York is on the 2018 International Residential Code. Municipal Code Section 12-21 adopts "The International Building Code, 2018 edition, including appendix chapters B, C, H and I, and the International Residential Code for One- and Two-Family Dwellings, 2018 edition, as published by the International Code Council, Inc., one copy of which is on file in the office of the city clerk", most recently by Ordinance No. 2305, section 1, adopted November 18, 2021. Section 12-23 extends the adopted code beyond the city limits: wherever the code says "municipality" or "city" it "shall be construed to mean the City of York, Nebraska, and the area within two miles thereof." Section 12-22 sets the order of precedence - where the adopted code and the City's own ordinances, rules or regulations conflict, the City's ordinances and state law prevail. York's codified ordinances are current through Ordinance No. 2434, enacted April 16, 2026.

Contractor registration and the certificate of insurance both go to the city clerk; the building code and its amendments sit in Chapter 12 of the municipal code, and one copy of the adopted code is kept on file in the clerk's office. Building permit fees are $25.00 on a total valuation of $1.00 to $2,000.00 and $3.00 per $1,000.00 or part of $1,000.00 above that, and the building permit fee covers all other permit and inspection fees on the project except re-inspection fees. Appeals go to the city council, which sits as the board of appeals under the City's amendments to both the residential and the commercial code. Violating the adopted code is a misdemeanour under Section 12-25, and each day a violation continues is a separate offence. Note that the code applies to the city and to the area within two miles of it, so a job outside the corporate limits may still be inside York's building jurisdiction.
