None of the 35 items touch Chapter 9 (Roof Assemblies); the amendments instead reach R101.1, R102.4, R102.7, R102.7.1, R103-R103.3, R105.2, R106.1.1, R106.1.2, R108.2, R108.6, R109.1.1, R112.1, R112.3, R113.4, Table R301.2(1) climatic design criteria, R306.5 (added), R313.1-R313.2 (deleted), R318.1, R326.1, R403.1.3.5.5, R403.1.7.4, R602.1.10, R602.2, Figure R602.3(2), M1308.3 (added), M1309 (added), P2603.4, P3008.1, P3114, Chapters 34 through 43 (deleted), and Appendix U automatic fire-sprinkler provisions. Sec. 18-33.B also adopts by reference all Oklahoma Uniform Building Code Commission amendments to the 2018 IRC not separately amended by the city; the OUBCC's 2018 IRC Permanent Rule (OAC Title 748, Ch. 20, Subch. 5-6, Sec. 748:20-6-14, "IRC 2018 Chapter 9 Roof Assemblies," 13 modification items) contains no such provision either. No UL 2218, Class 4, or impact-resistance provision appears in either document.
Wind design criteria
City of Mustang Ordinance No. 1269 (passed Aug. 2, 2022), Sec. 18-33.B, item 18, fills IRC Table R301.2(1): "ground snow load - 10 psf; wind speed - 15 mph; seismic design category - C; weathering - moderate; frost line depth -18 inches; termite - yes; winter design temp. -13°F; ice barrier underlayment required - no; flood hazards - See Chapter 50 of the Code of Ordinances of the City of Mustang, Oklahoma; air freezing index -332; mean annual temp. - 60°F." Note: "wind speed - 15 mph" is almost certainly a scrivener's error in the city's own enacted text -- a 15 mph design wind speed is not physically plausible for Oklahoma and falls far outside the range used by neighboring Oklahoma jurisdictions (typically 90-115 mph); it is quoted here verbatim without correction. Item 18 does not separately state topographic effects, special wind region, or windborne debris zone.
Roof layer limit / recover
City of Mustang Ordinance No. 1269 (Sec. 18-33.B, 35 numbered amendment items) does not amend Chapter 9 (Roof Assemblies) of the adopted 2018 IRC -- none of its 35 items touch R905 or R908. The operative text is therefore the Oklahoma Uniform Building Code Commission's 2018 IRC Permanent Rule (OAC 748:20-6-14(13)), which amends R908.3.1.1 Roof re-cover to read: "A roof re-cover shall not be permitted where any of the following conditions occur: 1. Where the existing roof or roof covering is water soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 2. Where the existing roof covering is slate, clay, cement or asbestos-cement tile. 3. Where the existing roof has two or more applications of any type of roof covering. 4. Where the existing roof has one or more application of asphalt shingles additional applications of asphalt shingles shall not be permitted."
Deck & sheathing requirements
City of Mustang Ordinance No. 1269 does not amend Chapter 9 (Roof Assemblies), so the operative sheathing text is the Oklahoma Uniform Building Code Commission's 2018 IRC Permanent Rule (OAC 748:20-6-14(2)), which amends R905.2.1 Sheathing requirements to read: "Asphalt shingles shall be fastened to solidly sheathed decks. Solidly sheathed decks shall be defined as sawn lumber boards or structural panels that provide a solid holding power for fasteners that do not have deficit conditions (gaps greater than those allowed by the roof covering manufacturer's installation instructions, warped, split, cracked, deteriorated or rotten boards)."
Sales & use tax
Combined rate 8.85% inside Mustang city limits (state 4.5% + City of Mustang 4% + Canadian County 0.35%). The OTC rate chart lists only one jurisdiction code for Mustang (COPO 0933, Canadian County), so the combined rate does not vary by address within the city.
