City of Farmington Development Services Department

Building permits in the City of Farmington, Missouri, in St. Francois County, are handled by the City's Development Services Department at 101 South Jefferson Street. Missouri leaves residential building codes to local adoption, so Farmington's roofing rules are its own. The City's Building Permits page says it adopted the 2015 International Codes through Ordinance 15-11, and a June 2026 City notice says it is moving toward the 2024 codes. This listing covers the office's contact details, the City's own statements on code and permits, and the state's sales-tax treatment of roofing materials.

Permit process note
The City's Building Permits page says "A permit is required to construct a new building; to construct an addition, alter, or change the use of an existing building," and that "Building permits are not required for certain work that is exempt from permits or for work of a minor nature. Please contact a building inspector for details." The page does not say whether a roof replacement requires a permit, so the department should be asked.
Adopted code
THE 2015 INTERNATIONAL CODES, PER THE CITY'S OWN BUILDING PERMITS PAGE, WITH A 2024 UPDATE PROPOSED. The page says "The City of Farmington adopted the 2015 International Codes as of January 1, 2018 with an implementation and enforcement date of March 1, 2018 through enactment of Ordinance 15-11 by the City Council," and adds "Amendments may also be enacted from time to time." A City press release of June 19, 2026 says Farmington "is currently operating under the 2015 International Codes (ICC)" and lists the "2024 International Residential Code" among the codes it will consider, with a public hearing set for October 8, 2026. This record did not find that the update has been enacted. The City's municipal code is hosted on a code publisher's site that this record did not read, so it does not state whether the City has amended the IRC's roof provisions. Missouri law leaves building codes to local adoption: RSMo 67.280 provides that a community "may adopt or repeal an ordinance which incorporates by reference the provisions of any code."
Sales & use tax
Missouri taxes the roofer on materials, not the homeowner on the job, and the combined rate is not keyed to the Farmington job address in this record. The Department of Revenue's Contractors Tax Matrix lists "Tangible personal property to be sold as an attachment to real property" as Taxable on purchases by contractors, so a roofing contractor pays sales or use tax on shingles and underlayment when buying them. The Department states that "The state use tax rate is 4.225%" and that "Cities and counties may impose an additional local use tax," with the amount due depending on "the combined (local and state) use tax rate in effect at the Missouri location where the tangible personal property is stored, used or consumed." The rate in effect at a given address, including any special district rates, is on the Department of Revenue's Sales and Use Tax Rate Chart, which this record does not reproduce.
