WHAT IS SUBMITTED. Applications go through the City's iWorQ citizen portal, where Residential Roofing is its own permit type; the form asks for the project address, a description, the project cost and the square footage, and takes uploaded documents. The fee schedule states: "Applications must be submitted electronically or in person." and "All fees must be paid in full prior to permit issuance." Fees are non-refundable. MONEY. A residential reroof is $25 and a commercial reroof $75, each described as tear off and replacement. Regular inspections are included in the permit fee; a failed residential inspection costs $100 to re-inspect, and starting work without a permit doubles the permit fee. Inspections are requested through the same portal. ON SITE. Ordinance 2017-09 added section 92.150 on construction sites: "Solid waste related to construction or demolition shall be placed into suitable dumpsters, containers or other approved disposable methods on a daily basis.", and a dumpster may not be overfilled and must be removed within ten days of being filled to capacity. IN THE LEAP DISTRICT. The Unified Development Ordinance requires that "A letter of support for construction or modification of a residential structure from the Architectural Review Committee shall accompany any building permit application."

THE CITY'S ADOPTING ORDINANCE NAMES OLD EDITIONS AND ADOPTS THE STATE RULES AS AMENDED FROM TIME TO TIME. Ordinance 2013-06, adopted by the Common Council on the 24th of June, 2013, adopts a list of building codes together with the Rules and Regulations of the Indiana Fire Prevention and Building Safety Commission "(as contained in 675 IAC), as they may be updated and amended from time to time", which "are hereby adopted and shall be utilized by the PZA Department to inspect buildings and structures within the City". Its list names the residential code as "International Residential Code, 2003 Edition" and the commercial code as the International Building Code, 2006 edition. The ordinance does not say whether "as they may be updated and amended from time to time" reaches the listed editions or only the 675 IAC rules, and this record does not decide it; the City has published no statement of which residential edition it enforces. WHAT THE STATE RULE IS AS READ IN SEPTEMBER 2026. The Indiana residential rule in the Indiana Administrative Code is 675 IAC 14 Rule 4.4, the 2020 Indiana Residential Code, and the Indiana State Building Commissioner's own memorandum states: "The 2020 Indiana Residential Code is in full force and effect statewide." IC 22-13-2-3(c) provides that a city "may not adopt an ordinance that conflicts with or includes more stringent or detailed requirements than the commission's rules". The City's 2026 Unified Development Ordinance defines the building code as "The locally adopted Indiana Building Code". WHAT WAS NOT READ. The Lebanon City Code, whose Chapter 92 carries the building regulations, is published on a vendor platform that refused automated access, so an amendment to the adoption section made after 2013 and not published separately by the City would not have been seen. The two later building-code ordinances the City does publish are not roofing ones: Ordinance 2013-11 amends section 92.005(A) to require No. 12 wire in place of No. 14 in one- and two-family dwellings, and Ordinance 2017-09 adds section 92.150 on construction-site dust, waste, drainage, weeds and toilets.

Required — REQUIRED BY THE STATE RULE, NOT BY A LEBANON ENACTMENT. The Indiana State Building Commissioner's memorandum on ice and water shield reproduces section R905.2.8.5 of the 2020 Indiana Residential Code, which opens: "A drip edge shall be provided at eaves and rake edges of shingle roofs." The same memorandum states that the 2020 Indiana Residential Code is in full force and effect statewide. None of the Lebanon instruments read for this record contains a drip-edge provision: Ordinance 2013-06, Ordinance 2013-11, Ordinance 2017-09, the 2026 fee schedule and the Unified Development Ordinance, whose only uses of the word drip concern the drip line of trees. IC 22-13-2-3(a)(2) gives the commission's rules precedence over a local ordinance covering the same subject matter. Not required — NOT REQUIRED BY THE TABLE IN BOONE COUNTY, AND THAT IS NOT THE END OF THE QUESTION. Table R301.2(1) of the 2020 Indiana Residential Code, as substituted by 675 IAC 14-4.4-5, runs county by county, and the Boone County row reads ice shield underlayment required No. The State Building Commissioner's memorandum explains what that No means: there are counties where the barrier is always required by the table, and "specific counties in which it is required only when the roofing manufacturer's written installation instructions require it", because sections R903.1, R904.1 and R905.1 require roofing to be installed in accordance with the manufacturer's installation instructions. So on a Lebanon job the membrane is required wherever the shingle manufacturer's written instructions call for it on the assembly being installed. None of the Lebanon instruments read for this record touches ice barriers. A REROOF IS PERMIT WORK IN LEBANON; A SMALL PATCH IS NOT ADDRESSED IN ANYTHING THE CITY PUBLISHES. The City's Planning and Zoning Fee Schedule, issued under Ord. 2026-10 effective August 20, 2026, lists Reroof among Other Residential Permits at "$25 (tear off and replacement)", and the City's online permit application offers Residential Roofing as a permit type of its own. So a residential tear-off and replacement is applied for and priced as its own permit. What the published schedule does not do is say how much repair triggers one: it names no square-footage or dollar floor and says nothing of a patch or a few replaced shingles. The permit-trigger text itself sits in Chapter 92 of the Lebanon City Code, which is published on a vendor platform that refused automated access, so its current wording was not read for this record. DO NOT MISREAD THE ZONING EXEMPTION. Section 8.21(B) of the Unified Development Ordinance says an Improvement Location Permit is not required for "Routine maintenance, repair, or interior non-structural remodeling of existing buildings not involving any change of use, additional lot coverage, or increase in structure size." That section is headed Improvement Location Permit, which is the City's zoning clearance, and it exempts repair from that permit only; it says nothing about the building permit. The same ordinance defines a building permit as one permitting a person "to erect, construct, enlarge, alter, repair, move, improve, or convert any building or structure", and counts as a structural alteration "substantial roofing and siding work when repairs are made to the structure beneath." Ask the Planning Department on (765) 482-8845 before treating any roof repair as permit-free; the same fee schedule doubles the permit fee for starting work without a permit.

THE FIGURES ARE THE STATE'S COUNTY TABLE, NOT A LEBANON ENACTMENT. Table R301.2(1) of the 2020 Indiana Residential Code, as substituted by 675 IAC 14-4.4-5, gives the Boone County row as wind speed 115 mph, seismic design category B, ground snow load 20 psf, frost depth 30 inches, winter design temperature 2 degrees Fahrenheit, decay slight to moderate, termite moderate to heavy, weathering severe, ice shield underlayment required No, air freezing index 1500 or less and mean annual temperature 52.3 degrees. The table's own footnote says "Wind exposure shall be determined on a site-specific basis in accordance with SECTION R301.2.1.4." No Lebanon instrument read for this record sets design criteria of its own.
