Section 15.01.03 states these codes were "amended and restated" from an earlier Ordinance No. 01-02; the posted Title 15 text itself does not show a later re-adoption to a newer ICC edition, so the 2003-edition codes are recorded as stated in the Town's own posted document.
Drip edge

Impact-resistant roofing
Not required — The Town of Yampa's Municipal Code, Title 15, Buildings and Construction, was read in full in its 38 pages. Chapter 15.01 adopts the Town's building codes by reference as restated from Ordinance 01-02, and Chapters 15.02 through 15.04 adopt the 2003 editions of the International Building Code, International Residential Code and International Existing Building Code, each amended section by section; no later edition is adopted anywhere in the title, so the adoption stands at the 2003 editions as amended. Every amendment was read. They address enforcement authority, permit fees and exemptions, fire-resistance of interior assemblies, sprinkler exceptions, stair and handrail dimensions, sound transmission, seismic design, frost protection and, at Sections R501.2, R601.2 and R801.2, a prohibition on using design tables based on roof live loads below 50 pounds per square foot or ground snow loads of 70 pounds per square foot or less, which is a structural loading rule. The Residential Code amendments proceed from Section R801.2 directly to Section N1101.1 and never reach Chapter 9, Roof Assemblies; the Building Code amendments never reach Chapter 15. Neither the adopted codes nor any Town amendment requires impact-resistant roof coverings or names a UL 2218 or Class 4 standard. The only statewide instrument reaching reroofing is the Colorado Wildfire Resiliency Code, 8 CCR 1507-39, effective July 1, 2026 in areas designated wildland-urban interface under that code, which requires a Class A roof covering tested to ASTM E108 or UL 790 where 25 percent or more of the roof surface is replaced, at Sections 101.6 and 403.2; that is a fire classification independent of impact rating, and the code sets no impact-resistance requirement.
Wind design criteria
The Town of Yampa's own completion of IRC Table R301.2(1) sets design wind speed at 90 MPH, Seismic Design Category B, ground snow load described as "Varies by site location and elevations (use actual roof snow load)" rather than a fixed number, weathering severe, frost line depth 48 inches, and winter design temperature 15 degrees F.
Roof layer limit / recover
The 2003 International Residential Code, Section R907.3, Recovering versus replacement, requires removal of the existing roof covering before a new one is installed if the existing roof has two or more applications of any type of roof covering (among other conditions -- water-soaked or deteriorated coverings, or existing wood shake, slate, clay, cement or asbestos-cement tile). Exceptions allow complete separate roofing systems (e.g. standing-seam metal) that do not rely on the existing roof for support, and metal panel, metal shingle, concrete or clay tile installed over an existing wood shake roof under Section R907.4. No Town of Yampa amendment touches Chapter 9.
Deck & sheathing requirements
The 2003 International Residential Code, Section R803, Roof Sheathing, sets two paths. Lumber sheathing (R803.1) must meet Table R803.1: minimum 5/8 inch net thickness at 24-inch rafter/beam spacing, 1-1/2 inch tongue-and-groove at wider spacings (48/60/72 inches, each with its own minimum bending-stress and stiffness value); spaced lumber sheathing is permitted only for wood shingle or shake roofing per Sections R905.7-R905.8 and is not allowed in Seismic Design Category D2. Wood structural panel sheathing (R803.2) must be identified or grade-marked to DOC PS1, PS2 or CSA O437 (R803.2.1), be of exterior exposure durability or Exposure 1 glue-bonded if used with interior- type panels on the underside (R803.2.1.1), meet the allowable spans of Table R503.2.1.1(1) (R803.2.2), and be installed with joints staggered or nonstaggered per Table R602.3(1) or APA E30 for wood roof framing (R803.2.3). No Town of Yampa amendment touches Chapter 8.
