  • state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." 225 ILCS 335/5(a-3): a municipality that requires a building permit may not issue one to a roofing contractor without proof of current state licensure. The licence is held by the business entity, requires a continuous surety bond ($10,000 limited / $25,000 unlimited), liability and workers' compensation insurance, and a passed exam (225 ILCS 335/3(2)).   • city_level: Bloomington's own Chapter 10 requires a building permit issued by the Economic & Community Development Department for work within the Building Code's scope (Sec. 10-201.A: "erection, construction, enlargement, rebuilding, alteration, repairing ... shall be carried out in conformity herewith"), and Article V's own amendment to R105.2 deletes five categories of work from the base code's permit-exempt list without adding any exemption for roof covering. Bloomington adopts the 2018 International Residential Code for One- and Two-Family Dwellings (City Code Chapter 10, Article II, Sec. 10-204, "with the additions, insertions, deletions and changes ... set forth in Article V"), amended by Ord. No. 2014-07, Ord. No. 2017-96, Ord. No. 2020-53 (8-10-2020) and Ord. No. 2020-67 (10-12-2020). Article V, Sec. 10-501, is titled "[Sec. R101.1 through Sec. R313.3] Modifications" and was read in full: it amends only R101.1 (title), Table R301.2(1) (climatic/geographic data), R105.2 (deletes five permit exemptions unrelated to roofing plus item 10), R112 (deletes Board of Appeals section) and the R313 fire-sprinkler series. It touches nothing in Chapter 8 (roof-ceiling construction) or Chapter 9 (roof assemblies), so the base 2018 IRC governs those unmodified.

Roof layer limit / recover
Bloomington's adopting instrument establishes the 2018 IRC (Sec. 10-204) and its own Article V amendment (read in full) amends nothing in the reroofing section. Base 2018 IRC R908.3.1.1, "Roof recover not allowed," bars a roof recover, among other conditions, "where the existing roof has two or more applications of any type of roof covering" -- one overlay allowed, two layers maximum.
Deck & sheathing requirements
Bloomington adopts the 2018 IRC (Sec. 10-204); its Article V amendment article, read in full, amends nothing in Chapter 8 (roof-ceiling construction, including roof sheathing), so the base 2018 IRC sheathing provisions apply unmodified. No local sheathing amendment was found.
Sales & use tax
Illinois taxes the roofer, not the job. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor incurs no Retailers' Occupation Tax on labor or materials incorporated into a structure but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," with "roofing materials" named in the rule's own example list. Repair and replacement are taxed identically: 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The state rate has been 6.25% since January 1, 1990 (86 Ill. Adm. Code 130.101(c)(1)). The combined rate that actually applies is the rate at the supply house's counter or the contractor's own place of business (130.2075(b)(3)) -- NOT a rate keyed to the Bloomington job address; this session did not independently verify Bloomington's own local retail-rate component.
