Adopted code
THE 2018 INTERNATIONAL RESIDENTIAL CODE AS MODIFIED BY THE OKLAHOMA UNIFORM BUILDING CODE COMMISSION, WITH LAWTON'S OWN AMENDMENTS. Code of Ordinances Section 6-1-1-104: "The city hereby adopts the International Residential Code, 2018 Edition, as modified by OUBCC and as set forth in Title 748, Chapter 20 of the Oklahoma Administrative Code, more specifically Sections 748:20-6-1 to 748:20-6-53, at least one (1) copy of which is on file in the office of the city clerk and as further amended by Section 6-1-1-105 of this Code of Ordinances" (history note ending Ord. No. 24-061, 9-24-2024). Section 6-1-1-105, read in full (items A to D), amends R101.1 (title), R112.1 (appeals), Table R301.2(1) (climatic and geographic design criteria) and adds the "Lawton Waffle Slab" foundation standard; it names no Chapter 9 section. The state's Chapter 9 modifications are OAC 748:20-6-14, read in the Commission's published 2018 IRC permanent rule document. Section 6-1-1-106 provides that where IRC provisions "are inconsistent with the provisions of the city code or state statutes, the provisions or requirements containing the most restrictive regulation shall apply and govern."
Drip edge
Required — REQUIRED ON SHINGLE ROOFS, WITH ONE STATE EXCEPTION. OAC 748:20-6-14 item (3) rewrites R905.2.8.5 Drip edge to read in part: "A drip edge shall be provided at eaves and rake edges of shingle roofs," overlapped not less than 2 inches, extending not less than 1/4 inch below the sheathing and 2 inches back onto the deck, "mechanically fastened to the roof deck at not less than 12 inches (305 mm) o.c.," and "installed over the underlayment along rake edges." The exception: "If a nominal 1 inch by 2 inch (25 mm by 51 mm) shingle mold is used, attached to the fascia and the starter course of shingles is extended a minimum of 1/4 inch (6.35 mm) and not more than 1 inch (25 mm) then a metal drip edge is not required." Lawton's Section 6-1-1-105 does not amend this section. About drip edge
Ice & water shield
Required — NOT AT THE EAVES, BUT IN VALLEYS AND AT LOW-SIDE PITCH CHANGES. Lawton's Section 6-1-1-105(C) amends Table R301.2(1) to read "Ice barrier underlayment required: No," and the state's rewritten 905.1.2 ties the eave ice barrier (its paragraph (A)) to areas "designated in Table R301.2(1)." The same rule, OAC 748:20-6-14 item (1), adds two paragraphs that as printed make no reference to that table: "(B) A 36-inch wide (914 mm) ice barrier shall be installed in all valleys, run the length of the valley, and centered on the valley," and "(C) A 36-inch wide (914 mm) ice barrier shall be installed at all change in roof pitch in which the lower roof has a lower pitch than the upper roof." About ice & water barrier
Impact-resistant roofing
Not required — NOT REQUIRED BY LAWTON'S AMENDMENTS OR THE STATE'S CHAPTER 9 MODIFICATIONS. Neither Lawton's Section 6-1-1-105 (items A to D) nor OAC 748:20-6-14 (items 1 to 13, the state's 2018 IRC Chapter 9 modifications) amends Chapter 9's impact-rating provisions; no UL 2218 or Class 4 impact requirement appears in the City's amendments or in the state's 2018 IRC rule. An insurer's premium discount for an impact-rated shingle is not a code mandate.
Repair permit threshold
THE CITY'S PERMIT SECTION STATES NO DOLLAR OR AREA THRESHOLD FOR REPAIRS. Code of Ordinances Section 6-1-1-107(A) requires any owner or authorized agent "intending to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure" to "first make application to the building official and obtain the required permit." The only exemption that subsection states is for "Accessory buildings not located on a permanent foundation and having a gross floor area of less than two hundred (200) square feet." The City's Required Documentation by Permit Application Type checklist lists "Building Residential Roof" as its own permit application type. Section 6-1-1-113(B): "If the construction, alteration, repair, removal, demolition or occupancy of any structure begins without first obtaining a permit to do so, the required permit fee shall be doubled."
Wind design criteria
SET IN LAWTON'S OWN AMENDED CLIMATIC TABLE. Section 6-1-1-105(C) amends Table R301.2(1) Climatic and Geographic Design Criteria to read, in part: "Ground snow load; ten (10) pounds," "Wind speed: ninety (90) mph," "Seismic design category: Category B," "Weathering: moderate," "Frost line depth: yes sixteen (16) inches," "Termite: moderate to heavy," "Winter design temp: thirteen (13) degrees," and "Ice barrier underlayment required: No."
Roof layer limit / recover
NO ASPHALT SHINGLES OVER EXISTING ASPHALT SHINGLES, UNDER THE STATE'S MODIFIED 2018 IRC THAT LAWTON ADOPTS. OAC 748:20-6-14 item (13) rewrites R908.3.1.1 Roof re-cover to bar a re-cover "where any of the following conditions occur," including (C) Item 3, "Where the existing roof has two or more applications of any type of roof covering," and (D) Item 4, "Where the existing roof has one or more application of asphalt shingles additional applications of asphalt shingles shall not be permitted." Lawton's own amendment section, 6-1-1-105 (read in full, items A to D), names no reroofing or re-cover provision. So an asphalt-shingle roof is torn off before new asphalt shingles go on, and any roof already carrying two coverings is torn off before any new covering.
Deck & sheathing requirements
SOLIDLY SHEATHED DECKS, AS DEFINED BY THE STATE'S MODIFIED 2018 IRC. OAC 748:20-6-14 item (2) rewrites R905.2.1 Sheathing requirements to read: "Asphalt shingles shall be fastened to solidly sheathed decks. Solidly sheathed decks shall be defined as sawn lumber boards or structural panels that provide a solid holding power for fasteners that do not have deficit conditions (gaps greater than those allowed by the roof covering manufacturer's installation instructions, warped, split, cracked, deteriorated or rotten boards)." Items (4) to (12) add the same definition to the deck requirements for tile, metal roof shingles, mineral-surfaced roll roofing, slate, wood shingles, wood shakes, metal roof panels, photovoltaic shingles and BIPV roof panels. Lawton's Section 6-1-1-105 (read in full) does not amend these sections.
Sales & use tax
9% COMBINED (4.5% STATE, 4.125% CITY, 0.375% COUNTY), FROM THE OKLAHOMA TAX COMMISSION'S RATES AND CODES CHART, UPDATED MAY 29, 2026. The chart states: "Effective May 1, 1990, the State of Oklahoma Tax Rate is 4.5%." It lists Lawton (COPO 1621) at 4.125% marked "**", which its key says "Denotes a county tax is also due for sales in this city," cross-referenced by the first two COPO digits to COPO 1688, Comanche County, at 0.375%; the key says that county tax "must be added to the city tax and the State Tax." The chart's list of rate changes names no change for Lawton.

Under 59 O.S. 1000.23(A) and (C), the codes the Commission adopts are the minimum standards for residential construction in Oklahoma, and municipalities may enact and enforce higher standards.
