Permit process note
The City's residential permit page says "Many residential construction projects in the City of Festus require a building permit" and "Some home improvements might not require permits while others do," and to apply an owner submits an "Application for Plan Examination and Building Permit," two sets of construction drawings and a site plan to Festus Public Works. The page does not say whether a roof replacement requires a permit, so the department should be asked.
Adopted code
The Building and Planning Department lists "Building / Construction Codes (2021 IBC, IRC, IFC, 2020 National Electrical Code)". The City Council finally approved Bill No. 4785 on August 26, 2024, "amending Section 500.010 of the Code of Ordinances of the City of Festus regarding the adoption of technical codes; Enacting Section 500.015 regarding amendments to the Technical Codes". The council minutes record that the city had operated under the 2009 ICC codes before this update. The text of Sections 500.010 and 500.015, including the list of local amendments to the residential code, was not read. A department FAQ on roof ice and water shield still describes the 2009 International Residential Code.
Repair permit threshold
The department's FAQ states: "A building permit is not required for most standard re-roofing projects. If there is repair or replacement of any structural member (truss, rafter, sheeting etc.), a building permit may be required. Please contact the Festus Building Department for advisement." The same FAQ page still describes the 2009 International Residential Code, which the city replaced with the 2021 edition in 2024, so confirm the current rule with the department before relying on it.
Sales & use tax
9.3500% SALES TAX AND 4.2250% USE TAX FOR FESTUS, JEFFERSON COUNTY (Missouri Department of Revenue jurisdiction code 24094-099-000, listed as "FESTUS JEFFERSON COUNTY JOACHIM-PLATTIN AMBULANCE DISTRICT"), per the Department's Sales and Use Tax Rate Tables for October, November, December 2026 (updated 8/25/2026). For a roofer, the Department's Contractors Tax Matrix (effective 10-24-2022) defines a contractor as "Any person entering into an agreement to improve, repair, replace, erect or alter real property," and lists "Purchases of parts, materials, supplies, and chemicals purchased by contractors" as taxable. It says the "Missouri sales or Missouri consumer's use tax must be paid to the vendor or accrued and remitted directly to the Missouri Department of Revenue."
