Roofing permits & building code in Aurora

Roofing permit and contractor-licensing rules in Aurora are set locally by City of Aurora Building and Permits Division. Illinois licenses roofing contractors at the state level: under the Roofing Industry Licensing Act (225 ILCS 335) no roofing work may be done except by a state-licensed roofing contractor or qualifying party, with a limited license for residential properties of 8 units or less and an unlimited license for everything else, and a city or county that requires a building permit may not issue one to a roofing contractor without proof of current state licensure, while some cities add their own contractor registration on top — always confirm the current requirements with the authority before starting work.

Adopted building code
THE 2024 INTERNATIONAL RESIDENTIAL CODE, IN FORCE SINCE JANUARY 1, 2026, WITH LOCAL AMENDMENTS THAT DO NOT TOUCH CHAPTER 9, ROOF ASSEMBLIES. Ordinance O25-082 (City Council file 25-0321), passed December 9, 2025, amended Chapter 12 of the Aurora Code of Ordinances to adopt the 2024 I-Series; its Section Two made it effective January 1, 2026. Codified Section 12-16 now lists the "2024 International Residential Code - including Appendix Chapters (BD, BE, BF, BG, BH, BL, BN, BO)" and the 2024 International Existing Building Code among the codes "adopted as the building code of the City of Aurora, Illinois." The City's amendments to the residential code are at Section 12-17.6. Read in full, they amend administration (including the permit and exemption sections R105.1 and R105.2), the climatic table, foundations, framing and roof decking (a new R803.2.2.1), and delete Chapter 11 (energy) and the plumbing and electrical chapters in favor of state and local codes; they contain no amendment to any Chapter 9 section. Two later Chapter 12 ordinances do not reach residential roofing: O26-024 (March 24, 2026) adds data-center sound and vibration rules to the building code, and O26-048 (July 28, 2026) amends the 2015 International Property Maintenance Code's board-up standard, which the City keeps in force pending its own update. One drafting remnant: Section 12-16's incorporation sentence still refers to "said 2015 International Codes" while listing the 2024 editions; the ordinance title, the staff memorandum and the section's own history line all name the 2024 series, and Section 12-17.6 opens by revising "the 2024 International Residential Code adopted in section 12-16." The City's codified text is hosted at aurora-il.municipalcodeonline.com; Municode lists Aurora, Illinois as a client but publishes no code for it.
Registration details
  • state_level: Illinois licenses roofing contractors statewide with no dollar threshold. 225 ILCS 335/9(2): "No work involving the construction, reconstruction, alteration, maintenance, or repair of any kind of roofing or waterproofing may be done except by a roofing contractor or a qualifying party licensed or credentialed under this Act." 225 ILCS 335/5(a-3): a municipality or county that requires a building permit "may not issue a building permit to a roofing contractor unless that contractor has provided sufficient proof of current licensure as a roofing contractor by the State." The licence is issued in the company name with a designated qualifying party who takes the examination, and the applicant must show public liability and property damage insurance, workers' compensation coverage for roofing, an unemployment insurance account, and a continuous bond of $10,000 (limited licence) or $25,000 (unlimited licence) (225 ILCS 335/3(2)). The Act's definitions also describe a roof recover over two or more existing coverings as needing a structural condition report accepted by the Department (225 ILCS 335/2(v)); no other section of the Act attaches a duty to that definition. The Act is scheduled to sunset January 1, 2031, a recurring legislative renewal date, not an expiry of current effect.
  • city_level: Aurora separately registers roofers. Section 12-16.4.7 requires a City-registered roofing contractor for "Installing, maintaining, or repairing any roofing work for which a permit is required by this code," issues Residential Roofer and Commercial Roofer classes, and requires that a majority owner, corporate officer or director be licensed by the State of Illinois. The state licensing exemptions are honored: property owners working on their own property, and documented employees of the property owner. Registration costs $200 per year per trade (Section 12-16.4.1.1). A certificate of insurance must show commercial general liability of at least $500,000 per occurrence and $1,000,000 general aggregate, workers' compensation at statutory limits, and the City of Aurora as primary and non-contributory additional insured (Section 12-16.4.1.4). The City's roofing page adds that where the roofing contract is in a third-party company's name, that company must register as a General Contractor.
