Because the city expressly left the footnotes to that table unchanged, the basis on which the 115 mph figure is stated - nominal or ultimate design wind speed - is the one given by the footnotes to Table R301.2(1) of the 2018 International Residential Code, which Hastings adopts at section 8-602. That distinction matters before any figure is fed into a calculation: an ultimate (strength design) wind speed and a nominal (allowable stress design) one are the same loading expressed two ways, and they differ by roughly the square root of 0.6.
