The building permitting authority for the City of Aurora, Illinois, the state's second-largest city, spanning parts of Kane, DuPage, Will and Kendall counties. Illinois supplies no statewide residential building code reaching an existing house (the Capital Development Board says so in its own FAQ), so Aurora's roof-covering rules are entirely local; the City's own building chapter is codified on a vendor host that refused every fetch attempt this session, so this record rests on the City's own permit page and its own published reroofing FAQ, not on the codified ordinance text itself.

  • state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." 225 ILCS 335/5(a-3): a municipality or county that requires a building permit may not issue one to a roofing contractor without proof of current state licensure. The licence is held by the business entity, requires a continuous surety bond ($10,000 limited / $25,000 unlimited), liability and workers' compensation insurance, and a passed exam (225 ILCS 335/3(2)). The Act is scheduled to sunset January 1, 2031, a recurring legislative renewal date, not an expiry of current effect.
  • city_level: The City of Aurora's own roofing permit page and reroofing FAQ (read in full 2026-09-19) state that roofing contractors doing work within Aurora city limits must separately register with the City, providing: a contractor application; an active Illinois Secretary of State business registration or a county DBA certificate; proof of the State of Illinois Roofing License; a certificate of insurance (general liability $1,000,000 aggregate / $500,000 per occurrence, naming the City of Aurora as primary and non-contributory additional insured); workers' compensation coverage; and a $200 license fee. A general contractor subcontracting roofing work must also register with the City as a general contractor.

NOT ESTABLISHED THIS SESSION. Illinois has no state residential code for existing buildings to default to (Capital Development Board FAQ: "The State has not adopted a building code for repairs to existing single family residences"), so which model code and edition Aurora has enacted by ordinance is a fact only the City's own codified building chapter can supply. Aurora's Chapter 22, Buildings and Building Regulations, is hosted at aurora.municipal.codes (a municipalcodeonline.com vendor site), which returned HTTP 403 to every scripted fetch attempt this session, including a full desktop-browser header set. Aurora does not appear among Illinois clients on Municode's own API client list, so that route is also closed. Aurora's own Building and Construction page links to library.municode.com/il/aurora, which renders as a JavaScript shell to a scripted fetch. Third-party blog claims of a 2024 I-Series adoption under an ordinance numbered 25-0321 were found in web search but could not be verified against a primary source this session and are not repeated here as fact.
Ice & water shield
Required — The City's own reroofing guide states, verbatim: "Is there an inspection for ice and water shield? No, we will only conduct a final roofing inspection, however the code references requirements on ice and water shield." That discloses a code-based requirement without quoting the operative section; Aurora's codified building chapter could not be opened this session (HTTP 403, vendor-hosted), so the specific section and its terms are not confirmed. Repair permit threshold
NO DOLLAR OR PERCENTAGE THRESHOLD IS PUBLISHED. The City's own reroofing guide for the public states permit requirements without naming a repair-value trigger; a permit and inspection process applies to roofing work generally, submitted either in person or through the e-TRAKiT Online Portal with a copy of the roofing contract and a completed Ventilation Calculation Worksheet for each separate attic space. The same guide lists categories of roof work that require additional review before a permit can be released same-day: cathedral or vaulted ceilings, flat roofs (pitch less than 2:12), commercial roofs, work in the Historic District or Foxwalk District, replacement of any structural framing, and replacement of all sheathing material. None of these is stated as a dollar or percentage figure.
Roof layer limit / recover
THE CITY'S OWN REROOFING GUIDE STATES A TWO-LAYER LIMIT, NOT INDEPENDENTLY CLASSIFIED THIS SESSION. Its own frequently-asked-questions page reads, verbatim: "Can I add a third layer of shingles? No. If there are 2 or more existing roof layers, then all of the existing layers must be removed prior to installation of the new roofing material." That is the City's own stated administrative practice, not a quotation from the codified ordinance text: Aurora's building chapter (aurora.municipal.codes) could not be opened this session (HTTP 403 to every fetch attempt), so which IRC edition or local amendment this practice is drawn from is not established, and no `classification` is set.
Sales & use tax
ILLINOIS TAXES THE ROOFER, NOT THE JOB, AND THE OPERATIVE RATE IS NOT AURORA'S OWN RETAIL RATE. Under 86 Ill. Adm. Code 130.1940(c), a construction contractor "does not incur Retailers' Occupation Tax liability as to receipts from labor furnished and tangible personal property ... incorporated into a structure," but "incurs Use Tax on the cost price of the tangible personal property that is incorporated into real estate," and "roofing materials" is named in the rule's own list of examples. Repair and replacement are taxed identically: 86 Ill. Adm. Code 130.1940(a)(3) defines "construct" to include "repair, renovate or remodel." The state rate has been 6.25% since January 1, 1990 (86 Ill. Adm. Code 130.101(c)(1)). The combined rate that actually lands on materials is the rate at the supply house's counter, or at the contractor's own place of business if self-assessed (86 Ill. Adm.
