Building permits in the City of Belvidere, Illinois, in Boone County, are issued by the City's Building Department at 401 Whitney Boulevard, Suite 300. The Illinois Capital Development Board says "The State has not adopted a building code for repairs to existing single family residences," so Belvidere's roofing rules are its own: the Building Department page says the City enacted Ordinance 703H on November 19, 2024, adopting the 2021 International Residential Code for permit applications after January 1, 2025. The department publishes a roofing permit guide; this listing covers the office's contact details, the City's own statements on code and permits, and the rules state law sets for every Illinois roofer.

  • state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." Under 225 ILCS 335/5(a-3), "A municipality or a county that requires a building permit may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State," and a holder of a limited license is restricted to permits for work on residential properties of 8 units or less. The Illinois Department of Financial and Professional Regulation lists "Roofing Contractor, Licensed" among the professions it licenses.
Permit process note
The Building Department page says "Before starting any project you should call 815-547-7177 to find out if a building permit is required," lists "Roofs" among "projects that may require permits," and says "you can now file an application for a building permit online for many types of permits." The department's Guide for Roofing Permits describes "the process of acquiring a roofing permit and installing roof coverings on residential homes." For work by a contractor it asks for the contractor's name, address and phone number, "Copies of Contractor's valid Illinois roofing license, current liability insurance, and photo ID of roofing license holder," the amount of roofing being replaced in squares, and "The number of layers of roofing being removed." A property owner doing the work gives the same project details. The guide lists two required inspections for a roofing permit: an ice and water shield inspection and a "Final building inspection (When all construction is finished)." Neither page says in terms that every roof replacement needs a permit.
Adopted code
THE 2021 INTERNATIONAL RESIDENTIAL CODE WITH CITY AMENDMENTS, PER THE CITY'S BUILDING DEPARTMENT PAGE. The page says "On November 19th, 2024, the City of Belvidere enacted Ordinance #703H adopting the following building codes. These building codes will become effective for all applications for building permits after January 1, 2025," and lists the "2021 International Residential Code For One and Two Family Dwellings" and the "2021 International Existing Building Code." It adds "These codes are amended by local amendment in Ordinance 703H City of Belvidere Municipal Code." This record did not read the amendment text of Ordinance 703H, so it does not state whether the City has amended the IRC's roof provisions. The department's roofing guide, posted before that ordinance, still cites the 2015 International Residential Code.
Ice & water shield
Required — REQUIRED OVER CONDITIONED SPACE, PER THE DEPARTMENT'S ROOFING GUIDE. The guide says "Ice and water shield is required for any roof over conditioned space. Ice and water shield shall extend from the eaves' edge to a point at least 24 inches inside the exterior wall line of the building," and that it "shall be installed beneath the shingles in any valley, around chimneys, and over dormers." This rests on the department's own written guide; the City's enacted amendments in Ordinance 703H were not read. About ice & water barrier
Mid-roof inspection
Required — AN ICE AND WATER SHIELD INSPECTION, EXCEPT ON AN OVERLAY. The department's Guide for Roofing Permits lists, under "Required Inspections for Roofing Permit," an "Ice and water shield inspection (When the ice and water shield has been applied. Not necessary for overlay roofing permits)." This rests on the department's own written guide; the City's enacted amendments in Ordinance 703H were not read.
Roof layer limit / recover
THE CITY'S GUIDE DOES NOT STATE A LAYER COUNT. The department's Guide for Roofing Permits says "If the existing roof covering is asphalt, wood shake, slate, clay, cement, or asbestos-cement tile, it must be removed prior to re-roof," yet it also refers to "overlay roofing permits" and tells the applicant to consider whether to overlay or tear off, checking that "The framing must be adequate to carry the additional weight of new materials." The guide cites the 2015 International Residential Code, while the City's Building Department page says the 2021 International Residential Code applies to permit applications after January 1, 2025. Read together, the City's pages do not settle whether an overlay over one existing layer of asphalt shingles is allowed.
Deck & sheathing requirements
The department's Guide for Roofing Permits says "Roof sheathing shall be checked prior to re-roofing. It shall be repaired or replaced if rotted or unsound. Replacement sheathing shall conform to the requirements of the 2015 International Residential Code for one- and two-family dwellings." The guide predates the City's adoption of the 2021 International Residential Code for permit applications after January 1, 2025. It also says "The sheathing must be adequate for both support and anchorage for new roofing fasteners," and on fastening, "Asphalt shingles shall be fastened with not less than 4 nails."
Sales & use tax
Illinois taxes the roofer, not the job, and the operative rate is not keyed to the Belvidere job address. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property (materials and fixtures) incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own list of examples. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The Illinois Department of Revenue states the Use Tax rate as "6.25% of the purchase price or fair market value, whichever is greater." Where the contractor buys for resale, the local tax follows "the place of business at or from which the contractor or builder handles the transaction" (130.2075(b)(3)), so the combined rate on materials is the supply house's or the contractor's, which this record does not pin down. The authoritative lookup is the Illinois Department of Revenue's MyTax Illinois Tax Rate Finder.
