Adopted code
The City's Building Department page states: "The City of Eureka currently operates under the 2018 International Building Code, as amended, 2018 International Residential Code, as amended and 2018 International Swimming Pool and Spa Code, as amended." The City publishes its amendments as "City of Eureka Amendments to the 2018 International Residential Code (Revised 2-19-2019)."
Drip edge
Required — Drip edge is required at eaves and rake edges of shingle roofs (IRC R905.2.8.5). The City adopted the 2018 International Residential Code with the amendments listed in "City of Eureka Amendments to the 2018 International Residential Code (Revised 2-19-2019)"; that list, read in full (R101.1, R105.2, R105.5, R108.6, R112, Table R301.2, R312.2, R313.2, N1101.14, N1102.4, E3902.16, P2603.5.1 and Appendices H, I, J, M and P), does not amend R905.2.8.5, so the code's drip-edge requirement stands as enacted local law. The City's Building Department page states: "Please note that there were no 2018 International Residential Code amendments relating to roofing requirements. A Drip Edge is required, however, an Ice/Water Shield is not required."
About drip edge
Ice & water shield
Not required — The City's amended Table R301.2 in "City of Eureka Amendments to the 2018 International Residential Code (Revised 2-19-2019)" enters NR (not required) in the Ice Shield Under-Layment column, and the City's Building Department page states: "A Drip Edge is required, however, an Ice/Water Shield is not required."
About ice & water barrier
Impact-resistant roofing
Not required — "City of Eureka Amendments to the 2018 International Residential Code (Revised 2-19-2019)," read in full, contains no impact-resistance requirement for roof coverings: "UL 2218", "Class 4", "impact" and "hail" each occur zero times in it, and the City's Building Department page states that there were no 2018 International Residential Code amendments relating to roofing requirements.
Wind design criteria
The City's amended Table R301.2 in "City of Eureka Amendments to the 2018 International Residential Code (Revised 2-19-2019)" gives a wind speed of Vult = 115 mph, seismic design category C, and a ground snow load of 20 pounds per square foot. The table carries no topographic-effects, special-wind-region or windborne-debris entries.
Roof layer limit / recover
Base-code rule, read at 2018 International Residential Code Section R908.3.1.1, Roof recover not allowed, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck. The City's published amendments to the 2018 International Residential Code do not touch Sections R907 or R908.
Sales & use tax
Eureka's combined sales tax rate depends on the county part of the city: in its St. Louis County part 9.238% (use tax 4.225%), jurisdiction code 22834-189-000; in its Jefferson County part 8.85% (use tax 4.225%), jurisdiction code 22834-099-000, per the Missouri Department of Revenue's Jurisdiction and Total Rate Database for the fourth quarter of 2026. The same table lists 5 smaller rate areas inside the city's St. Louis County part where special taxing districts (community improvement and transportation development districts among them) add tax, at a combined sales rate of 9.988% to 10.238%. Missouri's own state rate is 4.225%; the rest is local. For a re-roof, 12 CSR 10-112.010(1) provides that "a contractor is the final user and consumer of the materials and supplies used and consumed in fulfilling a construction contract and which become part of a completed real property improvement," so the roofer pays tax when it buys the materials. Under 12 CSR 10-112.010(2)(A), "In general, title passes after installation is complete," and where title passes after attachment the contractor "does not collect tax on its transfer of ownership or title of the item."
