K.S.A. 50-6,122(a)(1) defines a roofing contractor as any person, including a subcontractor and nonresident contractor, who in the ordinary course of business "Engages in the business of commercial or residential roofing services for a fee" or offers or solicits roofing-related services. Section 50-6,122(a)(2) excludes a person doing demolition or debris cleanup, "a person working under the direct supervision of the roofing contractor and who is hired by such roofing contractor as an employee or day laborer," and an "exempt general contractor," a general contractor meeting the conditions of 50-6,122(e) (among them, that roofing is no more than 50% of the project cost, or that roofing is subcontracted to a registered roofer, and no door-to-door sales). This record does not decide whether a given reader falls inside any exclusion. Under K.S.A. 50-6,128 the annual fee is set by the Attorney General, may not exceed $500, and the certificate expires June 30 each year. Working unregistered carries civil penalties under K.S.A. 50-636 (50-6,123(b)).
Adopted code
Section 6-203 of the Code of the City of Concordia, Kansas adopts "the International Residential Code for One and Two-Family Dwellings, 2018 edition published by the International Code Council" as the residential code for the City of Concordia (Ord. 2016-3110; Ord. 2024-3229), with the City's revised sections set out in Section 6-204. The City's Building page states that the City Commission approved Ordinance No. 2024-3229 on September 18, 2024, adopting the updated building codes, effective September 19, 2024.
Drip edge
Required — Drip edge is required at eaves and rake edges of shingle roofs (IRC R905.2.8.5). The City adopted the 2018 International Residential Code via Section 6-203 of the Code of the City of Concordia, Kansas (Ord. 2024-3229), with revised sections at Section 6-204; that instrument, read in full, does not amend R905.2.8.5, so the code's drip-edge requirement stands as enacted local law. About drip edge
Ice & water shield
Not required — The City's filled-in Table R301.2(1), inserted by Section 6-204 of its city code, enters "No" under "Ice barrier Underlayment required," so the IRC's ice barrier requirement at eaves does not apply in Concordia. About ice & water barrier
Impact-resistant roofing
Not required — Article 2, Technical Codes, of Chapter 6 of the Code of the City of Concordia, Kansas, read in full (Sections 6-201 through 6-221, including the International Residential Code adoption at Section 6-203 and its revised sections at Section 6-204). Counts across that whole article: "UL 2218" 0, "Class 4" 0, "impact" 0, "hail" 0. The revised sections change no provision of IRC Chapter 9 (Roof Assemblies), so no impact-resistant roof covering is required by local law.
Repair permit threshold
Section 6-204 of the city code revises IRC Section R105.2, Work exempt from a permit, to add item #12: "roof covering materials, provided in compliance with section R905." Under the City's amended code, replacing roof covering materials, in whole or in part, needs no building permit where the work complies with Section R905; the work must still meet the code.
Wind design criteria
115 mph wind design speed; topographic effects Yes; special wind region No; windborne debris zone No; seismic design category A (entered as "OA"); ground snow load 25. (Table R301.2(1) as inserted by Section 6-204 of the Code of the City of Concordia, Kansas, Ord. 2024-3229.)
Roof layer limit / recover
Base-code rule, read at 2018 International Residential Code Section R908.3.1.1, Roof recover not allowed, and quoted here rather than left behind the ICC paywall: a roof recover "shall not be permitted" where "the existing roof has two or more applications of any type of roof covering." One existing layer may be recovered; a second existing layer means a tear-off to the deck. The City's revised sections of the 2018 IRC (Section 6-204) do not touch Sections R907 or R908.
Sales & use tax
Concordia's combined sales tax rate is 8.5% (Kansas state 6.5% + Cloud County 1% + City of Concordia 1%), per the Kansas Department of Revenue's Pub. 1700 jurisdiction rate table effective October 1, 2026. Per KDOR Pub. KS-1525, "Services performed to install or apply tangible personal property are exempt from sales tax when the services involve the original construction, reconstruction, restoration, remodeling, renovation, repair or replacement of a residence," so residential re-roof labor is exempt. Materials are not: contractors "are considered to be the final user or consumer of the materials they install for others, and must pay Kansas sales or use tax on them."
