Permit process note
Per the FAQ "Do I need a permit to re-roof?": "One & two-family dwellings do not require a permit to replace shingles only," but permits are required for re-roofing that includes "repair or replacement of roof decking, or structural members like rafters or trusses." Separately, "All commercial buildings require a building permit to re-roof." The FAQ also notes that all re-roofing projects, including those that do not require a permit, must meet code provisions, and that flashings and drip edges are required.
Inspection requirements
The re-roof FAQ cites the 2018 International Residential Code sections governing re-roofing work regardless of permit status: roof sheathing requirements under Section R803 and Table R503.2.1.1(1), asphalt shingle underlayment/attachment requirements under Section R905.2.8.5, and attic/roof ventilation requirements under Section 806.
Adopted code
The Building Information & Codes page states "The City of Mansfield has adopted the 2018 edition of Building Codes with local amendments with an effective date of August 1, 2019," listing the 2018 International Building, Energy Conservation, Existing Building, Fire, Fuel Gas, Mechanical, Plumbing, Property Maintenance, Residential, and Swimming Pool and Spa Codes. It further notes "The state of Texas has adopted the 2023 National Electrical Code as of September 1, 2023 as has the City of Mansfield in 2024."
Drip edge
Required About drip edge
Impact-resistant roofing
Not required — "Exhibit A", City of Mansfield Amendments to the 2018 International Residential Code (NCTCOG region), contains no impact / UL 2218 / Class 4 provision. The amended R902.1 adds only an accessory-structure exception, leaving the base Class A/B/C fire-rating requirement unamended.
Repair permit threshold
"One & two-family dwellings do not require a permit to replace shingles only." "Permits are required for re-roofing projects that include the repair or replacement of roof decking, or structural members like rafters or trusses." "All commercial buildings require a building permit to re-roof."
Wind design criteria
Table R301.2(1), Climatic and Geographic Design Criteria, as amended by the City's 2018 IRC local amendments (Exhibit "A"): Ground snow load 5 lb/ft2; Wind Design Speed 115 mph (3-sec-gust) / 76 mph (fastest mile); Topographic Effects No; Special Wind Region No; Windborne Debris Zone No; Seismic Design Category A; Ice barrier underlayment required: No.
Roof layer limit / recover
"Shingles must be completely removed before the installation of new shingles." (City of Mansfield FAQ, "Do I need a permit to re-roof?") -- full tear-off is required on every re-roof; the city's local IRC amendments do not add a separate R908 recover/overlay provision, so this FAQ statement is the operative local rule.
Deck & sheathing requirements
"What is the code on decking? Decking is per 2018 IRC Section R803 and Table R503.2.1.1(1)." Separately, the FAQ "Do I have to replace roof decking when replacing shingles on my home?" states: "The city does not require roof sheathing to be replaced if it is still in good condition. The 2018 International Residential Code (IRC) adopted by the City of Mansfield requires roof sheathing to meet Section R803 and Table R503.2.1.1(1). In addition Section R905 of the IRC requires asphalt shingles to be applied in accordance with the applicable provisions of the code and the manufacturer's installation instructions." The city's local IRC amendments (Exhibit "A") do not amend R803, so the base 2018 IRC sheathing standard governs as adopted.
Sales & use tax
8.25% combined (6.25% state + 2.00% City of Mansfield; no special-purpose district or transit-authority add-on), the Texas local-rate cap. Texas collects no construction use tax at building-permit issuance; use tax, when owed, is self-assessed by the purchaser and remitted directly to the Comptroller's office rather than collected by a city or county permit office (Comptroller Use Tax guidance, comptroller.texas.gov/taxes/sales/use-tax.php). Under Comptroller guidance for real property repair and remodeling, "Labor to repair, remodel, or restore residential real property is not taxable"; on the lump-sum contract typical of residential re-roofing, "you pay tax on all your supplies, materials, equipment, and taxable services when you buy them. You don't charge your customer tax" (Comptroller Pub. 94-116, Real Property Repair and Remodeling, comptroller.texas.gov/taxes/publications/94-116.php) -- so the combined rate above is the roofer's own cost basis on materials purchased, not a rate charged to the homeowner.
