. The two adopting sections for the residential code, 9-18 and 9-19, and the two for the building code, 9-17 and 9-17.5, were read in full: their amendment lists name the sections they change and none of them reaches the roof-assemblies chapter, so no local impact-rating provision was added. Nebraska supplies no impact requirement either. Hail-resistant roofing is an insurance-discount question in eastern Nebraska rather than a code question, and an insurer's requirement is not a building-code requirement. Note that the City's climatic and geographic design criteria table records no windborne debris zone and no hail exposure entry.
Repair permit threshold
Nebraska City exempts shingling from permit outright, in both the residential and the commercial track, and its own department page repeats the exemption. There is no square-footage floor, no dollar floor and no percentage-of-roof test - the exemption is the roofing work itself. On the residential side, Municipal Code section 9-19 amends the residential code's exempt-work section to read: "R105.2 Work exempt from permit. Permits shall not be required for the following. Exemption from the permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of this code or any other laws or ordinances of this jurisdiction." Under the heading "Building:" the amended list runs to eight numbered items, of which item 3 is, in full: "Shingling and residing." The other seven are retaining walls not over 4 feet unless supporting a surcharge; water tanks on grade under 5,000 gallons; painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work; prefabricated, temporary, frameless, soft side swimming pools 24 inches or less deep; swings and other playground equipment accessory to a one- or two-family dwelling; window awnings supported by an exterior wall; and one-story detached playhouses of 65 square feet or less and 10 feet or less in height. On the commercial side, section 9-17.5 amends the building code's list to read "105.2 Work exempt from permit. A building permit will not be required for the following:" with item (4) reading "Shingling and residing;", and adds "Unless otherwise exempted by this code, separate plumbing, electrical, and mechanical permits will be required for the above exempted items." The City's Building & Zoning page lists, under "Projects That Don't Require a Permit:", "Painting, wallpapering, shingling, residing". Read the exemption for what it is. It removes the permit, not the code: the work must still comply, and any structural change - new or replaced roof framing or sheathing, a change of roof line, an addition - is outside the exemption and is on the City's own "Projects That Require a Permit" list as "Additions & Renovations (with structural changes)". Anything outside the city limits but inside the two-mile extraterritorial jurisdiction is administered on the same joint Nebraska City and Otoe County building permit application, and anywhere in Otoe County beyond that two-mile ring a County Zoning Permit Application is required in addition.
Wind design criteria
Nebraska City states 90 mph, and the basis is not stated on the face of the document, so do not convert it. The figure sits in the WIND SPEED column of the climatic and geographic design criteria table the City enacted for itself in Municipal Code 9-19 under the heading "Table No. R301.2(1) Amended; Climatic and Geographic Design Criteria." The City reproduces the table's own footnote d: "The jurisdiction shall fill in this part of the table with the wind speed from the basic wind speed map [Figure R301.2(4)]. Wind exposure category shall be determined on a site-specific basis in accordance with Section R301.2.1.4." Nothing in the City's text says whether 90 mph is a nominal, allowable-stress speed or an ultimate, strength-design speed, and the two are not interchangeable - a design method that expects one and is fed the other produces the wrong answer, in either direction. Confirm the basis with the building official before using the number, and note that the point has bite here because the City's code and the City's web page name different editions of the residential code, and the editions changed how that map is expressed. The exposure category is explicitly a site-by-site determination, not a citywide value. Roof layer limit / recover
Nebraska City adds no local layer cap of its own. Its residential amendment section, Municipal Code 9-19, was read in full: it opens with its own table of contents naming every section it touches, and that list runs from R101 through R502.2.3 - R101, R105.1, R105.2, R105.5, R105.10, R108, R109, R112, R113.3, R113.4, Table R301.2(1), R302.1, R302.6, R303.3, R309.5, R313, R403.1.1, Figures 403.1(1), R403.1.4.1, the R404 figures, and R502.2.3. Nothing in it reaches Chapter 9, Roof Assemblies, and no local provision anywhere in Chapter 9 of the Municipal Code limits the number of roof-covering layers or requires a tear-off. So the base residential code's own roof recover and replacement rules govern in Nebraska City, unmodified. Two cautions before a roofer relies on a layer count. First, the City's enacted code and the City's own web page name different editions of that base code, so which text applies is unsettled here. Second, neither of those base texts has been read for this record, so no layer figure is stated and none should be inferred from this entry. Ask the building official which edition governs and read that edition's recover provision, or plan the job as a tear-off.
Sales & use tax
7.0% combined (.07) = Nebraska state rate 5.5% + City of Nebraska City local-option rate 1.5%, effective July 1, 2026, per the Nebraska Department of Revenue's Local Sales and Use Tax Rates schedule. Otoe County levies no county sales tax - Dakota County is the only Nebraska county on that schedule with a county rate, and its 0.5% applies only outside a municipality that imposes its own local tax. That matters more than usual in Nebraska City, because the City's building permit application also serves Otoe County property outside the city limits: a job inside the corporate limits is at 7.0%, while a job in the unincorporated county is at the state rate alone unless it falls inside another municipality's boundary. Nebraska's local sales tax is state-administered rather than self-collected by the city, and no separate construction or use tax deposit is taken at building-permit issuance in Nebraska City.
