- state_level: STATEWIDE, AND INDEPENDENT OF WHAT HOLDREGE REQUIRES. Neb. Rev. Stat. 48-2104(1), in the Contractor Registration Act: "Before performing any construction work in Nebraska, a contractor shall be registered with the department." The department is the Nebraska Department of Labor. "Construction" is defined broadly at 48-2103(2) to mean "work on real property and annexations, including new work, additions, alterations, reconstruction, installations, and repairs ..." (the definition continues naming the sites the work may span), and "Contractor" at 48-2103(3) covers anyone "engaged in the business of the construction, alteration, repairing, dismantling, or demolition of buildings ... and every other type of structure." Two exemptions, both in 48-2104(1): a person who performs work, or has work performed, on his or her own property; and "any person who earns less than five thousand dollars annually for construction services" -- an annual-earnings test, not a per-job one, so it will rarely reach a working roofing contractor.
- city_level: REQUIRED, AND ROOFING IS A NAMED, SEPARATELY PRICED REGISTRATION CLASS. The City's Resolution 2019-04 (adopted March 19, 2019, under the fee authority of Municipal Code Chapter 8, Articles 2 and 4, Sections 8-205 and 402; Chapter 9, Articles 2, 6 and 7, Sections 9-204, 601, 603, 604 and 701; and Chapter 10, Article 4, Section 10-401) sets, under the heading "EXAMINATION, LICENSE AND REGISTRATION": "Registration fee for person of company engaged in business, trade or calling of a reroofing contractor doing business in the jurisdiction of Holdrege. -- $50.00" and, two lines below it, "Insurance for Reroofing Contractor -- $500,000.00" -- the same figure the resolution sets for "Insurance for Building Contractor," and lower than the $1,000,000.00 it sets for Plumbers and Electricians "each occurrence" (that "each occurrence" phrase is stated for the Plumber and Electrician lines only and is not repeated on the Building Contractor or Reroofing Contractor lines). The same resolution states the registration term runs "from January 1 to December 31 of each year." No bond is stated for a reroofing contractor -- only the insurance figure -- and no examination is named for the class; the resolution's only examination requirement (through IAPMO) is scoped to Master and Journeyman Plumbers. The resolution sets this fee and insurance figure without restating the substantive scope, bonding detail or application procedure for the Roofing Contractor Registration the City's own Permitting and Contractor Registration page names as a distinct category; that underlying registration document was not found published on the City's own Documents page or anywhere else searched, so its full terms are not established here.
Permit process note
Building permit applications and plans go to the Municipal Services Department, Building Inspection Division, at 502 East Avenue (P.O. Box 436), Holdrege, NE 68949-0436, phone 308-995-8681. The City's own Building Permit Applicants procedure calls for a completed application plus a detailed set of plans to 1/4 scale for any new building, structure, addition or alteration -- single- and two-family residential plans need not be stamped by an architect or engineer, but all others do, with a signed Affidavit of Code Compliance. Separate permits are required for signs/awnings, plumbing, and curb cuts, sidewalks, fences and parking lots. Resolution 2019-04 sets the building permit at a minimum fee of $20.00 (structural remodeling is tiered instead, by project valuation, from $20.00 up to $250.00 over $50,000), and doubles the fee where work begins before the permit issues. Its own words: "The payment if such double fees shall not relieve any person from fully complying with the requirements of this Code in the execution of the work or from any other penalties prescribed herein" (quoted verbatim, including the resolution's own "if" where "of" is meant). The same resolution extends its fees, unchanged, to the area "beyond the corporate limits" under its Two Mile Jurisdiction Fees clause, so a job just outside Holdrege can still be Holdrege's to permit. Required inspections carry a minimum 24-hour advance notice; the City's own required-inspections list (footings, rough-in plumbing, sanitary and storm sewer connection, building sewer, sidewalk forms, curb and gutter forms, and a final inspection) names no separate roofing or mid-roof stage. A completed and issued permit must be posted at the job site in a conspicuous place, along with an address identification sign visible from the street.
Adopted code
Holdrege City Code § 9-601, "Building Code; Adopted by Reference" (2005 Code, § 9-601; Ord. 2317, passed 12-1-2009; Ord. 2421, passed 2-5-2019), adopts the 2018 International Residential Code for one- and two-family dwellings, excluding Appendixes A, B, C, D, E, G, H, I, K, L, M, N, O, P, Q, R, S and T and Sections R106.3, R106.3.1, R106.3.2, R109.1, R109.1.1, R109.1.2, R109.1.3, R109.1.4, R109.1.5, R109.1.5.1, R109.1.6, R110.1, R110.2, R110.3, R110.4, R110.5, Chapter 3 Section R313, and Chapters 12 through 43 (the Mechanical, Fuel Gas, Plumbing and Electrical parts, which the City adopts separately). It separately incorporates IRC Appendix F, limited to Sections AF103.4.4, AF103.6, AF103.6.1, AF103.6.2, AF103.9 and AF103.12 (its last sentence eliminated), and excludes Appendix J entirely. The section also rewrites Table R301.2(1), Climatic and Geographic Design Criteria, in full (see wind_design_criteria). Subsection (C) adopts the 2018 International Building Code (excluding all appendixes and the administrative Sections 101.4-101.4.7, 107.3-107.3.2 and 110.3-111.4), the 2018 International Energy Conservation Code, and the Nebraska Accessibility Guidelines, and states that "in the event conflict arises between the International Residential Code and/or the International Building Code and/or the Holdrege Municipal Code, the Holdrege Municipal Code and amendments shall govern." None of the excluded appendixes, sections or chapters reaches Part III Chapter 9 (Roof Assemblies) or Chapter 8 (Roof-Ceiling Construction) of the 2018 IRC, so those chapters apply as adopted with only the one table amendment noted above. The same Article 6 also adopts the 2018 Uniform Plumbing Code (§ 9-602), the National Electrical Code "latest edition and amendments as adopted by the state" (§ 9-603), and NFPA 58 for liquefied petroleum gas (§ 9-604); none of those three sections touches roofing.
Drip edge
Required — Holdrege adopts the 2018 International Residential Code at City Code § 9-601, excluding a named list of appendixes and administrative sections (see adopted_code) that reaches neither Part III Chapter 9, Roof Assemblies, nor its drip-edge provision. Section R905.2.8.5 is not deleted or modified anywhere in § 9-601, so the base IRC drip-edge requirement for asphalt shingle roofs stands as adopted local law. Ice & water shield
Not required — Holdrege's own rewrite of Table R301.2(1) at City Code § 9-601(B) states "Ice Shield Underlayment (No)" -- a local amendment to the base 2018 IRC table, quoted verbatim, read directly rather than inferred from the base code. No other section of § 9-601 through § 9-604 mentions an ice barrier or ice shield requirement.

Mid-roof inspection
Not required — The City's own required-inspections list, in the Building Permit Applicants procedure (page 2 of the building permit application packet), names footings, rough-in plumbing, sanitary and storm sewer connection, building sewer, sidewalk forms, curb and gutter forms, and a final inspection -- no separate roofing or mid-roof stage appears anywhere on that list. Confirm the inspection sequence on the permit itself before scheduling a tear-off.
Impact-resistant roofing
Not required — No impact-resistance requirement applies to roofing in Holdrege. City Code § 9-601 through § 9-604 -- the whole of Chapter 9, Article 6, Adopted Codes, covering the residential, building, plumbing, electrical and LP-gas codes -- was read in full; no UL 2218, Class 4 or other impact-rating requirement appears anywhere in it, including in the section's own rewrite of the climatic design table, which touches snow load, wind speed, weathering, frost depth, termite exposure and ice shield only. A hail-resistant shingle may still earn an insurance discount in this part of Nebraska, but that is an insurer's term, not a code requirement.
Wind design criteria
Holdrege City Code § 9-601(B) rewrites the 2018 IRC's Table R301.2(1) for the City "as follows": "Ground Snow Load (25 lbs. per sq. ft.); Wind Speed (90 mph); Weathering (Severe); Frost Line Depth (36"); Termite (Moderate to Heavy); Ice Shield Underlayment (No); Air Freezing Index (No)." Quoted verbatim, including the ordinance's own parenthetical format. The ordinance text does not state whether the 90 mph figure is a nominal design wind speed or an ultimate design wind speed, so confirm the basis with the Building Inspection Division before designing to it. No separate seismic design category, special wind region or windborne-debris-zone entry is stated in this table.
Roof layer limit / recover
Holdrege states no roof-layer rule of its own. The City adopts the 2018 International Residential Code at City Code § 9-601, and its exclusion list -- a named set of appendixes, five Chapter 1 administrative sections, Chapter 3 Section R313, and Chapters 12 through 43 (Mechanical, Fuel Gas, Plumbing and Electrical), read in full -- adds, amends or deletes nothing in Part III Chapter 9, Roof Assemblies, apart from the unrelated climatic-table rewrite (see wind_design_criteria). Base-code rule, read at 2018 International Residential Code Section R908.3.1.1, Roof recover not allowed, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck.
Deck & sheathing requirements
Holdrege states no roof-deck or roof-sheathing requirement of its own. The City's adoption ordinance for the 2018 International Residential Code at City Code § 9-601, read in full, excludes only a named list of appendixes, five Chapter 1 administrative sections, Chapter 3 Section R313, and Chapters 12 through 43 -- none of which reaches Chapter 8, Roof-Ceiling Construction. The base 2018 IRC requirements for the roof deck and for the substrate under an asphalt shingle roof therefore apply in Holdrege unmodified; their literal text is behind the ICC paywall and is not restated here.
Sales & use tax
7.0% combined (.07) = Nebraska state rate 5.5% + City of Holdrege local-option rate 1.5%, per the Nebraska Department of Revenue's Local Sales and Use Tax Rates schedule effective July 1, 2026. Phelps County levies no county sales tax -- Dakota County is the only Nebraska county on that schedule with a county-level rate (0.5%), and it applies only outside a municipality that imposes its own local tax. Nebraska's local sales tax is state-administered rather than self-collected by the city, and no separate construction or use tax deposit is taken at building-permit issuance in Holdrege.
