Roofing permits & building code in Belvidere

Roofing permit and contractor-licensing rules in Belvidere are set locally by City of Belvidere Building Department. Illinois licenses roofing contractors at the state level: under the Roofing Industry Licensing Act (225 ILCS 335) no roofing work may be done except by a state-licensed roofing contractor or qualifying party, with a limited license for residential properties of 8 units or less and an unlimited license for everything else, and a city or county that requires a building permit may not issue one to a roofing contractor without proof of current state licensure, while some cities add their own contractor registration on top — always confirm the current requirements with the authority before starting work.

Adopted building code
THE 2021 INTERNATIONAL RESIDENTIAL CODE WITH CITY AMENDMENTS, PER THE CITY'S BUILDING DEPARTMENT PAGE. The page says "On November 19th, 2024, the City of Belvidere enacted Ordinance #703H adopting the following building codes. These building codes will become effective for all applications for building permits after January 1, 2025," and lists the "2021 International Residential Code For One and Two Family Dwellings" and the "2021 International Existing Building Code." It adds "These codes are amended by local amendment in Ordinance 703H City of Belvidere Municipal Code." This record did not read the amendment text of Ordinance 703H, so it does not state whether the City has amended the IRC's roof provisions. The department's roofing guide, posted before that ordinance, still cites the 2015 International Residential Code.

Permit process
The Building Department page says "Before starting any project you should call 815-547-7177 to find out if a building permit is required," lists "Roofs" among "projects that may require permits," and says "you can now file an application for a building permit online for many types of permits." The department's Guide for Roofing Permits describes "the process of acquiring a roofing permit and installing roof coverings on residential homes." For work by a contractor it asks for the contractor's name, address and phone number, "Copies of Contractor's valid Illinois roofing license, current liability insurance, and photo ID of roofing license holder," the amount of roofing being replaced in squares, and "The number of layers of roofing being removed." A property owner doing the work gives the same project details. The guide lists two required inspections for a roofing permit: an ice and water shield inspection and a "Final building inspection (When all construction is finished)." Neither page says in terms that every roof replacement needs a permit.
