WHERE. The Building Department is in the City Building at 601 E. Broadway, Suite 303, Logansport, IN 46947, on (574) 753-4381, email [email protected], open Monday to Friday 8:00 A.M. to 4:00 P.M., with Rob Rennewanz as Building Commissioner. Permitting and inspection-scheduling questions go to the administrative assistant on 574-725-2810. HOW. Everything is filed online through the OpenGov portal the City shares with Cass County, and the City states: "Paper applications are no longer accepted." Choose the City of Logansport application, Building Permit Improvement Location Permit, not the County one, which covers only the county outside city and town limits. The application asks for a detailed description of the project, exact dimensions and materials, a list of materials, contractor information, a site plan and the deeded owner's consent; a non-owner applicant uploads the City's Consent of Owner form or a signed purchase agreement. MONEY. Under Ordinance 2016-24 the residential Roof Alteration and Re-roofing fee is $50 plus $5 per $1,000 of value, a residential reinspection is $50, and work begun before the permit costs double. The application warns: "Contractors working without proper registration, projects started before payment is processed, or jobsites found without a permit poster displayed will be subject to additional fees!" The permit placard must be printed and posted at the job for the whole project. TIME. A permit involving a new structure or a structural change goes through technical review and takes at least 48 hours; the City publishes no review time for a non-structural reroof. A permit is void one year after issue if the work is not substantially complete. Inspections are requested at least 24 hours ahead on 574-725-2810, and the required inspections are listed on each permit, so check the permit summary for any roofing stage. HISTORIC PROPERTIES. In a designated historic district a Certificate of Appropriateness from the Historic Preservation Commission is required before a permit issues for a conspicuous change in the exterior appearance of a historic building, including maintenance involving an exterior color change, so settle a change of roof colour there first. The Commission meets on the second Thursday of the month and wants the application two weeks ahead.

THE STATE CODE APPLIES HERE BY FORCE OF STATE LAW; THE CITY'S OWN BUILDING CHAPTER WAS NOT OPENED. The Indiana State Building Commissioner's memo of February 25, 2020 identifies the residential rule as the 2020 Indiana Residential Code, 675 IAC 14-4.4, and says it "adopts, and amends, the first printing of the 2018 International Residential Code." The same memo is explicit that no local step is needed: "The 2020 Indiana Residential Code is in full force and effect statewide." Whatever local practice may be, it says, the code "governs all Class 2 residential construction, and its requirements, by law, must be followed." WHAT THE CITY HAS PUBLISHED. Logansport's building regulations are codified in Chapter 14 of its Code of Ordinances of 1974 as amended, which the City describes as regulating buildings and structures. That codified chapter is hosted on a code platform that was not opened for this record, and the City's Building Commissioner page, fee schedule and online permit application name no code edition at all. So this record states the state edition and does not say which edition, if any, the City's chapter names. The one City building ordinance read in full, Ordinance 2024-16, amends only the rental-registration and rental-inspection sections of Article V, Minimum Housing Standards, and touches no roofing provision.

Required — REQUIRED BY THE STATE CODE, IN TEXT THE STATE ITSELF REPRODUCES. The Indiana State Building Commissioner's memo on ice/water shield and drip edge sets out the provision as it applies under the 2020 Indiana Residential Code. It begins: "A drip edge shall be provided at eaves and rake edges of shingle roofs." It goes on to set the overlap, the extension below the sheathing and the fastener spacing, and ends: "Underlayment shall be installed over the drip edge along eaves and under the drip edge along rake edges." The memo describes the code as in force statewide regardless of local enforcement practice, so the requirement applies on a Logansport shingle roof. The City's own building chapter was not opened for this record, and none of the City's published permit documents mentions drip edge. Required — REQUIRED IN CASS COUNTY BY THE STATE TABLE ITSELF, NOT ONLY WHERE THE MANUFACTURER CALLS FOR IT. Indiana's amended Table R301.2(1) runs county by county, and the Cass County row reads ice shield underlayment required Yes. The State Building Commissioner's memo explains what that column does: "there are specific counties in which it is always required (per Table R301.2(1))", and Cass is one of them. The provision the column switches on, as the memo reproduces it, is R905.1.2: "an ice barrier shall be installed for asphalt shingles, metal roof shingles, mineral-surfaced roll roofing, slate and slate-type shingles, wood shingles and wood shakes." The barrier must "extend from the lowest edges of all roof surfaces to a point not less than 24 inches (610 mm) inside the exterior wall line of the building", and on steep roofs the memo adds: "On roofs with slope equal to or greater than eight units vertical in 12 units horizontal (67-percent slope), the ice barrier shall also be applied not less than 36 inches (914 mm) measured along the roof slope from the eave edge of the building." The one exception it lists is detached accessory structures not containing conditioned floor area. The column differs from county to county across Indiana, so an ice-barrier assumption carried in from another county can be wrong in either direction. About ice & water barrier

RE-ROOFING IS NAMED PERMIT WORK, AND THE ONLY PUBLISHED FLOOR IS A $1,000 CARVE-OUT FOR SMALL MAINTENANCE THAT A REROOF WILL RARELY FIT. The City's enacted fee schedule, Ordinance 2016-24 adopted September 12, 2016, gives roofing its own residential line, "Roof Alteration & Re-roofing", at $50 plus $5 per $1,000 of value. The City's online application for a Building Permit/Improvement Location Permit describes itself as being "For new construction, demolitions, renovations, plumbing/mechanical repairs, remodels, re-roofing or improvement projects." The same application lists the work that needs no permit, and the only item that could reach roof work is "small maintenance/upkeep projects that are less than $1000 in value", listed beside painting and flooring. That dollar test is the department's published guidance. The enacted list of exceptions in the Logansport and Fringe Zoning Ordinance, Article 7, Section E.4, contains no repair floor at all, and the City's codified building chapter was not opened for this record. So treat any roof replacement, and any roof repair worth $1,000 or more, as permit work, and ask the Building Department on 574-725-2810 before skipping a permit on a small patch. Starting without one is expensive: the fee schedule's after-the-fact rate is "Double the Original Permit Cost".

THE FIGURES ARE THE STATE'S COUNTY-INDEXED TABLE, NOT A LOGANSPORT ENACTMENT. Indiana's amended Table R301.2(1), substituted by 675 IAC 14-4.4-5, gives the Cass County row as wind speed 115 mph, seismic design category A, ground snow load 20 psf, foundation depth 36 inches, winter design temperature 1 degree Fahrenheit, decay slight to moderate, termite moderate to heavy, weathering severe, ice shield underlayment required Yes, air freezing index 2000 and mean annual temperature 50.3 degrees. The table's footnote a says wind exposure is determined site by site under Section R301.2.1.4. None of the City's published building documents states design criteria of its own, and its codified building chapter was not opened for this record. NOTE THE FOUNDATION DEPTH - 36 inches here, where some Indiana counties print 24 - because a footing detail carried across a county line can be wrong.

7% in Logansport, the Indiana state sales tax rate, with no county or municipal add-on to put on a materials invoice. The Department of Revenue says so on the page that exists to list Indiana's county-level taxes: "The sales tax for the entire State of Indiana is 7%." The county taxes that page does list are income and food-and-beverage taxes, not a sales tax.
